Present were: John Stein, Chairperson Carol Brown, Member Caroline Burghardt, Member John Chandler, Member Maggie Merrill, Member Lauren Standish, Secretary Absent: Shannon Wright, Member James Dinizio, Jr., Town Board Liaison CALL-TO ORDER John Stein called the meeting to order at 4:40PM. NEW BUSINESS John Stein announced the resignation of Chairperson Peter Young and, together with the members of the CAC, thanked Peter for his many years of service and dedication. Moved by Carol Brown, seconded by Maggie Merrill, to appoint John Stein as the Chairperson of the Conservation Advisory Council, effective immediately. Vote of Council: Ayes: All Motion Carried a r 2 As the newly appointed chairperson, John thanked the members for the appointment and was looking forward to working with each and every one of them and hearing their ideas. He encouraged the members to bring their ideas to the table, as they are all equal with different backgrounds. Carol Brown suggested inviting speakers to the monthly meetings, enhance attendance at Board of Trustees meetings, and "coding" of the monthly applications scheduled for site inspections. CLIMATE SMART COMMUNITIES PROGRAM Carol Brown distributed an updated Certification Action Checklist. She asked the members to review the list and decide which actions they would be interested in working on. She asked that they bring back their ideas to the next monthly meeting in November. In an effort to move forward in a more productive and efficient way, the members will meet individually with department heads and discuss the actions from a shared perspective. REPORTS John Stein and Shannon Wright attended the Board of Trustees meeting held on Wed., September 15th. The meeting was business as usual and with many postponements. Approximately 3/ of the CAC recommendations were supported by the Trustees. APPROVAL OF MINUTES Moved by Carol Brown, seconded by Maggie Merrill, to Approve the Minutes of September 8, 2021. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by John Chandler, it was RESOLVED to SUPPORT the application of JOHN & CARRIE MULLINS for the disturbance seaward of the CEHA on an area of 2,214 sf. from the CEHA to the silt fence. The disturbed area is to accommodate construction activities for the proposed dwelling and to provide an area for the placement of an in-ground sewage disposal pools, required by the SCDOH. Disturbed area will be revegetated and the existing path to the beach narrowed from 8' to 4'. A 15' wide easement depicted for a proposed path to the beach is not the responsibility of the applicant to install and is not part of the application. Located: 905 Stephenson Rd., Orient. SCTM#17-1-2.2 Inspected by: John Stein, John Chandler The CAC Supports the application with the current wetland management and landscaping plan and recommends an updated and final survey. Vote of Council: Ayes: All Motion Carried 3 Moved by John Stein, seconded by John Chandler, it was RESOLVED to SUPPORT the application of DANIEL MAZZARINI & ANDREW GROVER for partial demolition of roof. New foundation for additions. Renovate existing first floor dwelling and construction additions. New second-floor, new decks, new covered porch, and new in-ground swimming pool. Located: 90 The Strand, East Marion. SCTM#21-5-8 Inspected by: John Stein, John Chandler The CAC Supports the application, however all proposed structures should be setback 100' from the top of the bluff. The applicant should consider constructing the proposed additions only and removing the swimming pool from the plans, or reduce the size of the proposed structures to accommodate for the swimming pool. Approx. 438 plants of specified sized and species in accordance with landscape plan and from top of bluff seaward, non- disturbance buffer. Located: 1070 The Strand, East Marion. SCTM#30-2-77 Inspected by: John Stein, John Chandler The CAC Supports the application with confirmation that the swimming pool is permitted, the renovations/upgrades are in compliance with the permit and included on an updated survey. Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by John Stein, it was RESOLVED to SUPPORT the application of SHM GREENPORT, LLC dba SAFE HARBOR STIRLING to replace approx. 1,025; of existing bulkheading, inkind/inplace with a maximum of 18" raise in elevation. Reclaim lost material by incidental dredging within 10' of new structure. Move and reinstall existing frame building after construction. Replacement of building support pilings as necessary. A 10' non-turf buffer to be established. Located: 1410 Manhanset Ave., Greenport. SCTM#36-1-1 and 1001-3-0101. Extend larger travel lift well 10' landward. Resheath the landward side of approx. 