We live at the top of the hill at 825 Stephenson Road and are immediate neighbors to this property. Because Stephenson's Road is a hill,we look directly over the applicants' home and beach, and we are writing to express concern over two aspects of the proposal that impact the neighborhood's environment. 1) Downlighting. Truman's Beach is one of the few unspoiled public beaches on the sound. There has been abiding concern to maintain a Dark Skies environment to benefit beach-goers, star-gazers and wildlife alike, and to maintain the natural landscape. We appreciate the desire for safety and wayfinding lighting to the house, and propose to reduce the number of lights to preserve the character of the site.As proposed with 31 lights,the plan suggests a fully illuminated road that would be inconsistent with the predominant character of the existing built and natural landscape. 2) Proposed utility platform. We are addressing this item which is shown on the map, but not indicated in the amended description to the permit. Out of an abundance of concern,we want to preemptively state our objection to any standalone 8'x10' foot platform,raised to 13' El. in the coastal area and wetlands.As drawn, it will also be directly in the viewshed of the Long Island Sound for us and other Stephenson's homeowners, as well as the beach going public and boaters.Moving, expanding and elevating the utilities to the middle of the property will stick out in an obtrusive manner that is willfully inconsistent with the character of the area and for which there are feasible alternatives. This home—like all the homes on the former Stephenson plot—is on a very visible location on the Sound, and the homes in this community all have interrelated and historic connections.We all chose to move to this area because of its unique,unspoiled,scenic beauty. We advocate for all of us to take a neighborly approach to the necessary upgrades that all our homes face, and make choices that benefit the collective North Fork experience. POBox 1179 ir D E; to restrict outdoor lighting for foreshore properties such as this one and ours on Stephenson Road as the amenity for nature and those around us is so important. Finally,we wish to query the proposed 8x10 foot platform to be installed at an elevation of 13 feet,for the installation of a generator. This is an abnormally large and high installation,if we compare its size to that of other generators which power much larger houses with pools and do not require such a large platform. It also seems to be an unusual location for a generator,and would be very unattractive and visible from the beach and the main road,being so high. It is also in the Coastal Erosion Hazard zone,and as such should be subject to DEC approval as well. We are opposed to the very visible installation of a structure of this height and size on a beach. Perhaps it is possible to install it in a different location near the house,and mask it with some of the plantings that are outlined in the plan. The Commissioners have reviewed the Amended Description to Permit 9928 and object to several proposals. OEMPD follows Southold Town code on Dark Skies. We have no lighting in our parking lot or Sound beach. We are the only public Sound beach for Orient and East Marion residents. Every week residents take advantage of our property to watch sunsets and star gaze. We are concerned that the extensive driveway lighting proposed by the applicants will result in light pollution and negatively impact these activities. OEMPD is aware of how unique our property is with views of both the Sound and Harbor from a single vantage point. As such, OEMPD has historically kept physical structures to a bare minimum. This is done to keep the beach as natural looking as possible. We are concerned that the 8x10 utility platform raised to 13' elevation will stand out badly. Many of our park users walk north to Terry Point and back daily. It's a beautiful stretch of beach and the proposed utility platform would be plainly visible to all and out of character with the beach landscape. Lastly OEMPD owns the portion of Old Main Road that abuts the applicants property on the Southern boundary. We ask that any road design completely contain the gravel on the applicant's property so as not to run off into the tidal creek over the OEMPD portion of Old Main Road. Several things make the Stephenson Hill and Truman's Beach area special: the panoramic Sound and Bay views, the night skies with incredible views of the stars and the Sound beach that is about as undeveloped and natural as can be found on Long Island. The applicant's proposals would negatively impact the area on several counts. First the down lighting of 480' of split rail fence would be very out of character. The homes on Stephenson are at a much higher elevation and have a very clear view of the entire driveway. Stephenson homeowners have always adhered to the Dark Skies goals of minimal lighting for night skies and wildlife safety. Given the area's low housing density and minimal ambient light pollution the proposed 31 light fixtures would negatively stand out like a runway. The public would also be negatively impacted as neighboring Truman's Beach gets regular sunset and star gazing traffic It would also be visible to the public from the Causeway. Secondly the application survey shows a proposed 8x10' platform raised to 13' elevation to the north of the applicant's swimming pool. This would be an eyesore for all Stephenson homeowners as it's directly in the view of the Long Island Sound. Further, the platform would be visible to both the beach going public and to those on the Causeway. As best I can tell the idea is to put a generator and AC unit on this platform which would make the total height even greater than 13'.. The applicant's home is in a very public and visible spot on the Sound beach. It is also in wetlands, CEHA etc. Any proposed changes should not negatively impact what is otherwise a scenic viewshed. It should also be noted that there is a significant Piping Plover and Least Tern presence on the applicant's property.. These are protected shore birds whose population has been under pressure due to habitat loss. The proposed utility platform structure and associated noise would further reduce their potential nesting habitat..
