MINUTES
December 6, 1999
5:00 PM
A meeting of the Southold Town Conservation Advisory Council was held Monday,
December 6, 1999 at 5:00 PM in the Conference Room at Southold Town Hall, 53095
Main Rd., Southold, New York

CHAIRMAN'S ANNOUNCEMENTS
Chairman Scott Hilary was absent.
REPORTS
Ken Meskill is still looking for help to do the water sampling.
Richard Smith requested a tax map for every application.
MINUTES
Moved by Ken Meskill, seconded by Richard Smith, to approve the Minutes of
November 17, 1999, as submitted.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT AND COASTAL
EROSION PERMIT APPLICATIONS
Moved by Ken Meskill, seconded by Richard Smith, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit Application of E.M. KONTOKOSTA 51-1-2&3 to install 150 l.f. of
timber bulkhead at the toe of an existing slope and a 10' return at the western property
line. Proposed bulkhead will be backfilled with approx. 110 c.y. of clean fill. Resultant
area (approx. 1,450 s.f.) will be planted with Cape American Beach Grass on 18"
centers.

The CAC recommends Disapproval and requests that they explore vegetation
alternatives. The scouring is due to the bulkhead to the east and a new bulkhead would
have the same affect on the neighbor to the west.
Vote of Council: Ayes: All
Motion Carried
Moved by Bill McDermott, seconded by Ken Meskill, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH A CONDITION the Wetland Permit Application of ED FRANCESCHINI 106-8-
51 to reshape and contour the manmade pond-and make it more environmentally
appealing.

The CAC recommends recommends Approval with the condition that screened planting
be appropriate vegetative wetland species.

Moved by Bill McDermott, seconded by Abby Cochran, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit Application of JOSEPH BAJADA & LORRAINE WOLFF 126-11-16 to
replace (within 18") approx. 100 linear ft. of existing bulkhead with vinyl bulkhead and
remove an dreplace (inkind/inplace) approx. 102 linear ft. of an existing retaining wall,
and backfill with approx. 75 c.y. of clean sand to be trucked in from an upland source.

Moved by Bill McDermott, seconded by Abby Cochran, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit Application of WILBUR OSLER 126-11-17 to replace (within 18") +/-
66' section of existing timber bulkhead with vinyl bulkhead and remove and replace (in-
place) +/-36' section of existing timber bulkhead with vinyl bulkhead, and backfill with
approx. 50 c.y. of clean sand to be trucked in from an upland source.

Moved by Richard Smith, seconded by Abby Cochran, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit Application of JOHN LARSEN 59-5-23 to construct,a two-story,
one-family dwelling with attached first and second story decks; a pervious driveway; a
sanitary system; and a drinking water well; and establish and maintain two non-
disturbance /non-fertilization buffers adjacent to freshwater wetlands. Fill created from
house excavation will be used on-site for regrading.

The CAC recommends Disapproval because the proposed construction is too close to
both sets of wetlands which would have an adverse impact on the wetlands, as well as
the site being an important part of an important ecological system.
Vote of Council: Ayes: All

DISCUSSION AND RECOMMENDATION OF AMENDMENT REQUESTS
Moved by Ken Meskill, seconded by Jaclyn VanBourgondien, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Amendment Request of M.G.H. ENT. INC. 15-9-8 to Amend Permit 94188 to replace
northwest bulkhead and docks back 36" landward.
40200 Main Rd., Orient
The CAC recommends Disapproval because there was insufficient information and
recommend that this application be submitted as a full permit.
Vote of Council: Ayes: All
Motion Carried
BLUEPOINTS CO. 140-1-23.1 to Amend Permit #4276 to add eight piles at the end of
the existing floating trays as icebreakers, five piles to hold trays and 3'X 18' ramp with
12'X 12' float for docking of service vessel.

The CAC did not make an inspection, therefore no recommendation was made.
SET NEXT MEETING DATE
The next meeting of the Southold Town Conservation Advisory Council is scheduled for
Tuesday, January 18, 2000 at 5:30 PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:00 PM.
