Zoning Board Of Appeals 630 Johnson Avenue Bohemia, N.Y. 11716 Dear Ms. Morrow, I received your correspondence and site plan for the proposed "The Enclaves" project in Southold and have reviewed same.With regards to these plans, I have the following concerns: ■ The proposed location is a heavily traveled portion of State Route 25 and I am concerned with the volume of traffic that a 40-unit hotel and a restaurant would add to this stretch of roadway. ■ Your plans do not show the Seven-Eleven convenience store that is directly across Rt. 25 from the entrance and exit of the site,which generates a significant amount of traffic and can be difficult entering and exiting Rt. 25 from their lot. ■ The proposed special events,such as weddings,would have an impact on this portion of Rt. 25 also with extra traffic and limousines/buses attempting to enter and exit the site.Weddings and live music also traditionally bring noise complaints from neighbors to our department and I would not anticipate this being any different. ■ The one sector car that patrols Southold,which extends from Peconic Lane, Peconic to the west and Chapel Lane,Greenport to the east,would see extra activity with a hotel that is filled to capacity,and a busy restaurant, even if it is just with service calls. ■ I would also expect that visitors to this hotel would also prefer to use beaches in the area, especially within walking distance.The public access beaches at the end of Town Harbor Lane and the Wharf House are already over-crowded and have spilled over to adjoining private property beachfronts. In August 2017 SCWA relayed concerns about the amount of potable water to be used for irrigation purposes and recommended that an irrigation well be used for all irrigation needs. SCWA also recommended the use of smart irrigation control systems and the use of drought tolerant plants to promote conservation. The DEIS as submitted indicates that the proposed development will utilize an existing irrigation well if viable, or install a new irrigation well if needed. The document also conveys the applicant's desire to use smart irrigation controls and drought tolerant plants. Our agency is pleased that the applicant is following through on SCWA's recommendations and request that the project use low flow plumbing fixtures to further our conservation efforts. The proposed action also includes the construction of an on-site STP to accommodate all sanitary waste,with groundwater monitoring wells installed both upstream and downstream of the effluent disposal system. Remove references to the Southold Comprehensive Plan 2020. This plan is a draft and has not yet been adopted by the Town Board, and is not yet an official plan of the Town. 2. Page 6. Ecological Resources: Require wildlife surveys to be conducted in appropriate seasons. 3. Page 7. Impacts on Transportation: Include an assessment on truck management and routing, including awareness of area speed limits, school zones, vehicle noise and Jake braking and movements through the Southold hamlet and area neighborhoods. Trucks involved in construction, maintenance and operations (deliveries) to the site should be included. Consider safety of pedestrians crossing NYS Route 25 if patrons of the restaurant are expected to park on the south side of NYS Route 25. 4. Page 11. Land Use Zoning and Plans: Add Long Island North Shore Heritage Area Management Plan. It is our understanding that the applicant is proposing an On-site Biological Engineered Single Sludge Treatment System (FEAF 4/13/17). These Standards are guidelines issued by the National Park Service that guide the decision-making about proposed work or changes to historic properties. The basic concepts are: retain existing historic materials, repair damaged historic materials and replace any materials deteriorated beyond repair (in-kind where possible). Our comments will always be based upon our review of the project in accordance with these Standards. As such, we offer the following comments and request some additional information: 1. Please provide Clear color photographs illustrating all areas to be affected by interior and exterior work. The proposed addition connecting the ell off the main building to the detached one story structure should have a roof line that is differentiated from the historic ell. Perhaps it could be constructed just below the eaves of the original ell roofline c. Please reconsider the proposed change in roofline to the currently detached one story structure. It provides a false sense of history. We would prefer the roofline to remain unchanged. 4. On the proposed West Elevation, we have the same comments regarding the proposed rooflines. We also notice that the ell porch is proposed to be enclosed with glass. We have no concerns with the proposed infill but would like additional information on the impact to the existing historic windows and door. 5. On the interior, please consider making a few changes as possible. The historic interior of this building has very good integrity and we would like to retain as much of this as possible. Once we have the requesting interior photos, we will have a better idea of our specific concerns. Please carefully consider items such as the historic staircase, interior trim, doors, windows and retaining the general layout of the house. 6. We have no archeological concerns or architectural concerns with the proposed new construction. As such, we have no further comments regarding the new building's construction. More recent alterations include a Colonial Revival entry porch and wide exposure shingles. Photos more recently submitted show baseboard trim, wood paneling below windows, paneled doors with 19th-C hardware and low ceilings which support an early-19th century construction date. The form of the house with the roof ridge parallel to the road suggests that the original architectural style was Federal. The house was updated in the Italianate style with new 2x2 windows, the bay window and an Italianate newel post on the interior staircase. Colonial Revival features include arched doorway surrounds on the interior, possibly the narrow plank wood flooring, and the porch posts. Site Features: The Site, which encompasses approximately 0.21 acres, is privately owned and includes a two-story family house and single bay garage. The rest of the property is covered with grasses, shrubs and several trees. The property is bounded by privately owned properties f in a residential community. Immediately to the south of the Site is a palustrine wetland with standing water impounded by a culvert which connects to Town Creek, an irregularly flooded I estuarine wetland. Long Island Lighting Company (LILCO) purchased the property from SLC in 1922. Historic records indicate the acetylene plant had ceased operations by the end of 1922. Site Geology/Hydrogeology: Depth to groundwater at the site is approximately 6 feet below grade. The apparent groundwater flow direction is south/southeast. The field work associated with the approved Site Characterization (SC) work plan was completed in mid 2008. A supplemental investigation was completed in September 2009. The SC report was approved in September 2011. Certain polycyclic aromatic hydrocarbons (PAHs), arsenic, chromium, and mercury were present at levels above Residential SCOs in a limited number of surface and subsurface soil samples. These exceedances are located in areas of fill material and appear not to be related to the former acetylene gas production/storage operations. Areas of spent lime have been determined to exist in the shallow sub-surface soils throughout the site. The spent lime is the waste product associated with the acetylene production process. The lime is considered non- hazardous. Groundwater contained relatively few detections of any contaminants. The pH of the groundwater below the property is elevated (10.92) due to the spent waste lime that has been historical disposed of on the site. Volatile organic compounds (VOCs) were detected in indoor air and, to a lesser degree, in subslab soil vapor, at elevated levels. VOC levels in indoor air were generally higher than the levels in sub-slab soil vapor, indicating that soil vapor intrusion is not occurring. Soil vapor outside the house contained several VOCs. It appears the source of the VOCs is not related to historic acetylene gas production operations. Some contaminants of potential concern (COPCs) exceeded the Protection of Ecology SCOs.
