April 5, 2021 Public Hearings 3
1 INDIAN NECK FARM AMENDED
2 CHAIRMAN WILCENSKI: The first
3 Public Hearing we have is Indian Neck Farm
4 Amended. This amended agricultural site
5 plan application is for the proposed
6 construction of a curb-cut for access to
7 Skunk Lane and the closure of an existing
8 curb-cut on Indian Neck Lane, for an
9 existing farm comprising of four parcels
10 totaling 132 acres with over 20,000 square
11 feet of existing buildings in the AC Zoning
12 District. The property is located at 3595
r 13 Skunk Lane and 4170 Indian Neck Lane in
14 Peconic. SCTM# 1000-97-9-12 & 10.4 and
15 SCTM# 1000-98-1-2.1 & 27.1.
16 I just want to open this Public
17 Hearing and state that we did get a few
18 letters from neighbors with concerns with
19 traffic. And if Martin Finnegan is
20 available, we could bring him in, the
21 applicant's agent, to give a short
22 presentation to open the Public Hearing.
23 MR. FINNEGAN: Good evening,
24 everybody. Thanks Donald. So yes, my
25 presentation is brief. As you know, we had
April 5, 2021 Public Hearings 4
1 actually requested a waiver of this hearing
2 in light of the fact that this is quite
3 simply a curb-cut for a driveway to connect
4 an existing farm road in an existing farm
5 operation. There is really not a whole lot
6 to it. This is, as you know, Indian Neck
7 Farm has been around for a long time. It' s
8 been designated as an organic farm. And in
9 conjunction with its ongoing operations,
10 this access is necessary. So we have seen
11 some of the comments, and do not agree that
12 there would be any impact on traffic on
13 Skunk Lane. The issues on Skunk Lane are
14 totally unrelated to this farm operation.
15 It is quite simply going to be a limited
16 occasional access by this driveway to the
17 farm to connect -- as I said to the
18 existing farm road that is on this parcel
19 #12. So that is really it. There is not a
20 whole lot to talk about here. It's a farm
21 road. It's a driveway to a farm. I don't
22 know what we really need to site plan.
23 CHAIRMAN WILCENSKI: Thank you,
24 Martin, for your comments. Jess, do we
25 have anybody who is looking to make
April 5, 2021 Public Hearings 5
1 comments on this Public Hearing?
2 MS. MICHAELIS: If you would like
3 to speak, you can "raise your hand" or if
4 you're on the phone, *9. So I am just
5 going to move Martin back out. I have
6 someone raising their hand. Barbara Far.
7 I am going to allow you to speak. Just
8 please state your name for the record and
9 then present your comments to the Board.
10 Thank you.
11 MS. FAR: Hi. My name is Barbara
12 Far. Do I have my -- is my video on the
( 13 screen?
1
14 MS. MICHAELIS: No, it's not.
15 MS. FAR: Okay.. I did submit
16 comments. With all do respect, I don't
17 agree with Mr. Finnegan in his analysis of
18 the situation. This -- where the -- No. 1,
19 the proposal from my understanding is to
20 make a cut on Skunk Lane and get rid of a
21 cut on Indian Neck Road. So we're not
22 talking about adding an access that would
23 supplement the existing access. It sounds
24 to me like this would be the only access to
25 the farm for the farm workers. And that's
April 5, 2021 Public Hearings 6
1 a whole lot different than just adding
2 access. Okay. Secondly, in my letter I
3 raised several concerns relating to
4 traffic. In addition to traffic, an impact
5 on the peace and quiet of the neighborhood,
6 property values of the immediate neighbors
7 on either side and across the street from
8 this proposed roadway. And also impact on
9 the wildlife, because this corridor right
10 here is now -- in light of the installation
11 of the deer fencing around the perimeter of
12 Indian Neck Farm, it forces all of the
13 wildlife to come through the corridor of
14 the yards that are in between the farm and
15 the eastern side of Skunk Lane. And in
16 addition to that, it' s going to create an
17 interruption of the traffic flow because
18 cars are going to be pulling in and out of
19 that access. It's on a curve. It's
