RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2022-11. RESOLUTION 2022-12 RESOLUTION APPROVING BILL REGISTER AND AUTHORIZING PAYMENT OF CURRENT BILLS RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the Bill Register submitted by the Treasurer for the January 13, 2022 meeting and further authorizes payment of the current bills. RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve Resolution 2022-12. Executive Session **PLEASE PRACTICE SAFE SOCIAL DISTANCING** **WE FOLLOW CDC GUIDELINES AND FACE MASKS ARE REQUIRED TO ENTER THE COMMUNITY BUILDING FOR ALL PATRONS** MATTITUCK PARK DISTRICT BOARD OF COMMISSIONERS REGULAR MEETING MINUTES January 13, 2022 Attendance Charles Gueli, Chairman Nick Deegan, Commissioner Kevin Byrne, Commissioner Chris Shashkin, Clerk Jennifer Mannino, Secretary Denise Geis, Jim Underwood, and Dan Goodwin were present from the public. CALL TO ORDER Meeting called to order 6:30 PM PUBLIC COMMENT • Southold Town Highway Superintendent, Dan Goodwin discussed the plans for drainage repairs and asphalt repair around the various Mattituck Park District parks. • Bailie Beach -clean out the swale to help with drainage, this will be done in the next few weeks. In the spring,the Town will remove the sand that has blown onto the parking lot over the years to give more parking spaces and repair the guardrail • Wolf Pit- Mow down the vegetation in the swale and clean out the two drains to help alleviate the flooding. He would like to watch after a heavy rain to see where the problems are so they can address them accordingly. • Mattituck Yacht Club—the drain will be dug out and backfilled with sand and aggregate to help with drainage, In the future, he would like to raise the grade of the road • Veterans Park—when the road is repaved, Mr. Goodwin suggested to pave the side of the road up to the fence by the gates where cars pull off the road which will help to stop the asphalt from crumbling • Mr. Goodwin proposed a creation of an easement from MPD to the Town for use of the sump at the corner of Bay Avenue and Peconic Bay Blvd which would allow the Town to put two low profile catch basins and would eliminate the flooding in that area • The Commissioners will work with MPD attorney and the Town Attorney to move forward with this easement • Mr. Goodwins' plan is to repair all of the drainage issues before paving • Bay Ave—This project is on hold as the grant money for the sidewalks did not happen and NYS requires the sidewalks to be ADA compliant before paving of the roads • N Deegan asked if the poison ivy can be cleared on the fence at Inlet Drive in the summer. • N Deegan also mentioned if there are extra millings when paving the roads, MPD will take them to use them in the parking lot at Aldrich Lane APPROVAL OF MINUTES Motion by C Gueli, seconded by K Byrne, all in favor and motion carried unanimously to approve the Minutes from the December 9, 2021 submitted via email. Clerks Report- C Shashkin Clerks Report period covering December 1-31, 2021 (attached) • C Shashkin met with PSEG at Breakwater and they agreed to put light shields on the lights to lower the light pollution • PSEG will replace the bulbs at the boat house at Love Lane and Bailie Beach by special request. PSEG will charge$100/bulb. • C Shashkin would like to not renew the contract with Lighthouse Security for the Lodge, which ends on January 16, and install an Amazon Ring system (which has CO2 and smoke detectors) and remove the land line and install a cell phone at a significant savings to MPD • The Commissioners agreed, C Shashkin will move forward with this • C Shashkin will email the fire department regarding their deposit • K Byrne suggested allowing bounce houses at events • Jim Murphy from Roy Reeve Insurance agency will attend the next work session to go over MPD policies and what is covered. Public Comment • D Geis asked what happens if MPD can not pay their bills • K Byrne explained that he looked through the budget and for 2022, there is no issue but for 2023 and forward, MPD will have to re-evaluate the fee structures for parties, clubs, etc • C Gueli commended K Byrne for going through the budget and accounting system so thoroughly. • D Geis suggested to possibly sell some of the properties as there is no need for a boat ramp at Love Lane. • N Deegan suggested to apply for grants. • D Geis asked if MPD is advertising for a new Treasurer • The answer is not at this