Chairman Wilcenski: Good Evening and welcome to the scheduled Public Meeting for
Monday, October 4, 2021 for the Southold Town Planning Board. This meeting is public. The
Planning Board may add or remove applications from the Agenda upon its discretion, without
further notice. Applications may not be heard in the order they appear on this agenda.
This public meeting will be held virtually via the Zoom online platform. Pursuant to Executive
Order 202.1 of New York Governor Andrew Cuomo in-person access by the public will not be
permitted.

SUBDIVISIONS
EXTENSION OF TIME TO RENDER PRELIMINARY PLAT DETERMINATION:
Chairman Wilcenski: Mazzoni Subdivision —This proposal is for a Standard
Subdivision of a 22.94 acre parcel into 5 lots where Lot 1 = 2.34 acres, Lot 2 = 1.78
acres, Lot 3 = 2.18 acres, Lot 4 = 0.56 acres, Lot 5 = 16.06 acres inclusive of a 0.97
acre right-of-way, 8.58 acres of Open Space and 6 acres of a Conservation Easement
held by the Peconic Land Trust (PLT) located in the R-80 Zoning District. The property
is located at 500 Soundview Drive, approximately 782' to the north of NYS Route 25
and 256' to the east of Sound View Drive, Orient. SCTM#1000-13-2-8.2

WHEREAS, this proposal is for a Standard Subdivision of a 22.94 acre parcel into 5 lots
where Lot 1 = 2.17 acres, Lot 2 = 1.78 acres, Lot 3 = 2.14 acres, Lot 4 = 0.73 acres, Lot
5 = 16.15 acres inclusive of a 1.14 acre right-of-way, 8.58 acres of Open Space and 6
acres of a Conservation Easement held by the Peconic Land Trust (PLT) located in the
R-80 Zoning District; and.
WHEREAS, that on March 10, 2020 the Southold Town Planning Board granted
Conditional Preliminary Plat Approval upon the map entitled "Subdivision Henry
Mazzoni at Orient", dated September 25, 2019, and the "Preliminary Road and
Drainage Plan" dated September 25, 2019 prepared by Howard Young, Licensed Land
Surveyor; and
WHEREAS, on March 12, 2020 the Town of Southold declared a state of emergency
due to the COVID-19 Pandemic; and
WHEREAS, Conditional Preliminary Plat Approval expired on March 8, 2021 and the
decision was being litigated; and
WHEREAS, on July 13, 2021 the Planning Board extended the Conditional Preliminary
Plat Approval to October 4, 2021; and

WHEREAS on September 24, 2021 the applicant submitted an email requesting that
Conditional Preliminary Plat Approval be extended from October 4, 2021 to April 11,
2022; therefore be it
RESOLVED, that Conditional Preliminary Plat Approval is hereby mutually extended
from October 4, 2021 to April 11, 2022.

CONDITIONAL FINAL PLAT DETERMINATION:
Chairman Wilcenski: Lebkuecher Standard Subdivision —This proposal is for a
Standard Subdivision of a 35.79-acre parcel into two lots, where Lot 1 is 3.66 acres with
an existing residential structure and Lot 2 is 32.13 acres with greenhouses in active
farm use, in the R-80 & HB Zoning Districts, located at 935 Franklinville Rd, Laurel. The
access to the existing home is located at 3475 Aldrich Lane, Laurel. SCTM#1000-125.-

WHEREAS, this proposal is for a Standard Subdivision of a 35.79-acre parcel into two
lots, where Lot 1 is 3.66 acres with an existing residential structure and Lot 2 is 32.13
acres with greenhouses in active farm use, in the R-80 and HB Zoning Districts. Lot 1
has an existing house with driveway access via an easement over the adjacent parcel,
SCTM#1000-125.-2-1.14, created in 2003; and
WHEREAS, on June 7, 2021, the Planning Board granted Conditional Preliminary Plat
Approval for this application; and
WHEREAS, on September 16, 2021, the applicant's agent submitted the Final Plat
application; and
WHEREAS, on October 4, 2021, the Planning Board found the Final Plat application
complete, and deemed the Final Plat application to be in substantial agreement with the
approved Preliminary Plat; be it therefore