20 already limited visibility. Already is
21 difficult for people who are hiking through
22 -- walking and jogging and the berm on the
23 road is very skinny. Cars are going too
24 fast. For whatever reason, the speed limit
25 hasn't been enforced. And it's going to
April 5, 2021 Public Hearings 7
1 create a visual and noise issue for the
- 2 adjacent property owners on either side of
3 what is presently a wooden thicket. Plus
4 for me personally, I am the property who is
5 immediately north of the proposed access
6 road. It's going to impact me the road in
7 front,, the driveway on the side of my
8 property and then behind me because it will
9 create the traffic -- it's about a mile
10 away to get to all the farm buildings. And
11 so I am going to be hearing the vehicles --
12 higher way -- in line of site and audio, to
13 what had previously been a very -- it
f
14 interrupts the character of the
15 neighborhood as a quiet community. So I
16 you know, am raising these concerns and I
17 am asking you to consider them. And
18 lastly, I would -- I have some questions
19 about why this particular option on
20 installing the road here whether that is
21 the only option that is available. In
22 looking at the maps that I was sent in the
23 mail, specifically this one is numbered
24 098, it appears to me that there's --
25 Indian Neck Farm has property that is
 1
April 5, 2021 Public Hearings 8
1 adjacent to Leslie's Road. And it looks
2 like a nice -- a pretty big parcel that
3 abuts Leslie Road. Kind of like right into
4 the middle of the farm. And .now I would
5 like to ask the owner to consider that as a
6 possible alternative which would avoid, I
7 think, a number of the issues that I am
8 raising and that I know are of concern to
9 some of my neighbors as well. That Leslie
10 Road is a straight away road. You know,
11 the traffic flow in this particular area is
12 that people coming from west, will come
13 down Eugene' s Lane. And coming from the
14 east, come down Indian Neck. And then they
15 kind of -- if they are presently going all
16 the way down to Indian Neck to get into the
17 farm, that traffic flow if it was made to
18 come to Skunk Lane, all the traffic is
19 going to come now down below, Leslie to in
20 front of the houses in between Leslie and
21 the curb-cut. (Audio went silent) .
22 Convenient access to the farm buildings
23 because the farm buildings are all the way
24 down on the Indian Neck Side of the
25 property. They are not on the Skunk 'Lane
April 5, 2021 Public Hearings 9
1 side of the property. I think it would be
2 convenient -- more convenient actually for
3 the workers. And I would -- I would like
4 to propose that as an alternative to the
5 cut coming out on Skunk Lane.
6 CHAIRMAN WILCENSKI: Thank you for
7 your comments. I just want to go over
8 briefly -- I should have gone over earlier,
9 that this Public Hearing is for comments to
10 the Planning Board; however, at the end of
11 listening to the public's input, we will
12 ask the applicant's agent, in this case,,
13 Mark Finnegan, if he wishes to address any
14 of the questions or concerns, but he is not
15 -- he is not liable to do that. This is
16 more for generating (Audio went silent) .
17 Do we have someone else? I can't see on my
18 screen --
19 MS. MICHAELIS: I don't have
20 anyone at the moment. If anybody would
21 like to address the Board, they have a
22 "Raise Hand" toggle down at the bottom of
23 the screen or if you are on the phone, you
24 can click *9.
25 CHAIRMAN WILCENSKI: Okay.
April 5, 2021 Public Hearings 10
1 Anybody out there like to address the Board
2 on Indian Neck Farm Amended? We will gine
3 you another minute or so to "raise your
4 hand" or send a signal out to us. Let us
5 know you're out there and wish to speak. *9
6 on the phone and "raise your hand" on the
7 chat icon at the bottom. Okay. We got
8 two. Jess, you can bring in Danielle
9 Medaglia? I am sorry if I am butchering
10 your name. You are up next. Please state
11 your name for the record?