540' of existing bulkhead replacing fender piles and backing system as needed. Conduct incidental dredging within 10' of new structure as necessary. Located: 2530 Manhanset Ave., Greenport. According to the site plan, the proposed structures do not meet the setbacks in accordance with Ch. 275. Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of ANDREA COURT PROPERTY HOLDINGS LLC, C/O JOHN ZENK for removal of the existing one-story dwelling, construction of a new two-story dwelling with a 20'X 54' deck to rear with a 10'X 30' 4' depth swimming pool within. Proposed residence is 3,567 sf. with four (4) bedrooms. Located: 280 Cedar Point Dr., Southold. SCTM#104-7-9.1 Inspected by: Carol Brown, Maggie Merrill The CAC does Not Support the application because the proposed dwelling does not meet the required setbacks in accordance with Ch. 275. The CAC recommends drywells for the shower and the dwelling and questions the legality of the existing shed/living space. Upon construction completion, disturbed area will be backfilled with 26.4cf. and reseeded with native grass. A 10' non-turf buffer will be established landward from the top of bluff. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of LISA & DAVID CIFARELLI for renovations to existing single-family dwelling with full basement; new IA/OWTS and abandon or remove existing system; new buried drywells; proposed 10' sand non-turf buffer at existing bulkhead; as-built firepit, wood deck, hot tub, pervious stone walls, flagpole and stone wall. Located: 2674 Peconic Bay Blvd., Mattituck. SCTM#128-6-13.3 Inspected by: Carol Brown, Maggie Merrill The CAC Supports the application with a non-turf buffer planted with native vegetation, drainage for the hot-tub, and all construction to be landward of the existing structures. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of RONALD & MARYJANE SANCHEZ to remove and replace (in-place) approx. 177 If. of existing timber bulkhead with vinyl bulkhead, including 131 If. on subject property, 40 If. on adjacent westerly property, and 6 If. on adjacent easterly property, and backfill as needed with up to 25 cy. of clean sand/loam to be trucked in from an approved upland source; reconstruct 9'X 10' deck, construct 3'X 11' stair in place of 3'X 9' stair, and remove and replace inkind/inplace 5'X 7' 8 landing, 4'X 12' walkway and TX 8' steps; remove and replace inkind/inplace, 4'X 6' platform and 2.5'X 12' steps on adjacent westerly property; remove and replace inkind/inplace 4'X 5' landing, 4'X 18' stair, TX 4' platform and 4'X 10' steps on adjacent easterly property; and revegetate 19' wide embankment with native plantings upon completion of construction. RESOLVED to SUPPORT the'application of RONALD & MARYJANE SANCHEZ to remove and replace windows; existing second floor and roof to be removed; proposed new second-floor area; existing wood deck to be removed and replaced; existing covered porch to be removed and replaced; proposed roof covered wood deck (over replaced open wood deck and covered porch) with outdoor fireplace and outdoor kitchen; proposed trellis over wood deck; and proposed new siding throughout existing exterior. Hot tub, renovations to existing garage, and remove and replace existing driveway with new pervious driveway. Located: 515 South Oakwood Drive, Laurel. SCTM#145-3-9.1 Inspected by: Carol Brown, Maggie Merrill The CAC Supports the application with an I/A wastewater treatment system. The subject property may require a variance, however there was no indication on the application. Vote of Council: Ayes: All Motion Carried FISHERS ISLAND ERIK WALDIN, PEQUOT POINT, LLC to stabilize approx. 460' of slope by removing and storing boulders; excavating a 460'X 15' area by 3'; installing geotextile fabric; installing a crushed rock filter layer utilizing 3" dia. stone; installing boulders, minimum dia. 2' on a 2:1 slope; install native material fill and plant disturbed slope with native shrubs and grass and install steps to the beach. Located: 2875 Castle Rd., Fishers Island. SCTM#5-2-10.12 The CAC did not make an inspection therefore no recommendation was made. ' 9 J. RECOMMENDATIONS-AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to NOT SUPPORT the application of PAT J. IAVARONE to Amend Wetland Permit#9802 for the installation of a 20'X 40' gunite pool with associated pool code fence and drywell. Located: 995 West Rd., Cutchogue. SCTM#110-7-3 Inspected by: Carol Brown, John Stein The CAC does Not Support the change in location of the proposed pool because of inadequate setbacks. Vote of Council: Ayes: All Motion Carried Caroline Burghardt will attend the next Board of Trustees meeting scheduled for Wed., October 20, 2021. The next meeting of the Conservation Advisory Council will be held on Wed., November 10, 2021 at 4:30PM in the Conference Room.
