Main Rd. &Youngs Ave.) Southold, NY 11971 G • Q Telephone: 631 765-1938 COUNTY,�c� LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Supervisor Scott Russell Town of Southold Town Board Elizabeth Neville, Town Clerk From: Mark Terry, AICP Assistant Town Planning Director LWRP Coordinator Date: November 3, 2020 Re: Local Waterfront Revitalization Coastal Consistency Review for Change of Zone Application of HC NOFO SCTM# 1000-61-1-9.1 The proposed action involves the request for a Change of Zone for SCTM#1000-61-1-9.1'from the Hamlet Business (HB) Zoning District to the Affordable Housing District(AHD). The parcel is located at 53351Main Road, Southold,New York 11971. The Change of Zone will provide the opportunity to construct up to 14 affordable housing rental units in four separate buildings on the 48,707 sq. ft. parcel. Newly constructed buildings 1 through 3 will be occupied by four 813 sq. ft. units and located in the rear of the parcel, the existing dwelling located in the front of the parcel will be converted to 2 units; one 975 sq. ft. and the second 1,007 sq. ft.- The action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code. Based upon the information provided to this department, it is my recommendation that the action is CONSISTENT with the Southold Town Local Waterfront Revitalization Program(LWRP) Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Town Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Based upon the information provided,to this department, it is my recommendation that the action is CONSISTENT with the Southold Town Local Waterfront Revitalization Program(LWRP) Policy Standards and therefore is CONSISTENT with the LWRP. The introduction of total nitrogen to groundwater and ultimately surface waters, from the proposed action will be offset through the transfer of sanitary flow credits. Sanitary flow generated on-site will be treated through;a A/I OWTS to further Policy 5 Protect and improve water quality and supply in the Town of'Southold and Policy 6. Protect and restore the quality and function of the Town of Southold's ecosystem. Pursuant to Chapter 268, the Town Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Cc: William Duffy, Town Attorney