12 MR. MEDAGLIA: Hi. This is Robert
13 and Danielle Medaglia. We are owners at
14 195 Skunk Lane. We had a question
15 regarding the curb-cut that is going to be
16 closed on Indian Neck. Why is that being
17 closed and the curb needed to be cut on
18 Skunk Lane? Mr. Finnegan had mentioned
19 that access was necessary on Skunk Lane,
20 but we didn't hear why it's necessary to
21 close the Indian Neck Lane curb --
22 curb-cut. Is Mr. Finnegan able to explain?
23 CHAIRMAN WILCENSKI: Like I just
24 mentioned, I will let Mr. Finnegan at the
25 end of all the comments to explain. I am
April 5, 2021 Public Hearings 11
1 sure he's taking notes. He's not -- you
' 2 know, he is not demanded to answer
3 questions. This is the information that
4 the Planning Board is generating, but at
5 the end, I will offer him the opportunity
6 to answer any questions that are raised
7 tonight. But we will be working through --
8 any questions that we get from you or the
9 applicant or the applicant's agent does not
10 wish to speak or answer them tonight, we
11 will be in fact asking those questions of
12 them through their application process.
13 MR. MEDAGLIA: I understand, sir.
14 We were also curious and I know that he
15 can't answer just yet, but if there were
16 any complaints from residents on Indian
17Deck that were complaining about the
18 existing curb-cut or driveway that they're
19 accessing at the moment? You know, did
20 something precipitate closing that from the
21 community? That is not something that I am
22 aware of. But I do agree with the previous
23 resident on Skunk Lane with a lot of her
24 points. My wife and I walk Skunk Lane to
25 the Bay daily. And it is quite fast to
April 5, 2021 Public Hearings 12
1 begin with. That particular area where the
2 curb-cut is proposed, is -- it is a little
3 high and slightly around a curb. And I
4 would be concerned walking there if farm
5 vehicles or commercial vehicles are pulling
6 in and out of some type of a driveway.
7 Residents tend to pull out of their
8 driveways cautiously. You know, I am not
9 so sure if how farm vehicles do, would pull
10 out or not. But other than that, that was
11 all that I had, sir.
12 CHAIRMAN WILCENSKI: Okay. Well,
13 thank you for your questions. And again,
14 we will -- all questions and concerns that
15 are raised tonight will be addressed by the
16 Planning Board.
17 MR. MEDAGLIA: Thank you.
18 CHAIRMAN WILCENSKI: Thank you.
19 We have Sarah Catrell Lazar? I am sorry if
20 I butchered your name. Jess, let her in.
21 MS. CATRELL-LAZAR: Hi. I am Jane
22 Catrell's daughter at 775 Skunk Lane. We
23 are the old farmhouse for Indian Neck. So
24 we are the house that has the two aprons
25 going down to Skunk Lane around us. And I
April 5, 2021 Public Hearings 13
1 just want to thank the two other people who
2 spoke. They really brought up most of the
3 things that -- all of the things that my
4 family is concerned with. And changing are
5 life experience in our backyard in total
6 honesty. And that's a personal thing, I
7 know. Along the lines of that, if this
8 were to go through which, I hope that you
9 consider it doesn't, we would ask that a
10 condition is placed actually more
11 vegetation and an actual visual barrier
12 needs to be put in place. These two -- I
13 call them apron things going down to Skunk
14 Lane around us have already been cleared.
15 quite a bit. And it has already changed
16 the community. And we can now see Barbara
17 Far's house, where we used to not be able
18 to see her house. So I would request a
19 condition, if this goes through, replanting
20 more visual plants. So the natural barrier
21 is increased again. And yeah, I agree with
22 the question that Mr. Medaglia had about
23 why is this necessary? What is wrong with
24 the working to the farm? I guess we are
25 not privy to that. So anyway, thank you
April 5, 2021 Public Hearings 14
1 everybody for everything you said.
2 Barbara, you were very thorough.
3 CHAIRMAN WILCENSKI: Thank you,
4 Sarah. I just want to make a quick comment
5 that the original plan was for two accesses
6 to Skunk Lane. And the latest plan that we
7 received, one was eliminated. So they're
8 showing just one curb-cut to Skunk Lane
9 just to be clear. Would anybody else like
10 to address the Board? *9 if you are on the
11 phone and "raise your hand" and we will
12 bring you into the hearing.
