Martorana and subject to the Terms and Conditions as stated in the Resolution,the Southold Town Board of Trustees authorizes and permits the following: Wetland Permit to install a stone revetment at the base of the slope on the north side approximately 58' long along the base of the slope and 10.5'deep;the toe of the revetment will be located at elevation 6.5'±(NAVD88)and will consist of a 1.5'thick layer of W50=5001b.bedding stone(approximately 57±cubic yards)and two(2)layers of three (3)ton heavy armor stone(approx. 135±cubic yards)at a 2H to IV slope up to an elevation of approximately 1 1.0'± (NAVD88);the existing bedding stone will be underlain with geotextile filter fabric;the stone revetment will span over an area of approx.388sq.ft.;to further stabilize the existing slope it is proposed to rill in existing voids on the slope with clean selected fill,suitable on-site material that was excavated within the footprint of the stone revetment and material that was recovered at the toe of the slope;the existing voids caused by erosion are being filled to create a constant slope of 1.5H to IV maximum to reach the top of the eroded area at elevation 26.0'±(NAVD88);approx. 120 cubic yards of fill placed over a 545±sq.ft.area; revegetate area with native wetland vegetation as well as evenly spaced 16"diameter bio-fiber rolls to further stabilize the slope landward of the revetment;there will be no excavation or fill placed seaward of the proposed stone revetment,below A.P.H.W.(EL.2.24'±)or S.P.H.W.(EL. Ca MIT TERMS AND CONDITIONS The Permittee Vincent J.Martorana,residing at 700 Sound Drive, Greenport,New York as part of the consideration for the issuance of the Permit does understand and prescribe to the following: 1. That the said Board of Trustees and the Town of Southold are released from any and all damages, or claims for damages, of suits arising directly or indirectly as a result of any operation performed pursuant to this permit, and the said Permittee will, at his or her own expense, defend any and all such suits initiated by third parties, and the said Permittee assumes full liability with respect thereto,to the complete exclusion of the Board of Trustees of the Town of Southold. 2. That this Permit is valid for a period of 24 months,which is considered to be the estimated time required to complete the work involved,but should circumstances warrant, request for an extension may be made to the Board at a later date. 3. That this Permit should be retained indefinitely, or as long as the said Permittee wishes to maintain the structure or project involved,to provide evidence to anyone concerned that authorization was originally obtained. 4. That the work involved will be subject to the inspection and approval of the Board or its agents, and non-compliance with the provisions of the originating application may be cause for revocation of this Permit by resolution of the said Board. 5. That there will be no unreasonable interference with navigation as a result of the work herein authorized. t 6. That there shall be no interference with the right of the public to pass and repass along the beach between high and low water marks. 7. That if future operations of the Town of Southold require the removal and/or alterations in the location of the work herein authorized, or if, in the opinion of the Board of Trustees,the work shall cause unreasonable obstruction to free navigation,the said Permittee will be required, upon due notice,to remove or alter this work project herein stated without expenses to the Town of Southold. 8. The Permittee is required to provide evidence that a copy of this Trustee permit has been recorded with the Suffolk County Clerk's Office as a notice covenant and deed restriction to the deed of the subject parcel. Such evidence shall be provided within ninety (90)calendar days of issuance of this permit. 9. That the said Board will be notified by the Permittee of the completion of the work authorized. 10. That the Permittee will obtain all other permits and consents that may be required supplemental to this permit,which may be subject to revoke upon failure to obtain same. 11. No right to trespass or interfere with riparian rights. McLean Associates on behalf of VINCENT J. MARTORANA applied to the Southold Town Trustees for a permit under the provisions of Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, and Chapter 111 of the Southold Town Code, Coastal Erosion Hazard Areas, application dated January 3, 2022, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council and to the Local Waterfront Revitalization Program Coordinator for their findings and recommendations, and, WHEREAS, the LWRP Coordinator issued a recommendation that the application be found Consistent with the Local Waterfront Revitalization Program policy standards, and, WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on February 16, 2022, at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, 2 � h WHEREAS, the structure complies with the standards set forth in Chapter 275 and Chapter 111 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees have found the application to be Consistent with the Local Waterfront Revitalization Program, and, RESOLVED, that the Board of Trustees approve the application of VINCENT J. (EL. 2.24'±)or S.P H W (EL.3 24'±);to avoid heavy stormwater runoff/point discharge onto the slope and provide storage prior to the crest of the slope, construct a berm along the tree line in the backyard of the property using select fill planted with topsail and hydro-seed with the top of the berm to be at elevation 55.50(NAVD88);the slope on the berm shall be no shallower than on a 1 OH to 1 V and not steeper than 4H to 1 V; on the southern portion near the toe of the slope is an eroded area,to stabilize this area install a 3'x3'x9' gabion basket followed by a proposed soldier pile and lagging wall consisting of steel H-Piles and 4"x8"Greenheart timber sheeting; approximately 6.2'±of the slope above the proposed soldier pile and lagging wall will be replanted with native wetland vegetation and a permanent erosion control mat. MARTORANA SCTM#1000-33-4-32 L.K. McLean Associates on behalf of VINCENT J. MARTORANA requests a Wetland Permit and a Coastal Erosion Permit to install a stone revetment at the base of the slope on the north side approximately 58' long along the base of the slope and 10.5' deep; the toe of the revetment will be located at elevation 6.5' (NAVD88) and will consist of a 1.5'thick layer of W50=5001b. bedding stone (approximately 57± cubic yards) and two (2) layers of three (3) ton heavy armor stone (approx. 