A meeting of the Southold Town Conservation Advisory Council was held Wed.,
December 8, 2021 in the Town Hall Conference Room.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
REPORTS
John Chandler represented the CAC at the Board of Trustees meeting held on Wed.,
November 17th. John Stein also joined the meeting as a guest. The meeting was business
as usual and noted that the application made on behalf of the Brick Cove Marina was
Tabled due to concerns expressed by Kevin McCallister who spoke on behalf of the
owners of Sage Blvd.

CLIMATE SMART COMMUNITIES
John Stein participated in a conference call with PEP Partnership. He will reach out to
Joyce Novak and invite her to the regular monthly meeting in February.
APPROVAL OF MINUTES
Moved by Caroline Burghardt, seconded by John Stein, to Approve the Minutes of
November 10, 2021.
RECOMMENDATIONS -'WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Stein, seconded by Maggie Merrill, it was
RESOLVED to SUPPORT the application of KONSTANTINOS ZOITAS for the installation
of 67 If. ,rock revetment at toe of existing eroded bluff to replace existing temporary sand
bags, install 15 cy. of clean sand fill and Cape American beach grass on entire bluff to
protect property against additional storm erosion.

The CAC Supports the application with retractable aluminum stairs at the base due to the
destruction of the beach stairs in 2010, 2014 and 2019, and recommends a cohesive
coastal erosion management plan for the neighboring properties. '

required. Install 30 cy. of clean fill from and approved upland source.

built steps down bluff to access beach consisting of a 4'X 4' at-grade landing, 8.2'X 9.5'
platform, 18'X 4' steps, 8'X 3.8' platform, 16'X 4' steps, 19.4'X 10' platform and 14.5'X 4'
steps to beach. All decking on structure is of untreated lumber.

size of the lower 19.4'X 10' platform is reduced and brought into compliance with Ch.275.

RESOLVED to SUPPORT the application of RICHARD LIEBOWITZ & CONSUELO
PROL to cut phragmite and non-native species to no lower than 12" from ground.
Phragmite then cut to a max. of,twice a year with subsequent cuts no shorter than 18"
from the ground. All non-native species to be removed from the project site. Cutting area
approx. 1,550 sf.

RESOLVED to SUPPORT the application of SCOTT VITRANO & LEA VITRANO to
construct a 4'X 14' ramp, 4'X 35' fixed pier with thru flow decking a minimum of 4' above
wetlands; leading to a proposed 3'X12' metal ramp, and 4'X 20' floating dock. Proposed
float to extend +/-23.7' beyond MLW. Existing floating dock and pier to be removed.

exceed 1/3 across the width of the creek.

RESOLVED to NOT SUPPORT the application of SHEENA ACHARYA & ADRIAN
SAPOLLNIK to raise existing top retaining wall by 12" using 6" high railroad ties approx.
100 If. and remove and replace existing timber railing with 36" high cable and wood railing.
New proposed railing will consist of 86' of railing, 4' wide, 48" high gate followed by 10' of
railing. Remove and replace existing east side returns along eastern property line and
extend to approx. 40' with railroad ties keeping in line with proposed raised top retaining
wall. Remove dead tree on eastern side of property. Proposed gravel pathway from front
of property to the existing back patio and the eastern side of the property. Remove asphalt
semi-circular driveway and install new 24' wide driveway using pavers. Install a 4' wide
masonry walkway at grade level, stepping stones from front patio to southwest corner
patio and existing back patio, and proposed 5'X 8' masonry patio at grade level on the
southwest corner of the house. Remove and replace existing 62'X 28' wave shaped back
patio at grade level with rectangular shaped patio using similar type of material and at
grade level, and remove existing 75' side returns along west side of property line using
railroad ties keeping in line with the proposed top retaining wall. New steps to beach and
platform covered under Trustee Permit#9860.

The CAC does Not Support the application. The majority of the proposed work has
already been completed and should be applied for as an "as-built". The CAC questions
the permeability of the large patio and walkway. Drywells should be installed to contain
any run-off from the non-permeable areas.

RESOLVED to SUPPORT the application of MARC TURKEL & NEENA BEBER to
construct a fixed timber dock (with water and electricity) to extend seaward from existing
boat house walkway, consisting of a 4'X 54' fixed timber catwalk (constructed with open-
grate decking); a 3'X 12' hinged ramp; and a 6'X 20' "L" shaped float secured by two 8"-
10" dia. pilings.

RESOLVED to NOT SUPPORT the application of ALBERT & FRANCES TROTTER to
construct a 1,440 sf., two-story dwelling with an attached 596 sf. garage and a 699 sf.
wraparound porch. Install a 10'X 210' driveway along with a 3,063 ft. parking area, new
walkway between the parking area and dwelling totaling 360 sf.; install three drywells; and
install a septic system 127' from the wetland boundary.

1,160 sf. masonry pool patio; and establish a 20' wide, approx. 1,414 sf. non-turf buffer
between wetland boundary and existing wood and wire fence.

PERMIT APPLICATIONS

RESOLVED to NOT SUPPORT the application of SOUTHOLD SUNSETS HOLDINGS,
LLC to Amend Wetland Permit#9752 and #9752C to legalize the as-built slate patio and
walkway, revise American beach grass planting are in conjunction with as-built plantings
in the secondary dune area.

RESOLVED to NOT SUPPORT the application of 13350 NEW SUFFOLK, LLC C/O
GREG EICHER, MANAGER to Amend Wetland Permit#9712 to regrade approx. 344 cy.
of clean sandy fill to be trucked in from an approved upland site, resulting in approx. 2'
higher revegetated grade over approved I/A sanitary system; relocated pervious gravel
driveway/parking area from north to east side of property, resulting in an additional 2,677
sf. of site disturbance and revegetation of+/-305 sf. portion of temporarily cleared area on
east side of property; replace (4) cedar trees with same caliper cedars to east of relocated
driveway; revegetate with native planting an additional +/-3,253 sf area of clearing to
northwest of dwelling and +.-1,313 sf. area of temporary clearing south of pool patio,
reducing area of new permanent clearing from 6,191 to 5,622 sf.; construct 2,379 sf.
raised masonry patio/steps; construct 815 sf. on-grade paver courtyard; and install 56 sf.
generator platform with 3.5'X 11' stairs.