13 MS. MICHAELIS: I am going to
14 bring Martin in. I don't see anyone.
15 CHAIRMAN WILCENSKI: Give it
16 another 15 seconds or so. Does anybody want
17 to address the Board? You are addressing
18 the application on Indian Neck Farm
19 Amended.
20 (No Response) .
21 CHAIRMAN WILCENSKI: Okay. Seeing
22 none, if Martin would like to answer some
23 of the questions, we can bring him in. He
24 doesn't have to, but Martin, if you would
25 like to speak, you can "raise your hand"
April 5, 2021 Public Hearings 15
1 and we will bring you back in.
2 MR. FINNEGAN: I am here, Donald.
3 I am really not going to go point by point
4 because I honestly just want to reiterate,
5 again, this is a farm. An existing farm
6 operation. The farmer has determined that
7 this farm access connecting to an existing
8 road within the farm is necessary. And you
9 know, comments as to property values and
10 traffic, I think -- I honestly don't think
11 are relevant. This is an operation that
12 has been in existence. And you know, I
13 really feel that we should not be getting
14 in speculative issues that are not relevant
15 here. we are amending the application to
16 limit the access to this one side of the
17 property. Quite honestly, we could put a
18 house here and put a driveway and I believe
19 there would be more traffic trips in and
20 out of a residential driveway than there
21 would be out of, this proposed access. It ' s
22 a farm that would be limited times of the
23 year when this access is used. And it's
24 necessary for the farm operation. And that
25 is the point that I want to make right now.
April 5, 2021 Public Hearings 16
1 CHAIRMAN WILCENSKI: Okay.
1
2 Martin, thank you. If no one else has any
3 further comments to make to the Planning
4 Board, we will give it another 10 or 15
5 seconds, if no one else "raise's their
6 hand" or dials in, we will close the
7 hearing. Okay. Seeing none and hearing
8 none. If no other persons wanting to
9 address the Board, can I get a motion to
10 close the hearing? Motion to close the
11 hearing? Anyone on the Board?
12 MEMBER SIDOR: I make a motion
13 to --
14 MEMBER RICH: Second.
15 CHAIRMAN WILCENSKI: Marty made
16 the motion. Seconded by Jim.
17 Any discussion?

April 5, 2021 Public Hearings 17
2 Travelers Street Affordable Housing
3 CHAIRMAN WILCENSKI: The second
4 Public Hearing that we have is for the
5 Travelers Street Affordable Housing. This
6 site plan application is for the proposed
7 interior conversion of an existing
8 two-story 1,979 square foot dwelling on New
9 York State Route 25 to include two (2)
10 apartments at 850 square feet each; the
11 construction of three (3) , 3,640 square
12 feet. Two—story buildings, each with four
13 (4 ) 813 square feet apartments and
14 unfinished basement, and twenty-eight (28)
15 parking stalls on 1.12 acres in the
16 Affordable Housing District. The property
17 is located at 53315 New York State
18 Route 25, in Southold. SCTM#
19 1000-61-1-9.1. Before we open up to the
20 public, is Mr. Scalese? Who else is the
21 applicant's agent? I am sorry I didn't get
22 that earlier?
23 MS. MICHAELIS: Todd Feuerstein.
24 CHAIRMAN WILCENSKI: Todd
25 Feuerstein or Charles --
April 5, 2021 Public Hearings 18
1 MS. MICHAELIS: Charles is not --
2 CHAIRMAN WILCENSKI: I see Todd.
3 Go ahead, Todd. If you want to give a
4 quick comment. Open up the floor to you
5 first?
6 ' MR. FEUERSTEIN: Sure. As you
7 said, it' s a 1.2 acre site between Town
8 Hall and the post office on Traveler's
9 Street in Southold. The plan is to build
10 14 Affordable Housing Units. 12 of the
11 units will be in three new buildings in the
12 back of the property, facing Traveler's
13 Street. The existing house on the main
14 road will be converted to two units. There
15 is dual access to the site. From the new
16 buildings, it will be off Travelers Street.
