Box 1179 Southold, N.Y. 11971 Att: Mr. Gary Fish, Building Inspector Re: Simon Residence 3715 Main Bayview Southold, N.Y. Dear Mr. Fish, On Thursday, April 22, 2004, we performed a cursory, general structural evaluation of the three major buildings occupying the site. The existing structures were apparently built to pre-building code standards, however the construction framing observed was common for small residential buildings and accessory buildings built in rural areas prior to the establishment of Building Code Construction Standards. During our inspection no probes were made to evaluate individual framing members and no destructive testing was provided. General Observations: All buildings observed were uninhabited at the time of inspection, lacked heating systems and insulation, and roofing was in disrepair. Double hung windows appeared operational, but were boarded-up, probably for security reasons. Interior framing of the front and middle buildings was easily viewed as there was no interior sheetrock or paneling or insulation. Electrical service to the front structures appears new. Water supply and sewage systems were not inspected. The main residence building (front building) borders on Main Bayview. The garage and storage building (middle building) is located between the main building and the rear one-story structure + carport, which borders on the westerly end of West Creek. Simon Residence 3715 Main Bayview Southold, N.Y. 5/5/04 The following are our findings: Front Building (residential): The front residential building structure consists of a center core living area plus a front enclosed porch and shed roof and a rear extension with shed roof. The main, center core of the building has good wall sills, the first and second floor joists and flooring are structurally sound. Rehabilitation of some of the framing appears to have been done sometime after the original construction of the building. The exterior walls are framed with 2"A" studs and horizontal 1"x12" +/- wood sheathing in good condition. The exterior fagade is covered with cedar shingles in usable condition. The main roof needs additional rafters, new ceiling beams, sheathing and roofing. At the rear of the structure, the deck, walls and shed roof are structurally inadequate and should be replaced. The rear outside stair is unusable and should be removed. The front shed roof area, front wall, first floor deck and roof rafters need replacement. The two existing side walls at the front are reusable. Middle Building (garage and storage): The building at this location is not structurally adequate and shall not be used for occupancy. Rebuilding is required. The roof rafters and sheathing are lacking structural integrity and the wall framing is below minimum standard. This structure can be used as a temporary shed only during construction phases of any intended renovations. Rear Building (accessory building): The rear building is a one story accessory structure with a carport located at the south side. The building at this location is not structurally adequate and shall not be used for occupancy. Rebuilding or repair'is required. 2 J' Simon Residence 3715 Main Bayview Southold, N.Y. 5/5/04 The roof framing indicated some sagging, probably due to undersized roof rafters. No major distress to the roof structure was apparent as viewed from the exterior of the building. No access to the attic crawl area was provided and therefore the condition of the ceiling beams, roof rafters and roof sheathing could not be determined. The first floor exterior walls appeared to be in good condition, cedar shingles were usable and wood double hung and casement windows appeared serviceable. The wood stud framing of the exterior walls could not be examined as there presently was wall paneling at the inside face of these walls. The carport extension located at the south side of the structure is a one story shed with brick floors. The wall sills at this location were rotted and the general construction of this carport is poor. Rebuilding or repair is required. This structure and carport shall be used as a temporary construction shed only. Modern construction framing shall be provided prior to accepting this building for occupancy. Summary: The front building is generally in good condition with rebuilding or repair of the front porch and rear deck required. It is anticipated that the front building will be relocated on the site. It is therefore imperative that the Contractor responsible for the "move" provide lateral stability for the exterior walls by installing interior"X" bracing or shear wall partitions prior to moving this structure. The middle and rear buildings are in poor condition and are presently suitable for construction sheds only. Some structural re-supporting is required prior to establishing the middle and rear buildings' use as temporary structures. If I can be of further assistance, please do not hesitate to call.
