Twin Forks Permits on behalf of SCOTT ROSEN & LORI GOEDERS ROSEN requests a Wetland Permit to construct additions and alterations to the existing 3,742.1sq.ft. dwelling consisting of a landward side 27'x7' (184.5sq.ft.) addition; an approximate 25'x28' varying dimensions (302sq.ft.) addition onto the southwest corner of the dwelling; construct an approximately 14'x5' varying dimension (29.6sq.ft.) addition to the existing 747sq.ft. upper level deck that will have approximately 310sq.ft. of deck removed in order to accommodate the addition to dwelling; for the existing 267sq.ft. lower deck to remain; construct a 22'x22' second story addition; relocate existing bilco doors to accommodate new addition; remove existing septic system and install an UA septic system; install gutters to leaders to drywells to contain roof runoff; and to install a row of staked hay bales and/or erosion control silt fencing. SCTM# 1000-115-11-16 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP and therefore CONSISTENT with the LWRP based upon: 1. There is no proposal to construct structure further seaward of the existing structure. Note permits for the lower deck were not located. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. The proposed construction activities will occur within the 100 foot wetland jurisdiction but landward of existing structures. The nearest existing structure is located at 32.1 feet from the bulkhead which defines the wetland limit. The proposed addition will be located 45.3 feet from the bulkhead. The proposed I/A septic system will be located greater than 100 feet from the bulkhead. Applicant: Scott Rosen & Lori Goeders Rosen Situate: 850 Luptons Point Road, Mattituck SCTM No.: 1000-115-11-16 Project Description: The property contains an existing single family residence which is located along Deep Hollow Creek. The property contains a functional bulkhead and all proposed construction activities will be located on the landward side of the bulkhead and landward of existing structures. The project includes two proposed additions to the residence and a small deck addition. One proposed addition is located on the landward side of the residence at approximately 27' x 7' or 184.5 sq. ft. which will contain a new foyer, coat closet and laundry area. This proposed front addition is located 90+feet from the bulkhead. The second proposed addition is located on the southwest corner of the residence at approximately 25' x 28' varying dimensions or 302 sq. ft. Which will allow for the creation of a master bedroom suite and larger kitchen within the residence. The proposed southwest addition will be located 45.3' from the bulkhead. The small deck addition will "fill in" a space between the exiting deck and the proposed southwest addition. The proposed deck dimensions are approximately 14' x 5' varying dimensions or 29.6' and will be located approximately 35' from the bulkhead. The total proposed additions will have a net increase is 516.7 sq. ft. where the existing residence is 3742.1 sq. ft. and the proposed lot coverage will be 4258.8 sq.ft. This will require relief for lot coverage from the ZBA in the amount of 2.2% of lot coverage (425.4 sq. ft.), where the exiting lot coverage is 19.5%, the proposed lot coverage is 22.2% and the maximum allowed within the R-40 zone is 20%. The ZBA recently granted approval for the small coverage relief by their decision dated November 18, 2021. The project will include a reconfiguration and small addition to the existing second floor. The approximate dimensions for the existing second floor are 22' x 22' and the proposed approximate dimensions will be 22' x 22'. The existing bilco doors located 70' from the bulkhead will be relocated to accommodate the proposed southwest addition and be located approximately 75' from the bulkhead in the new location. The proposed project will also include the removal of the existing septic system which is located approximately 75' away from the bulkhead and the installation of a new I/A septic system located over 150' away from the bulkhead. The project will include the installation of gutters and leaders to the residence. The entire proposed construction area will be located behind a row of staked hay bale or erosion control silt fencing and located landward of the functional bulkhead and landward of existing structures on the property. The existing single family residence will maintain the use as a single family residence. The homeowners are recently retired and looking to reside in the residence full time.
