There are two (2) individual concrete drainage trenches located on either side of the above referenced property These drainage swales have been inexistence for a very longtime and should be allowed to continue draining the community road system 2. Any and all new grading, filling and/or site contouring should be aware of these existing drainage systems and any site runoff from new development must not be directed to these existing trough systems. 3 The Drainage Design proposed for the new residence meets the minimum requirements of Chapter 236 but the design is not complete. There is a note indicating a new pervious gravel parking area. • The first problem is that stone blend on grade is not considered to be pervious. Details will need to be provided to show how this pavement would be constructed to meet the design standard of 5 gal. / Sq Ft. / Min • The second problem is that it is proposed very close to or on top of the new sanitary system. Surface drainage that close to the new sanitary system would not be approved by the SCDHS 4. All Downspout locations from the required gutter system should be shown and drainage piping must be shown to indicate how the roof run-off will be directed to the proposed drywells 5. There was also a reference to 164 C.Y. of Fill for this project. This amount would be equivalent to a two foot lift in the front yard It also appears that the perimeter of the new residence will also be receiving fill and therefore this amount of fill (less than 2" high) does not appear excessive. I would however recommend that No fill be allowed north of the proposed 309 S. F Deck. The new dwelling would be equipped with a drainage system of leaders, gutters, and drywells to collect and recharge roof runoff, and an upgraded sanitary system will be located farther landward than the existing septic system, at least 120 feet from the surface waters of Goose Creek and outside Chapter 275 jurisdiction. And the existing 20' wide, approximately 1,400 sf non -turf buffer will be maintained adjacent to the bulkhead to provide a permanent sink and filter for potential upland contaminants before they can enter Goose Creek. Therefore, the proposed site redevelopment and its incorporated mitigation measures will protect groundwater quality and supply and will not adversely impact the quality or function of the surrounding surface waters of Goose Creek or associated tidal wetland ecosystem.
