Recommendations for the existing building as discussed with the applicant: 1. Siding is going to be replaced with hardy board siding. The width from a 6.25" plank will be a 5" exposure. 2. All siding, no matter how many layers, must be removed to ensure that window casings, facias, rake boards) and corner boards are proud (meaning they project in front) of the siding. 3. if historic details cannot be repaired they sE ould be replaced in kind with an HPC approved product. 4. Porch railings should be repaired as required. 5. Railing post on left side of porch steps should be replicated to match existing. 6. Porch step risers can be replaced with Azek or approved equal. 7. Open area under porch can be infilled with small lattice in frames to fit. 8. Roof shingle replacement to comply with requirements for the 130 MPH hurricane zone. The applicant MUST submit their Notice of Disapproval from the Southold Town Building Department, as well as supporting materials that explain the details of the proposed activity and how the recommendations listed above will be accommodated. Summary The ARC understands that this project is in a strategic and visible location between the 2 most active public buildings in Southold Village. Also, it is part of the Southold Historic District. A successful project in this location provides a unique opportunity to positively impact the pedestrian life of the Village. Both the ARC and the HPC have a unified expectation that there will be follow-up and/or with more detailed reviews after further project development. It is strongly recommended that the developer consult with an Architect and Landscape Architect to better address the above issues and that they meet with the Planning Staff. An excellent example of a successful affordable housing project in Southold Town is the recently completed Vineyard View Apartments, Route 48, Greenport.The ARC recommends the owner's review of this project. Drawings are available on the Town website and through the Planning Department. Overview of Site Plan: This site is between Town Hall and the Post Office, which are primary hubs of community activity.There is a great opportunity for this project to be thoughtful and responsive to these adjacent public spaces. It can reflect the particular character and dynamism of the landmark district. It can set an important culturally sensitive precedent that affordable housing is quality housing. It can be an environmentally conscious and promote healthy lifestyles.The ARC recommends the design involvement of a Landscape Architect to better address these issues. 1-The ARC would like to see a thoughtful site analysis showing how the landscape design would facilitate and encourage pedestrian circulation and informal gathering. 2- Plantings should be located and specified to provide variety of color and texture, screening, summer shade and breezes, as well as winter wind buffers. 3-The ARC recommends studying ways to increase access into and/or around the undisturbed wooded area, including spreading out the 3 new structures over the entire site and organizing them around north/south pedestrian circulation rather than parking lots. 4- Exterior AC condensers/heat pump locations should be identified and screened. Overview of Floor Plans & Elevations: -2- Maximizing the flow of fresh air and daylight in habitable spaces has important health benefits.These health benefits not only improve the quality of life for residents but contribute to the public good by reducing health care costs. Therefore the quality of the interior spaces of affordable housing should take this into account. 1-The first floor plan (dwg. 3.0) has kitchens and baths widely separated for very inefficient plumbing runs. ARC suggests repeating second floor plan (dwg. 3.1) at first floor.This concentrates plumbing and mechanical runs for greater efficiency and cost savings.These savings may be invested in other important improvements. It also helps to solve some of the elevation problems with doors and windows out of alignment. 2-The total number of windows should be increased, with all corner rooms having cross ventilation. 3-The living room and bedroom walls on all front and rear elevations should have double windows on those walls in each room. 4-Window sills at living rooms and bedrooms should have sills set no higher than 30"above finish floor. 5- Casement windows are recommended in lieu of double hung windows, for greater energy efficiency and air flow. Divided lites or snap-in grilles are discouraged. Minimum window widths should be wide enough to qualify as egress windows. 6-All bathrooms on outside walls should have operable windows. If tubs remain on outside walls, then windows should be high awning windows. 7- Kitchen sinks should remain on outside walls as shown on second floor plan, always with a window above the sink. 8- Kitchen doors should have maximum glazing, with no divided lites. Private Exterior Spaces: This current pandemic has thrown into stark relief the importance and health value of private outdoor spaces. 1-The ARC recommends that this project include private fenced-in outdoor spaces minimum 150sf accessible by kitchen doors at all first floor apartments, as well as balconies minimum 8'x12'accessible by kitchen doors at all second floor apartments. Overview of Materials and Details: The ARC recommends a more cohesive style and material selection. 1-Stone is suggested to be deleted at entry columns. 2- 5" wide exposure Hardi-plank smooth horizontal siding is recommended in lieu of the proposed 8"wide wood grain texture, color to be selected. 3-All windows should have exterior trim, color to be selected, and false decorative window shutters at front elevations should be deleted. 4-ARC recommends metal roofing in lieu of asphalt shingles for greater storm resiliency. 5- Roof pitches are recommended to be 7/12 or steeper, with overhangs at min. 1 foot. For example, it has been shown to be correlated with improved mental health, lower stress levels, reduced domestic violence, increased physical activity, lower rates of obesity, and reduced post-partum depression.