time as the Commissioners are re-evaluating the accounting systems and procedures which will be discussed at the special meeting on January 20, 2022. • D Geis would like more time for public discussion and would like more people to come to the meetings. • MPD would like to do a quarterly presentation for the park district residents to keep them informed; perhaps a mass mailing will help get more people involved Enter Executive Session 7:40 PM End Executive Session 8:22 PM and meeting adjourned MATTITUCK PARK DISTRICT SPECIAL MEETING AGENDA THURSDAY JANUARY 20, 2022 @ 6:30PM Charles Gueli, Chairman Kevin Byrne, Commissioner Chris Shashkin, Clerk Nick Deegan, Commissioner Stephen F Kiely, Legal Counsel Jennifer Mannino, Secretary 9. Any items not addressed will be tabled for a future meeting. **PLEASE PRACTICE SAFE SOCIAL DISTANCING** **WE FOLLOW CDC GUIDELINES AND FACE MASKS ARE REQUIRED TO ENTER THE COMMUNITY BUILDING FOR ALL.PATRONS** SPECIAL MEETING MINUTES Mattituck Park District Board of Commissioners Special Meeting Thursday January 20, 2022 6:30PM In Attendance: Charles Gueli, Chairman Nick Deegan, Commissioner Kevin Byrne, Commissioner Chris Shashkin, Administrative Assistant Stephen Kiely, Attorney Jennifer Mannino, Secretary Denise Geis, Lyle Girandola, Kate Girandola, George Lomaga and Jim Underwood were present from the public Meeting called to order at 6:32PM Staffing • Commissioners reviewed MPD staffing list to look for inefficiencies and possible ways to cut costs. • Maintenance and Security personnel are not used efficiently, restructuring the positions will be discussed at a future date • It was suggested that better use of cameras at Breakwater and Veteran's Park may limit the need for security personnel • Quick Books is being used in lieu of a Treasurer at an annual savings of $12,852.00. • C Shashkin will be appointed as Treasurer to input invoices and payments into the Quickbooks program • Veteran's Park office: a second phone line and second internet connection has been eliminated to lower the monthly Optimum bill • Another possible savings suggestion is to advertise for a beach manager at a lower salary for the 2022 season Site Improvements and Facilities • Some projects will be determined by grants that MPD can receive • Insurance policy for MPD will be discussed at a future date Income • The Commissioners and public discussed options/ideas for increasing revenue • The beach permit will increase to $15.00 per year and sold as a 2 year permit: ($30.00) • Day Pass will be $35.00 for non-residents and a seasonal non-resident pass will be $100.00 • The Lodge fee for non-resident Boy Scouts will be increased to $50.00 per person with a minimum requirement. (minimum to be determined) • Community room rental fee will be discussed at a future date • It was suggested to work with local caterers to possibly get more weddings for the Community room • Jodi Giglio, the,NY State Representative, offered to procure a grant for the Park District for possible use for new playground equipment at Breakwater • Kayak rentals at the beaches was suggested and will be discussed at a future date • Other suggestions were Family Picnic Day, Celebration Event for Veterans at Vet's Park, Christmas tree lighting event, revamp Bay Avenue with picnic tables and walking paths, Mini golf Grants • It was discussed to form a Grant committee to look for available grants, the committee: C Shashkin, N Deegan and a grant application writer (Mary Motto Kalich had expressed interest in volunteering for this as she has experience with grant applications) Additional Projects • Have one initial Town Hall meeting to keep the residents involved/informed with MPD happenings, if successful have them quarterly • Send out quarterly newsletter • Update and redecorate the Community room and improve the quality of the acoustics • Replace the gates at Veterans Park or improve security camera system Survey (attached) • The summer concert series had the highest votes (108 votes) with "create a fitness trail" 2nd (85 votes) • Most survey items are an expense to the Park, it was suggested to possibly apply for a grant to complete other projects that may generate future income for the Park District • Some suggestions were mini golf, ice rink, swimming pool, bocce ball tournaments, pickle ball courts, horseshoe tournaments Enter Executive Session 8:26PM End Executive session and Meeting adjourned 8:35PM
