The Southold Town Board of Trustees issued a Wetland Permit original dock in 2004.
En-Consultants on behalf of DOUGLAS R. & LESLIE HIRSCH requests a Wetland Permit to
remove and replace in-place existing 3'x82' fixed timber catwalk with a 4'x90' fixed timber catwalk,
including a 4'x8' seaward extension (catwalk to be reconstructed with open-grate decking and
elevated 4' above marsh grade); relocate existing 3'x23' aluminum ramp 8' seaward; remove
existing 6'x20' floating dock; install new, relocated 6'x20' floating dock situated in an "L"
configuration, secured by one (1) 8" diameter piling to remain and one (1) relocated 8" diameter
piling; install one (1) 10" diameter tie-off piling approximately 12' north of north end of proposed
floating dock (no further seaward than east/seaward edge of proposed floating dock); connect dock
to water and electricity; and install 70"x84" wood frame kayak rack adjacent to landward end of
existing dock, landward of tidal wetland boundary. Located: 5028 New Suffolk Avenue, Mattituck.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the
LWRP provided:
1. The applicant demonstrates that the dock standards pursuant to § 275-11. Construction
and operation standards have been met.
2. The proposed dock does not project further seaward than the existing pier line.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
1, All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local

The proposed project is designed to 1)replace an aging catwalk with a new,one foot wider catwalk,extended 8 feet farther seaward in order to relocate the entire float into more sufficient water
depth,and 2)change the orientation of the relocated float to an"L"configuration to allow for the dockage of two boats,as the Town Trustees permit for the existing dock(Wetlands Permit No
5932)prohibits dockage on the south side of the existing shore-perpendicular float The extended and reconfigured dock will extend no farther seaward than the existing dock and will thus
maintain the existing"pier line"and have no impact on navigation And to minimize any potential impacts of shading,the new catwalk will be constructed with open-grate decking and maintain a
minimum 4'elevation over wetlands The newly constructed dock will therefore remain consistent with the dock construction and operation standards set forth by§275-1 I(C)(2) And consistent
