Main Rd. &Youngs Ave.) G Telephone: 631 765-1938 Southold, NY 11971 NTY,��� LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: October 15, 2021 Re: LWRP Coastal Consistency Review for LAWRENCE KAPLAN & DENISE BLESI-KAPLAN SCTM# 1000-70-4-45.3 Patricia Moore on behalf of LAWRENCE KAPLAN & DENISE BLESI-KAPLAN requests a Wetland Permit for the existing 3,142sq.ft. one-story dwelling; construct a 21'x23'10" addition to existing dwelling with a 6'x15' wood deck; new stone walkway to replace existing walkway to stone patio terrace (1,294sq.ft.) on grade with a 16'x32' in-ground pool; new 444sq.ft. wood deck landward of patio; replace existing outdoor shower with new 34sq.ft. outdoor shower; and to install anew 113sq.ft. stone walkway to replace existing concrete walk to dock. Located: 2225 Calves Neck Road, Southold. SCTM# 1000-70-4-45.3 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the LWRP Policy 4 and therefore INCONSISTENT with the LWRP. 1. Most of the structure is located within the FEMA VE (velocity wave action) flood zone. Increasing structure within this area is unsupported due to probability of damage and loss over time due to storms; including hurricanes. 2. The pool would be entirely located within the FEMA VE flood zone. The installation of a I/A OWTS is recommended as CONSISTENT. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
