Pre submission Conferences: 1. Holzapfel,Joyce, 1490 Village Lane, Orient, NY. Proposed additions and alterations to a Single Family Dwelling. SCTM No. 1000-24-2-14. a) Anthony Portillo, Architect, returned and appeared before the Commission to describe the redesign and rendering of single family dwelling. b) Anthony Portillo, Architect, requested that the Commission waive the public hearing re- quirement since the dwelling was originally built in the 1980's. The Commission's re- sponse described their need to rely on the published Town Register of Historic Land- marks on which this house is listed. c) Owner,John Holzapfel spoke of delay in the process. d) A Motion was made to set a public hearing for December 9, 2021 by Commissioner Surchin, seconded by Commissioner Santana. AYES: Ostroski, Surchin, Wexler, Santana and Cubie. 2. HC NoFo, LLC, 53315 Main Road,Travelers Street, Southold. Proposed Construction of an Affordable Housing Project. Three new 2-story buildings, each containing four units; one existing 2 story building to contain 2 units. Redesign of an existing dwelling unit located on the premises. SCTM No. 61-1-9.1. a) Todd Feuerstein, representative, returned and appeared before the Commission and presented an elevation depicting the lattice work, corner board and trim to be installed. b) The Commission asked that if the applicant experiences any supply chain issues for ap- proved materials, and wishes to make changes,'to come back before them. c) A Motion was made to set a public hearing for December 9, 2021 by Commissioner Wexler, seconded by Commissioner Curie. AYES: Ostroski, Surchin, Wexler, Santana and Cubie. 3. Kane, Keith and Lynette, 335 Village Lane, Orient. To legalize an "as built" four season room. SCTM No. 1000-25-2-4.13. a) Michael Kimack, Representative, returned and appeared before the Commission to de- scribe the improvements which include installation of siding and windows. Page 2, Minutes of Meeting of the Historic Preservation Commission Tuesday, November 23, 2021 b) The Commission discussed the lack of continuity between the original window design and newly improved 4 season room window and door contemporary design. d) A Motion was made to set a public hearing for December 9, 2021 by Commissioner Wexler, seconded by Commissioner Curie. AYES: Surchin, Wexler, Santana and Cubie. NAYS: Ostroski (4-1) Regular Meeting Called to Order: 4:04 pm Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Santana, and Commissioner Wexler. Also present: Coordinator: Kim E. Fuentes, Assistant Town Attorney John Burke Quorum present: Pledge of Allegiance: Approval of Minutes: Motion to approve October 28, 2021 meeting minutes by Commissioner Wexler, seconded by, Commissioner Surchin,AYES: Ostroski, Surchin,Wexler, and Santana.Abstain: Cubie. (4-0) Motion approved. PUBLIC HEARING: 1. 4:10 P.M. -Application of Trieber, Peter& Irene, 405 Rackets Court, Orient, Request for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code, concerning a proposed addition and alterations at a registered landmark property at 405 Rackets Court, Orient, SCTM No. 1000-17-6-8. • Proposal to construct extension and make repairs to a single family dwelling, and replace windows, doors, siding and roofing. • Proposal was open to public comment. Motion to issue a Certificate of Appropriateness for alteration as applied by Commissioner Surchin, seconded by Commissioner Santana. AYES: Ostroski, Surchin,Wexler, Santana and Cubie. Old Business: 1. No date has been set at this time for T. Webb and R. Harper Orient Historic District Preservation Program co-sponsored by the OA and OHS. This matter is put on hold. (Mariella Ostroski) 2. Updates on Asch property award in progress. The Commission will follow up by contacting prior member. The Commission members discussed possible locations and past discussions with local Realtors. The coordinator will bring supply of plaques and brochures to the next meeting. 4. Landmarks - Recognize only those committed to historical status, unique and special properties. Add to annual preservation award status: Individuals, Architects, Non Profit Organizations. New Business: 2. Meeting dates: December 9. 2021 in the Annex Conference Room. The Commission discussed equipment in the conference room. The Assist Town Attorney,John Burke will research the accessibility of microphones in the room. 3. Meeting dates in Year 2022: January 27, 2021, February 24, 2021 and March 24, 2021. Meeting Adjourned: Motion to exit the public meeting and move to execution session was made by Commissioner Ostroski, seconded by, Commissioner Surch_ian, AYES: Ostroski, Surchin, Wexler, Santana and Cubie. Motion approved. Next HPC work session and regular meeting,with Zoom access, scheduled for December 9, 2021 in the Town Hall Annex Conference Room at 3:00 PM. 3
