Dear Trustees,
The Island View Homeowners Association (IVHOA) purchased the Conklin Point beach/creek property
(parcel#1000-57-.2-37.1)from Sue Mulholland on April, 7th 2021. A total of thirty(30) property owners
participated in the purchase as listed in Appendix A. The current IVHOA Board of Directors consists of
the following members:

An aerial view of the property is provided in Appendix B and the members of the IVHOA are shown in
the red outlined area.
The IVHOA Board of Directors is currently developing a set of bylaws and guidelines governing the
collective use of the property. All the participating members are committed to protecting the long-term
environmental integrity of this unique parcel.
Additional information included is as follows:
• IVHOA Articles of Incorporation (Appendix C)
• Property Deed (Appendix D)
• Check enclosed for pre-submission application fee of$50
The objective of this memo is to introduce the IVHOA as the new owner of the parcel and gather any/all
informal feedback from the Town Trustees regarding how best to optimally manage the property.
Specifically,the IVHOA wishes to schedule a "pre-submission" meeting at the property to discuss the
appropriate use (language,size, design, and placement) of signage to prevent unlawful trespass. The
property is unique in that the underwater land within the creek is held in collective private ownership by
the IVHOA.
The IVHOA Board of Directors recognizes the essential role the Trustees play in serving as respectful
stewards of public lands and is interested in learning as much as we can on how to get it right.

Additional questions to discuss at the pre-submission meeting include the following:
1) What is the best method for efficiently and effectively coordinating with the Bay Constable and
Police Department regarding enforcement?
2) Are there any documented or anecdotal lessons learned to share with the IVHOA based on the
past stewardship of this property by previous owners?
3) What would be required if additional sand is to be procured and deposited to mitigate current
erosion and accretion of the parcel?
4) Should the IVHOA bylaws and guidelines include specific language regarding enforcement and
stewardship?
5) What steps can be taken to enhance the erosion protection provided by the parcel to waterfront
IVHOA members?

Please find attached a document that I believe includes everything needed to schedule a pre-submission
1 meeting. I will also mail you a hardcopy along with a check for $50.
I've included all of the Board members of the newly established Island View Homeowners Association
(IVHOA) on this correspondence.
The IVHOA is eager to schedule a pre-submission meeting at the Conklin Point site in early November. It
appears that the Trustee calendar shows a potential date of November 9th for field/site inspections.
Please let us know if any additional information is needed. Most of our Board members are available to attend
the site visit on 11/9 and we look forward to meeting with the Trustees.