Plat Approval upon the map prepared by Young &Young, entitled "Subdivision,

and 2, with the following conditions:

ft. and Lot 2 equals 54,134 sq. ft. in the R-40 Zoning District. This parcel is located at
6510 Horton Lane (+/- 100' southeast of the intersection of Jennings Road and Hortons
Lane), Southold. SCTM#1000- 54.-3-14.8

WHEREAS, this proposal is for the standard subdivision of a 2.43-acre vacant lot into
two lots, where Lot 1 equals 54,134 sq. ft. and Lot 2 equals 54,134 sq. ft. in the R-40
Zoning District; and
WHEREAS, on April 5, 2021, the Planning Board granted Conditional Final Plat
Approval; and
WHEREAS, on the Conditional Final Plat Approval expires on October 5, 2021; and
WHEREAS, the applicant's agent has submitted a request for an extension to allow for
more time to obtain approval from the Suffolk County Department of Health Services;
therefore be it
RESOLVED, that the Southold Town Planning Board hereby extends the Conditional
Final Plat Approval upon the map entitled, "Liebert Standard Subdivision Final Plat"
prepared by John Metzger, Land Surveyor, dated September 2, 1993, last revised May
26, 2020, from October 5, 2021 to April 5, 2022 with the entire list of conditions
contained in the April 5, 2021 Conditional Final Plat Approval resolution.

Chairman Wilcenski: Harold R. Reeve & Sons, Inc. —This proposal is for a Standard
Subdivision of a 5.1 acre split-zoned parcel into 4 lots where Lots 1-3 equal 1 acre each
in the R-40 Zoning District and Lot 4 equals 1.9 acres located in the LB Zoning District.
The property is located at 1605 Wickham Avenue, on the n/s/o County Road 48,
approximately 190' w/o Wickham Avenue, in Mattituck. SCTM#1000-140-1-6

WHEREAS, on August 5, 2019 the Southold Town Planning Board granted Conditional
Preliminary Plat Approval upon the map prepared by Howard W. Young, Land Surveyor,
entitled "Subdivision Map of Harold R. Reeve and Sons, Inc.", dated January 8, 2015
and last revised May 24, 2019 and approval on the Preliminary Road and Drainage
Plans last revised May 24, 2019; and
WHEREAS, on February 10, 2020, a Final Plat Public Hearing was held and closed;
and
WHEREAS, the Southold Planning Board, pursuant to the Southold Town Code, has 62
days to render a Final Plat Determination after the Final Plat Public Hearing is closed
unless a mutual agreement is reached; and
WHEREAS, due to the COVID-19 Pandemic and Town of Southold State of Emergency
in response to the pandemic, the 62-day timeframe expired on April 12, 2020, and
WHEREAS, Southold Planning Board and the applicant have mutually agreed to extend
the timeframe to render a Final Plat determination from October 5, 2021 to June 6,
2022.; therefore be it

is for the proposed construction of a 4,800 sq. ft. storage building on 0.6 acres in the
General Business "B" Zoning District. The property is located at 41625 Main Road,
Peconic. SCTM#1000-75-5-12

WHEREAS, this site plan is for the proposed construction of a 4,800 sq. ft. storage

WHEREAS, this site plan is for the proposed conversion an existing 1;303 sq. ft.
building to a water testing and filtration business; including the construction of a 988 sq.

WHEREAS, the Southold Town Planning Board, pursuant to State Environmental
Quality Review Act (SEQRA) 6 NYCRR, Part 617.5 (c), determined that the proposed
action is a Type II Action as it falls within the following description for 6 NYCRR, Part