17 The existing site will have the driveway on
18 the main road. Each unit is approximately
19 800 square feet. All to the (inaudible)
20 Affordable Housing District. And I am
21 happy to answer any questions or address
22 any concerns.
23 CHAIRMAN WILCENSKI: Thank you,
24 Todd. What I would like to do is open the
25 floor up for anybody who would like to
April 5, 2021 Public Hearings 19
1 speak. At the end, Todd, if you would like
r
- 2 to rebut any of the questions or concerns
3 of the public, I will give you a chance to
4 do that at the end. So if anybody would
5 like to address the Affordable Housing
6 Project on Travelers Street, you can either
7 "raise your hand" with the icon, if you are
8 online. If you are on the phone, it's *9.
9 Anybody?
10 (No Response) .
11 CHAIRMAN WILCENSKI: You got 21
12 attendees, does anybody want to make any
13 comments? If you do, please address your
14 comments to the Planning Board.
15 MS. MICHAELIS: I have someone.
16 Joseph McCarthy.
17 CHAIRMAN WILCENSKI: Okay. Joe?
18 MR. MCCARTHY: Hi. Good evening.
19 I am a member and commissioner of the
20 Southold Town Historic District Commission.
21 And I calling basically or inquiring
22 basically as a resident and not as a
23 commissioner. Are there exterior plans to
24 the building submitted?
25 CHAIRMAN WILCENSKI: Yes. We do
April 5, 2021 Public Hearings 20
1 have exterior plans and elevations of two,
1.
2 if not all four sides.
3 MR. MCCARTHY: We will followup
4 with you. Great. That is my only
5 question.
6 CHAIRMAN WILCENSKI: Okay. Thank
7 you. Would anybody else like to address
8 the Planning Board on the Travelers Street
9 Affordable Housing project?
10 (No Response) .
11 CHAIRMAN WILCENSKI: Anyone? Does
12 any Planning Board member have any
13 comments? We will give it another 15-20
14 seconds and if we don't have anybody "raise
15 their hand" or call-in, we will look to
16 close the hearing.
17 MS. MICHAELIS: Mr. McCarthy
18 again.
19 CHAIRMAN WILCENSKI: Joe, go
20 ahead.
21 MR. MCCARTHY: Iii. Again, as a
22 former member of the Affordable Housing
23 Committee, I just wanted to state that I am
24 very much in favor of this project. I just
25 want to make sure that it's done the right
April 5, 2021 Public Hearings 21
1 way and so far, it looks like it's pretty
r 1
2 good. Obviously it's in the Historic
3 District and we would like to make it as
4 appropriate as possible because of that.
5 So we look forward to working with you.
6 CHAIRMAN WILCENSRI: Yes. All the
7 referrals that go out will include the
8 relevant agencies, and I am sure the
9 Historic District will be one of them.
10 Mary, you had something?
11 MEMBER EISENSTEIN: Yes. That is
12 all I was thinking about, was how Southold
r 13 Hamlet especially, you know, has that
1
14 historical feel with all the buildings.
15 And that especially this one and how close
16 it is to other places there that look very
17 -- I guess for the sake of a better
18 description, New Englandy. And so, the
19 Agricultural Review would be important;
20 wouldn't they? In terms of what the
21 facades are going to look like for this
22 project and some of the others?
23 CHAIRMAN WILCENSRI: Yes. You
24 said agricultural but I am sure you
25 meant --
April 5, 2021 Public Hearings 22
1 MEMBER EISENSTEIN: Architectural.
2 CHAIRMAN WILCENSKI:
3 Architectural. Yeah. We got that. Okay.
4 Anybody else? Last shot for comments?
5 Does anybody else from the Town Planning
6 Board like to make any comments on the
7 record?
8 (No Response) .
9 CHAIRMAN WILCENSKI: Alright,
10 seeing and hearing no one, can I het a
11 motion to close the hearing?
12 MEMBER RAFFERTY: So moved.
13 CHAIRMAN WILCENSKI: Motion made
14 by Pierce.
