RESOLUTIONS
RESOLUTION 2021-85
RESOLUTION SETTING MEETING DATES FOR DECEMBER 2021
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby set the
following meeting dates for the month of December 2021: Work Session, Thursday, December
2, 2021 at 6:30 P.M. and monthly meeting, Thursday, December 9, 2021 at 6:30 P.M.
RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve
Resolution 2021-85.
RESOLUTION 2021-86
RESOLUTION APPROVING BILL REGISTER AND AUTHORIZING
PAYMENT OF CURRENT BILLS
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the
Bill Register submitted by the Treasurer for the November 18, 2021 meeting and further
authorizes payment of the current bills.
RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve
Resolution 2021-86.
RESOLUTION 2021-87
RESOLUTION APPROINTING CHRIS SHASHKIN AS FULL TIME
ADMINISTRATIVE ASSISTANT
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoints
Chris Shashkin as the full time Park District Administrative Assistant at an annual salary of
$55,000.00 for 35 hours per week and 2 weeks paid vacation per year.
RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve
Resolution 2021-87.
RESOLUTION 2021-88
RESOLUTION GRANTING PERMISSION TO THE MATTITUCK YACHT CLUB
FOR STORAGE OF SAILING EQUIPMENT AND BOATS
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby grants
permission for the Mattituck Yacht Club to store sailing equipment and sailboats on the west
side of Mattituck Park District parking lot.
WHEREAS the sailboats will not exceed 22 feet and the storage of said boats and equipment
will be permitted on a year-round basis.
RESULT: Motion by, seconded by , all in favor and motion carried unanimously to approve
Resolution 2021-88.

November 18, 2021

Denise Geis, John Simicich and Cathy Simicich were present from the public.
CALL TO ORDER
Meeting called to order 6:30 PM
PUBLIC COMMENT
• C Simicich asked where the budget vote results were posted and should have been
posted in the paper.
• C Shashkin posted it on the website and Facebook but did note that it was not on the
firsfpage and may have been difficult to find. Moving forward, he will post results and
other important notices in a more conspicuous place on the website and Facebook.
• C Simicich commented that the playground at Breakwater was supposed to be
completed this year and it was only partially finished. She stated that Veteran's Park has
a beautiful playground it is time to take care of the other parks north of Route 25.
• The,Commissioners explained that Breakwater will be completed as the budget allows
• C Simicich was surprised to learn about the concert series that took place over the
summer and noted that the communication for the Mattituck Park District(MPD)
residents is very poor. Not all Park residents are members of the Civic Association, so
they do not get the information of Park events.
• The Commissioners explained that the series was not highly advertised as they wanted
to keep it to the MPD residents and there was a banner on the fence at Veteran's Park
all summer. They would like to advertise it more next summer and possibly place
banners at all of the parks.
• C Simicich was disappointed to hear of the"Meet the Candidates" meeting was held via
Zoom. She does not have Zoom and would have liked to attend.
• C Gueli explained the meeting was run by the Civic Association not MPD.
• S Kiely explained it is not proper for MPD to host the "Meet the Candidates" meeting and
should be run through an outside organization.
• G Lomaga suggested that MPD put out a bimonthly newsletter to send to the residents
of MPD to keep them better informed of the events at the Parks.
• The Commissioners agreed but possibly have a newsletter twice per year.
• C Simicich was very distressed to learn that this election for Commissioner turned
political.
Mattituck Yacht Club
• The Commissioners discussed the letter from Mary Motto Kalish of the MYC, requesting
to store boats and sailing equipment on the property.
• S Kiley and C Shashkin obtained the agreement/easement from Suffolk County Clerks
records and determined that MYC has rights to the requested area. However, the site
map and metes and bounds are separate
• S Kiely recommended that MYC have the metes and bounds placed on the site map for
clarification of the property boundaries.
• N Deegan recommended removing the steel and wood barriers so that MYC has access
to the area in question.
• S Kiely recommended to wait until the boundaries are defined to better determine the
exact area that MYC has rights to.
• The Commissioners would like to have a meeting with Mary Motto Kalish at the
December work session to discuss further
APPROVAL OF MINUTES
Motion by C Gueli, seconded by G Lomaga, all in favor and motion carried unanimously to
approve the Minutes from the October 14, 2021 submitted via email.
TREASURER'S REPORT(A. Noncarrow)
P resented/Discussed:
Bill Payment Register dated November 18, 2021
Budget Ledger dated October 31, 2021
Balance sheet dated November 9, 2021
Motion by;C Gueli, seconded by G Lomaga, all in favor and motion carried unanimously to
accept andl approve the Treasurer's Report.
• A Noncarrow registered the trailer with the DMV and has the temporary plates which are
good for 60 days. The new plates should arrive within that time however DMV is
backlogged.
• C Shashkin asked why money was left in the special events account. A Noncarrow
responded that a few items were cut from the concert budget.
• N Deegan said next year MPD can spend that money on advertising.
• N Deegan asked about tax exemptions on our bills A Noncarrow explained that MPD is
exempt from NYS sales tax only.
• G Lomaga asked about our savings from PSEG bill
• C Shashkin thought the savings would be more. It is possible to remove more lights in
the future.
GENERAL '
• The Commissioners discussed resolution 2021-87, N Deegan recommended to table
this resolution until the new Commissioner takes office in January
• N Deegan suggested to combine the Administrative Assistant and the Treasurer position
• A Noncarrow strongly opposed this suggestion and explained that the two positions
should be kept separate.
• A Noncarrow stressed that having one person who takes in the money, makes the
deposits, is a signer on the bank account, does payroll and writes checks is not standard
protocol and strongly recommended keeping the two positions separate.
• N Deegan noted that Southold Park District has the clerk and treasurer as one position
and MPD has outside auditors come in every six months to review that the accounts are
properly handled.
• G Lomaga would like a detailed job description for the Administration Assistant.

RESOLUTION 2021-86

My name is Mary Kalich and I am the,C6mm,odore.of Mattituck Yacht Club(MYC),the
non-profit youth sailing.organization that,owns property adjacent to the Mattituck Park
District's"Peconic;Park"propertyA ain writing to request 'permission that MYC be
allowed to utilize the land west of the Peconic Park parking lot and south of the baseball
field to store sailing equipment. Boats that will•be put,on this property will be 22 feet or
less.
