A meeting of the Southold Town Conservation Advisory Council was held Wed., February
9, 2022 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:32PM.
REPORTS
John Stein attended the Board of Trustees meeting held on January 19th. He reported that
the LWRP review were citing inconsistencies within the FEMA zones and noted that the
Trustees were paying close attention to non-disturbance areas and pier lines.
John Stein invited Joyce Novak from PEP to attend a CAC meeting in March or April
regarding living shorelines. He will confirm her attendance once he hears back.
Carol Brown attended an Offshore Wind Webinar on January 12th. There was a discussion
regarding fossil fuels being replaced with wind turbines. South Fork Winds has plans to

start construction in the near future and she questioned if the North Fork could be
included in receiving this form of energy. Carol also recently attended a Dark Skies
webinar to learn about the effects of light pollution and how to protect the sky.
Carol Brown reported that Valerie Virgona from PEP is working with civic associations to
promote education and training, which would also benefit the CAC. PEP is also looking at
local sites that are in need of restoration. One of the priority areas is Goose Creek.
COUNCILMAN BRIAN MEALY
Councilman Mealy commended the CAC members for all of their hard work and efforts
conducting inspections and submitting their recommendations to the Board of Trustees
each month. Given the duplication of efforts with the Trustees, Brian asked if the members
would be interested in taking on other projects, without stopping site visits. The members
agreed that they would be willing to have the conversation and discuss other projects.
Carol welcomed a conversation and the support of the Town Board to accomplish their
mission goals.
TRUSTEE LIZ GILLOOLY
John Stein asked Trustee Gillooly whether there's been consideration to re-evaluate code
enforcement for the Trustees. Liz confirmed that the Board of Trustees is looking into
better enforcement. She recently met with Elizabeth Hornstein, LI Sound Study and
discussed ideas for funding for green infrastructure. The LI Sound Study and the. PEP are
very similar groups. The mission of the LI Sound Study is to protect and improve the
health of the LI Sound and the mission of the PEP is to protect and restore the Peconic
Estuary and its watershed.

RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS

RESOLVED to SUPPORT the application of RITA LAVALLE for the installation of a 13'X.
36' swimming pool and 250 sf. of terracing. Mechanical equipment to be located on the
east side lawn and the pool drywell will be on the east side of the driveway.

TRUST to construct a two-story single-family dwelling with attached garage in place of
existing 1,686 1&2 2-story dwelling and 43 sf. and 134 sf. porches; remove existing 89 sf.
and 169 sf. 2nd floor decks and resurface existing 1,184 sf. deck to remain; construct 427
sf. deck addition to landward side of existing deck, with 6.3'X 14' stairway to grade and
14'X 20.5' pergola above; remove existing 294 sf. masonry patio, and construct 299 sf.
porch addition on landward side of reconstructed dwelling with 8'X 10' entry stair; remove
existing septic system and install new I/A sanitary system, utilizing approx. 77 cy. of

timber bluff stairway, including 4'X 9' entry platform with bench at top of bluff, 4'X 6'
landing with bench, 4'X 6' landing with seat, 4'X 6' landing with storage bin, 4'X 6' landing
at toe of bluff, and 4'X 7' steps to beach, maintaining existing 10'X 12.5' covered deck to
remain; and plant/replant with native vegetation all areas of existing vegetation
disturbed/lost during demolition/removal of existing stairway and construction of new
stairway, including areas devoid of vegetation in location of prior stairway and decks.

bedroom dwelling with covered decks and gravel driveway. Install gutters and leaders to

drywells. Install a proposed four (4) bedroom I/A OWTS system. Provide a 30' non-turf
buffer landward of the crest of bluff. Remove 19 trees of varying calipers.

over new piling foundation with attached 30 sf. wood stoop and steps for access;

PERMIT APPLICATIONS
Moved by John Stein, seconded by Caroline Burghardt, it was
RESOLVED to SUPPORT the application of CATHERINE CAHILL to Amend Wetland
Permit#9994 to "technically" demolish the existing dwelling and construct additions to the
northly corner of the existing dwelling, easterly, corner, southerly corner, and second floor;
construct a proposed portico to the landward face of the existing dwelling; remove and
reconstruct the existing seaward deck in-place; construct a second floor deck above the
existing seaward concrete platform; replace asphalt driveway with gravel; install an
IA/OMS septic system; and construct a porch along the landward side of the existing

dwelling; and to establish and perpetually maintain a 10' wide non-turf buffer landward of
the existing bulkhead thereon and landward of the tidal wetland boundary.

Conservation Advisory Council
