YES NO (Please check appropriate line) REPRINTED(12/18) TOWN OF SOUTHOLD 2018 PERMITTED TRANSFER FACILITY ANNUAL REPORT (for the year of operation from January 01, 2018 to December 31, 2018) ADDENDA SECTION 8 — PROBLEMS Were any problems encountered during the reporting period(e.g.,specific occurrences which have led to changes in facility procedures)? If yes, attach additional sheets identifying each problem and the methods for resolution of the problem. In May, the compost facility's wood waste grinder (a 2004 CBI Freedom Hog) experienced a failure of its 3-phase radiator system. Repair/replacement of the radiator took 6 months, during which time grinding of brush and branches was suspended, resulting in a reduced supply of woodchip mulch, a very popular product produced by the compost facility. Accumulated brush was processed upon receiving and installing the repaired radiator in October. In December the Freedom Hog caught fire during operations, caused by a buildup of fine dust against the hot engine block. This is not unusual and is normally extinguished by the equipment operator. However, heavy winds fanned some flame to a large hydraulic hose that had been changed earlier, leaving a small amount of fluid in and around the block. The fluid and rubber hose caught fire quickly and burned many other adjacent hoses, and the fire quickly spread over virtually the entire machine. The local fire department was called immediately, but the machine was engulfed by the time they arrived. After inspection by the insurance adjuster the machine was determined to have been totaled. The Town of Southold was one of the Long Island municipalities operating a "single-stream" recycling program at the start of 2018, and was obviously affected by the ultimate failure of that recycling model. After being notified that the vendor taking single-stream recyclables had shut its doors, the Town went 6 weeks without being able to move its recyclables while still accepting single stream from the public and carters. In a temporary, emergency arrangement, the Town worked a deal with the Town of Smithtown to move its single-stream backlog material to an alternate facility, and announced plans to move to a 3-stream system (i.e., 1-Paper/Cardboard; 2-Cans/Plastic; 3- Glass bottles) once space was freed up in the Transfer Station to re-configure its holding bunkers. This was achieved by mid-December when the Town began accepting "3-stream" recyclables at its facility.