15 MEMBER RICH: Second.
16 CHAIRMAN WILCENSKI: Seconded by
17 Jim.
18 Any discussion?
19 (No Response) .
20 CHAIRMAN WILCENSKI: All in favor?
21 MEMBER EISENSTEIN: Aye.
22 MEMBER RAFFERTY: Aye.
23 MEMBER RICH: Aye.
24 MEMBER SIDOR: Aye.
25 CHAIRMAN WILCENSKI: Aye.
April 5, 2021 Public Hearings 23
1 Motion carries.

3 LEBKUECHER STANDARD SUBDIVISION
4 CHAIRMAN WILCENSRI: The last
5 Public Hearing that we have is for the
6 Lebkuecher Standard Subdivision. I just
7 want to preference, the reading of the
8 directive, ask that the meeting of this
9 Public Hearing be left open because I
10 believe the proper notification of the
11 Return Receipts were not totally received
12 back. So we will open the Public Hearing
13 after I read the description, and then at
i
14 the end, we will ask to leave the hearing
15 open until next month. So Lebkuecher
16 Standard Subdivision. This proposal is for
17 a Standard Subdivision of a 35.79 acre
18 parcel into two lots, where Lot 1 is 3.66
19 acres with an existing residential
20 structure, and Lot 2, which is 32.13 acres
21 with greenhouses in active farm use. All
22 in the R-80 & HB Zoning Districts, located
23 at 935 Franklinville Road in Laurel. The
24 access to the existing home is located at
25 3475 Aldrich Lane in Laurel.
April 5, 2021 Public Hearings 24
1 SCTM#1000-125.-2-2.2.
- 2 I believe Pat Moore is the
3 applicants agent. Pat, are you available?
4 MS. MOORE: I am. Thank you very
5 much. Yes. This is actually an existing
6 condition. It's an existing house. Joe
7 and Kathy Lebkuecher built this house on
8 the farm and circumstances require that the
9 house be split off from the farm. The
10 proposal is for that. The splitting off of
11 the 3.6554 acres from the larger farm
12 parcel. And the driveway is remaining as
r _- 13 it had been constructed through the
14 existing lot on Aldrich Lane. So we are
15 formalizing the subdivision of an existing
16 condition.
17 CHAIRMAN WILCENSKI: Thank you.
18 With that, I will open the floor up to
19 anyone who would like to address the Board
20 on the Lebkuecher Standard Subdivision on
21 Aldrich Lane and Franklinville Road. Yes,
22 Mitch Markowski. Jess, you can bring him
23 in.
24 MS. MICHAELIS: Please just state
25 your name for the record and address your
April 5, 2021 Public Hearings 25
t
1 comments to the Planning Board.
2 MR. MARKOWSKI: Mitch Markowski
3 on Aldrich Lane.
4 CHAIRMAN WILCENSKI: Yes, sir. So
5 the floor is yours.
6 MR. MARKOWSKI: So you already
7 addressed one concern. We literally got a
8 notice today that there was going to be
9 this meeting. Obviously, we only had a
10 couple of hours to look at it, but you did
11 address that already. The other thing is,
12 if that person could just give us a little
1
13 bit better of an idea. I understand the
14 house. I understand about the greenhouses,
15 but it sounded like -- and again, I have
16 not had much time to look at this (audio
17 went silent. )
18 CHAIRMAN WILCENSKI: Any other
19 questions? Is that fair?
20 MR. MARKOWSKI: It's fair.
21 CHAIRMAN WILCENSKI: Okay. Would
22 anyone else like to address the Board?
23 Again, I would just reiterate this hearing
24 will be held open until next month because
25 as Mr. Markowski said, he received the
April 5, 2021 Public Hearings 26
1 green card certified notice today. So we
-` 2 have another month for questioning but if
3 anybody would like to address the Board,
4 please do so now? And I will give Pat a
5 chance to answer any questions if she
6 choses to, but she does not have to. This
7 is more for the information gathering for
8 the Planning Board.
9 MS. MICHAELIS: We have Debbie
10 Buchetti. I am going to allow her to
11 speak.