135±cubic yards) at a 2H to IV slope up to an elevation of approximately 11.0't (NAVD88); the existing bedding stone will be underlain with geotextile filter fabric; the stone revetment will span over an area of approx. 388sq.ft.; to further stabilize the existing slope it is proposed to fill in existing voids on the slope with clean selected fill, suitable on-site material that was excavated within the footprint of the stone revetment and material that was recovered at the toe of the slope„ the existing voids caused by erosion are being filled to create a constant slope of 1.5H to 1V maximum to reach the top of the eroded area at elevation 26.0't (NAVD88); approx. 120 cubic yards of fill placed over a 545±sq,ft. area; revegetate area with native wetland vegetation as well as evenly spaced 16" diameter bio-fiber rolls to further stabilize the slope landward of the revetment; there will be no excavation or fill placed seaward of the proposed stone revetment, below A.P.H.W. (EL. 2.24': ) or S.P,H,W. (EL. 3.24' ); to avoid heavy stormwater runoff/point discharge onto the slope and provide storage prior to the crest of the slope, construct a berm along the tree line in the backyard of the property using select fill' planted with topsail and hydro-seed with the top of the berm to be at elevation 55.50 (N'AV88); the slope on the berm shall be no shallower than on a 10H to 1 V and not steeper than 4H to 1 V; on the southern portion near the toe of the slope is an eroded area, to stabilize this area install a 3'x3'x9' gabion basket followed by a proposed ,soldier pile and lagging wall consisting of steel H-Piles and 4"x8" Greenheart timber sheeting, approximately 6.2'± of the slope above the proposed soldier pile and lagging wall will be replanted with native wetland vegetation and a permanent erosion control mat. Proiect Description This project entails the installation of a stone revetment, construction of a vegetated berm and gabion basket with soldier pile and lagging wall to provide slope stabilization and reduce storm water runoff at 700 Sound Drive off the Long Island Sound. The site is located in Greenport, Town of Southold. The existing land on the north side of 700 Sound Drive is sloped down to meet the shoreline over an approximate distance of 50 feet and an elevation change of 50 feet. The existing slope has experienced erosion over an approximate distance of 26 feet. The eroded areas are located on both 700 and 100 Sound drive (see Photo 1). Due to the fact that the property line runs on a diagonal and cuts through the area where this failure has occurred, two separate permit packages will be submitted; one for 700 Sound Drive and the other for the adjacent property 100 Sound Drive. oft MAU t4 ;. ;y Photo 1: Image take on 10-19-21 at the toe of the slope at 7001100 Sound Drive. The various aspects of this project can be seen below: Slope Stabilization (Section A-A): It is proposed to install a stone revetment at the base of the slope on the north side of 700 and 100 Sound Drive. This revetment is approximately 58 feet long along the base of the slope and 10.5 feet deep. The toe of the revetment will be located at elevation 6.5'± (NAVD88) and will consist of a 1.5-ft - thick layer of W50 = 500 lb bedding stone (approximately 57± CY) and 2 layers of 3 Ton heavy armor stone (approximately 135± CY) at a 2H to 1 V slope up to an elevation of approximately 11.0'± (NAVD88). The existing bedding stone will be underlain with geotextile filter fabric. The stone revetment will span over an area of approximately 388 square feet. To further stabilize the existing slope between the house and the stone revetment at elevation 11.00± (NAVD88), it is proposed to fill in existing voids on the slope with clean selected fill, suitable on-site material that was excavated within the footprint of the stone revetment and material that was recovered at the toe of the slope. The existing voids on the slope are a product of erosion occurred due to storm water runoff during hurricane Ida, and are being filled to create a constant slope of 1.5H to 1 V maximum to reach the top of the eroded area at elevation 26.0'± (NAVD88). There will be approximately 120 CY Page 1 of 2 of fill placed over an area of 545± square feet of land. The proposed slope will be re-vegetated with native wetland vegetation as well as evenly spaced 16-inch diameter bio-fiber rolls to further stabilize the slope landward of the revetment. There will be no excavation or fill placed seaward of the proposed stone revetment, below A.P.H.W. (EL. 2.24'±) or S.P.H.W. (EL. 3.24'±). Section B-B(Vegetated Berm) To avoid heavy stormwater runoff/point discharge onto the slope and provide storage prior to the crest of the slope at 700 Sound Drive, it is proposed to construct a berm along the tree line in the backyard of the property. This berm shall be constructed using select fill planted with topsoil and hydroseed. The top of this berm shall be at elevation 55.50 (NAVD88). The slope on this berm shall be no shallower then on a 10H to 1V and not steeper than 4H to 1V(see general plan for additional grading information). Section C-C(Gabion Basket) On the southern portion near the toe of the slope at 700 Sound drive there is an existing boat house that is accessed by a timber staircase at the crest of the slope. On the backside of this boat house there is some erosion occurring. To stabilize this area, it is proposed to install a 3'x3x9' gabion basket followed by a proposed soldier pile and lagging wall. The soldier pile and lagging wall will consist of steel H-Piles and 4"x8" Greenheart timber sheeting. Approximately 6.2 '± of the slope above the proposed soldier pile and lagging wall will be replanted with native wetland vegetation and a permanent erosion control mat.
