The timber retaining wall construction is presently 100% complete. During construction a decorative rock landscaping wall (129 linear feet) and stepping stone pavers (170 linear feet) on grade were added landward of the timber retaining wall at the east side of the property. The site had one of its two piers being removed. Originally the northern pier was being removed and the southern pier remaining. That has been switched with the northern remaining and southern being removed. This change has been submitted to the DEC and approved, but had not been amended with the BOT. We are including this change of piers, along with the required access steps, with this amendment. All, as built, are reflected on the site plan being submitted for amendment(Amendment#4 ), as well as,the latest survey from 27 Sept. 2023. The turf that was installed seaward of the timber retaining wall in error has been removed and replaced with mulch. We appreciate your attention and understanding. The building department is only waiting on BOT approval to iss a certificate. Located: 320 Sailors Needle Road, Mattituck. SCTM# 1000-144-5-29.3 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the Policy Standards and therefore is INCONSISTENT with the LWRP under Board of Trustee jurisdiction. 1. The applicant proposes increasing the grade by 0" to 18". How will the grade change affect adjacent properties and site drainage? There is still a concern about the proposed fill and site drainage. The fill will raise the grade and there is no indication in the file record that the adjacent properties would not be impacted. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. The first retaining wall will be 210 If. long and 46" high at the east side of the property, 30' from the wetlands. Staircase to the existing dock and a 41 sf. area for outdoor barbecuing. The second will be 58 If. long and 26" high at the south side of the dwelling. The raised grade tapers from 0'-18". The house was raised due to a higher than expected water table.