12 CHAIRMAN WILCENSKI: Debbie?
13 MS. MICHAELIS: Please state your
14 name for the Planning Board.
15 MS. BUCHETTI: My name is Deborah
16 Buchetti and my property abuts up to his,
17 2745 Aldrich Lane. I want to know if this
18 subdivide goes through, what is he going to
19 do with the lot that is right next to me
20 that is empty right now? The house is not
21 on this second piece at all. It's all the
22 way up on the top. That's an entire empty
23 field there and he has already tried to do
24 things with it. Wanted to put a spec house
25 in it. I want to know what is going to
April 5, 2021 Public Hearings 27
1 happen to that. That pertains to my
r
2 property. You are taking the value away
3 from my house.
4 CHAIRMAN WILCENSKI: Okay.
5 Understood. Do you have any other comments
6 to make at this point?
7 MS. BUCHETTI: No.
8 CHAIRMAN WILCENSKI: Okay. Thank
9 you. We will make sure Pat will address
10 that, if not, we will obviously as a
11 Planning Board address your concerns.
12 MS. BUCHETTI: Thank you.
13 CHAIRMAN WILCENSKI: Thank you.
14 Anyone else like to address the Board?
15 MS. MICHAELIS: I have someone
16 else raising their hand, but they are just
17 numbers, 7-8-3-5-0-6.
18 CHAIRMAN WILCENSKI: Are they
19 permitted to speak?
20 MS. MICHAELIS: Unfortunately,
21 it's telling me that they are using an
22 older version of Zoom. I can make them a
23 panelist, I think. 7-8-3-5-0-6, if you are
24 there, please state your name?
25 CHAIRMAN WILCENSKI: Jess, is that
f
April 5, 2021 Public Hearings 28
1 on a Zoom line or --
2 MS. MICHAELIS: I think it's Zoom.
3 Usually when it's a phone line, it will
4 have the full phone number including the
5 ara code.
6 MS. WOODS: Hi. Can you hear me?
7 CHAIRMAN WILCENSKI: Yes, we got
8 you. Can you please state your name and
9 address your comments to the Board?
10 MS. WOODS: Yes. My name is
11 Cheryl Woods. And I live at 2195 Aldrich
12 Lane. And I have all the same concerns as
i 13 my other two neighbors. My property is
14 right next to Lebkuecher's property. Right
15 next to the road. I would like to know
16 what's going to happen with the property in
17 the back? Is he planning on putting
18 greenhouses or anything like that? How is
19 the road going to be used because that is
20 right next to my property. That goes down
21 to the house. So I do have many questions
22 about that and would, you know, welcome a
23 response.
24 CHAIRMAN WILCENSKI: Alright. We
25 will see if Pat wants to respond,
April 5, 2021 Public Hearings 29
1 otherwise, this is being recorded and the
2 Planning Board and staff will generate
3 answers. And just for everyone again, this
4 Public Hearing will be left open until next
5 month because of the incomplete
6 notification of the neighbors. Anybody
7 else, Jess?
8 MS. MICHAELIS: I don't see anyone
9 at the time.
10 CHAIRMAN WILCENSKI: Pat, at this
11 point, you don't have to answer any
12 questions but if you would like to, feel
13 free to. If not, we will leave the hearing
14 open till next month?
15 MS. MOORE: No. I can answer.
16 It's pretty straightforward. I think the
17 same questions is being raised by Mitch,
18 Debbie and Cheryl. So let me clarify.
19 This is the subdivision of just this one
20 lot. This one house. The existing house.
