A meeting of the Southold Town Conservation Advisory Council was held Wed.,
November 10, 2021 in the Town Hall Conference Room.

CALL TO ORDER
John Stein called the meeting to order at 4:40PM.
REPORTS
John Stein attended the Board of Trustees meeting held on Wed., October 20, 2021. The
hearing regarding the Coastal Contractor's License of Costello Marine was Tabled,
pending the decisions of the NYSDEC and SCDPW. The regular meeting agenda was
business as usual.
CLIMATE SMART COMMUNITIES
The members agreed to compile a training file for new members, which will include a CSC
outline. John will meet with Mark Terry to discuss Ch. 275 and LWRP reviews to be used
as a handout. Carol Brown suggested speakers at every other monthly meeting. She also

suggested representation from various organizations/committees/departments to be a part
of the task force. This task force should be in place by January/February of 2022.
APPROVAL OF MINUTES
Moved by Caroline Burghardt, seconded by Carol Brown, to Approve the Minutes of
October 13, 2021.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Stein, seconded by Caroline Burghardt, it was
RESOLVED to SUPPORT the application of JOHN & CARRIE MULLINS for the
disturbance seaward of the CEHA on an area of 2,214 sf. from the CEHA to the silt fence.
The disturbed area is to accommodate construction activities for the proposed dwelling
and to provide an area for the placement of an in-ground sewage disposal pools, required
by the SCDOH. Disturbed area will be revegetated and the existing path to the beach
narrowed from 8' to 4'. A 15' wide easement depicted for a proposed path to the beach is
not the responsibility of the applicant to install and is not part of the application. Construct
a single-family dwelling, retaining wall, I/A OWTS septic system, gutters and leaders with
drywells, and a pervious driveway and parking area.

RESOLVED to SUPPORT the application of ROBERT C. RUOCCO for a pool fence 50'
from edge of wetlands and to maintain height of vegetation landward of edge of wetlands
to a height of 3'.

RESOLVED to NOT SUPPORT the application of WILLIAM A. PRYDATKO, JANE
MARIE PRYDATKO & CHRISTINE MARIE PRYDATKO to construct a two-story dwelling,
permeable pavers, 10' non-turf buffer, 16'X 32' pool with eco-permeable pavers on grade,
I/A sanitary system, drywells, gravel driveway and pool fence to code.

The CAC does Not Support the application because the proposed structures do not meet
the setbacks in accordance with Ch. 275 Wetlands and Shorelines of the Town Code.

RESOLVED to SUPPORT the application of KRISLEN MANAGEMENT CORP., EDDIE
TORRES & KRISTINA HOSCH to construct a 24' retaining wall in an "L" configuration as
an extension to existing retaining wall to contain erosion from adjoining vacant lot.

RESOVLED to NOT SUPPORT the application of JOEL B. SINGER for additions and
alterations to the existing main dwelling. Construct a two-story addition to front of dwelling,
addition of a front covered portico, new screened-in covered porch on the west side of the
dwelling of 353 sf. with a covered open deck on each side totaling 196 sf. Existing 426 sf.
one-car detached garage will be removed. New 1,050 sf. detached two-car garage will be
constructed in approx. the same location. Detached garage will have an art studio above.
Proposed 20'X 52' in-ground pool to be located on the front East side of the property with
a 10'X 12' pergola. A 24" (maximum height) retaining wall to be constructed along the
west side of the pool and pergola.

The CAC does Not Support the application as there is a pending ZBA decision. There is
also a concern with the lot coverage and the setback of only 5' to the wetlands.

RESOLVED to SUPPORT the application of DOUGLAS BRADFORD to construct a
second-floor extension 8.4'X 36.2', 304 sf. and a proposed second-floor dormer extension
19.26 sf. and 21.42 sf. within the existing footprint of the existing dwelling, and to
construct a front porch 62.5 sf.

ROGER D. TODEBUSH to construct a single-family dwelling with attached seaward
screened-in porch, pervious gravel driveway, outdoor shower, at-grade level patio, and
install an IA/OWTS septic system.

The CAC was unable to make a fair assessment, therefore no recommendation at this
time. The location of the I/A system was not on the site plan and the CAC questions the
masonry patio and double decks 50' from the wetlands.

RESOLVED to SUPPORT the application of DAVID & BARBARA HAZARD to construct
an addition to the existing dwelling, new two-car garage and swimming pool.

installation of gutters, leaders and drywells to contain stormwater run-off.

RESOLVED to SUPPORT the application of KOEHLER FAMILY LIMITED
PARTNERSHIP for the reconstruction of all three (3) existing groins and wing groins
utilizing vinyl sheathing. No fill is proposed and the top elevation of the proposed
reconstructed groins is to match the existing elevation of the groins.

RESOLVED to SUPPORT the application of ROBERT & MARYBETH POLKE for the
renewal and revisions to Permit#9459 which expired mid-project. Work includes the
continuation of work for shoreline stabilization consisting of 84 If. of triple row coir logs, 40

If. of single row rip-rap with two rows of coir logs, 62 If. of triple row of coir logs, 40 If. of
single row rip-rap with two rows of coir logs and 130 If. of triple row coir logs. Areas
between courses of coir logs and rip-rap will be planted with Bearberry plantings and no
additional fill will be added.

RESOLVED to SUPPORT the application of KEVIN & ELIZABETH HUDSON for the
removal of the existing 45'X 4' wide fixed pier, ramp and float and replacement with
proposed 52'X 4' wide fixed,pier with thru-flow decking and supported with 8" dia. CCA
piles, proposed 30" X 16' long aluminum and proposed 6'X 20' floating dock with,,
untreated timber decking in an "L" configuration supported with 2-10" dia. CCA piles.
Replacement dock will'be relocated approx. 2' to the north of existing.

RESOLVED to SUPPORT the application of SALT LAKE ASSOCIATION, INC. to dredge,
with ten years maintenance, an irregularly shaped area within existing boat basin to a
maximum depth of-5' MLW, and place approx. 700 cy. of resultant sand spoil on
Association beach located approx. 450' to south.

RECOMMENDATIONS-AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by John Chandler, seconded by Carol Brown, it was
RESOLVED to NOT SUPPORT the application of MICHAEL KATZ, MELISSA KATZ,
Trustees of the Melissa Katz Revocable Trust to Amend Wetland Permit#9969 for the
full demolition of the existing dwelling and replace with the new reconstruction of the
residence with new first floor additions and a new second floor addition.

The CAC does Not Support the application due to the close proximity to the bluff. The
structures should be located no closer than 100' from the top of the bluff.

John Chandler will attend the next Board of Trustees meeting scheduled for Wed.,
November 17, 2021.
The next meeting of the Conservation Advisory Council will be held on Wed., December 8,
2021 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:15PM.