21 It's being split from the farm. There is
22 no change or proposed subdivision of the
23 farm. It's only this particular lot. The
24 right-of-way, the driveway, which is
25 existing and has been since the day the
April 5, 2021 Public Hearings 30
1 house was built, is running through what is
2 Lot #1, the Richard J. Cron subdivision.
3 That is a subdivision that has been
4 approved by the Planning Board. It
5 consists of several lots. Lebkuecher
6 family owns Lot #1. And the driveway, it's
7 only a driveway for this house. It's not
8 giving access to any other property. It's
9 an easement for the house that is on for
10 what we're proposing as Lot -- the only lot
11 which is the 3.6 acre parcel. So as far as
12 the questions, it's not serving any other
r 13 lots. It's just over the Cron subdivision,
14 which is an approved subdivision by the
15 Planning Board. (Audio went silent. ) Which
16 is one of maybe -- I would say 8 lots. On
17 this map it shows 6, but I think there is a
18 couple of more. That is not changing Lot
19 #1. It will remain as it was in the
20 subdivision. And then finally -- yeah, I
21 think I pointed out, this is a right-of-way
22 for only this house. Not for any other
23 properties that Lebkuecher owns. The farm
24 lot. There is no easement or access going
25 from the farm to this house. It's a
April 5, 2021 Public Hearings 31
1 separate lot. I think I have answered the
r, 1
2 questions but I can certainly elaborate if
3 needed.
4 CHAIRMAN WILCENSKI: Thank you.
5 With Pat's response, does anybody have any
6 other questions since Pat is willing to
7 answer them? And again, I just want to
8 reiterate that this hearing will be open
9 for a month, until May 3rd, our next public
10 meeting. So with that, Jess, I don't know
11 if you have --
12 MS. MICHAELIS: Yes. Mitch
13 Markowski. Just state your name before you
14 speak. And Pat, if you go to answer it
15 afterwards, just state your name. Go
16 ahead, Mr. Markowski.
17 MR. MARKOWSKI: Yeah. Pat, you
18 clarified quite a bit especially on Lot #1,
19 the property in front. It's all going to
20 be all part of 3 point whatever acres. But
21 the Lot 2, 3, 4, 5, 6 could in the future
22 have houses on them?
23 CHAIRMAN WILCENSKI: Pat, if you
24 want to answer, you have to state your
25 name, okay?
April 5, 2021 Public Hearings 32
1 MS. MOORE: Sure. Patricia Moore
i
2 on behalf of Lebkuecher. Let me clarify
3 because I am not sure I followed what you
4 said. On the screen, you see Lot 1, Lot 2,
5 3, 4, 5, 6 and so on. Where it shows Lot
6 3, 4, that is subdivision of Richard Cron.
7 That is the subdivision that was approved
8 by the Town many years ago. Lot 1 remains
9 Lot 1. It is just like Lot 2, Lot 3, Lot
10 4. The only new lot is what we call Lot 1
11 of this subdivision is where the house is.
12 I see a little red circle going around.
13 That is the new parcel. That is the only
14 lot subdivision that we are proposing here.
15 That is the 3.6 acres consist of a parcel
16 that is 339.62 feet by 406 feet, more or
17 less. Almost a square but not quite. And
18 that is subdivision of that piece from the
19 larger 32 acres, the farm parcel to the
20 right, which you can see some of the
21 agricultural buildings that are in the
22 screen that you are looking at.
23 CHAIRMAN WILCENSKI: Right. Pat,
24 maybe it's a little clear, that Lot 2 is
25 part of the new subdivision, which is all
April 5, 2021 Public Hearings 33
- 1 agricultural land.
2 MS. MOORE: Correct. Thank you.
3 CHAIRMAN WILCENSKI: Anyone else?
4 Any comments, questions for the Board?
5 MS. MICHAELIS: Doesn't look like
6 it.
7 CHAIRMAN WILCENSKI: Again, I just
8 want to let everyone know in the audience
9 that we will be having another -- this
10 meeting will be held over until the March
11 -- I'm sorry, until May 3rd Public Hearing.
12 We will reopen it then. At this point, I
13 would like to ask the Board for a motion to
14 adjourn until May 3rd?
15 MEMBER RICH: I make a motion to
16 leave this hearing open to May 3rd and
17 adjourn tonight's meeting.
18 MEMBER EISENSTEIN: Second.
19 CHAIRMAN WILCENSKI: Motion made
20 by Jim. Seconded by Mary.
21 Any discussion?
22 (No Response) .
23 CHAIRMAN WILCENSKI: All in favor?
24 MEMBER EISENSTEIN: Aye.
25 MEMBER RAFFERTY: Aye.
