Irrigation: Our landscape architect has determined that the proposed native planting areas and buffer will require temporary drip irrigation for the next 2 - 3 years to get established. Our site is vulnerable to wind, salt spray and occasional flooding and they believe that the irrigation is critical to the plants establishment. Because our property is available to the public 365 days a year, irrigation lines to each planted area have to be underground,while the drip lines will sit on the surface and be covered with mulch. Please see attached landscape plan,dated 6/09/21. Educational Panels: We propose placing 5 educational panels at various locations on the Waterfront Fund property (4 in area of Trustee jurisdiction). See attached renderings and map. The Building Department has determined that these panels do not require a building permit. The panels would address the Submarine Base history, Native Plantings on the property,and the geography of the Peconic Bay area,in addition to the mocked-up drawings attached addressing the Ecology of the Waterfront,and the Wharf and its impact on Southold. They would be,affixed to existing pilings, and that is how their dimensions were determined. In addition to the approved 8-foot buffer running alongside our six foot walkway, we have added four additional planting areas (see attached sketch) using native plant materials that were approved in our site plan. These planting areas are also micro-irrigated with drip lines (see attached photo). In order to not be a trip hazard, the feeds for these lines have been trenched in the gravel. These conduits are in place except for the buffer. We are planning to plant an area of low mow grass within the Trustees area of jurisdiction that will be temporarily irrigated only until it is established. It is an extension of an existing low mow grassy area that is outside of the Trustees area of jurisdiction. Our work now is about 90% complete and we would request to hook up our drip hoses so that we do not lose the thousands of dollars of native plantings that we have installed; to plant the remaining sea grasses in order to hold the soil in inclement weather; and to seed the small area with low mow grass. The remainder of the area will be an extension of the Orient Point gravel that is on the South Pier. We did not deliberately do this work without proper permitting. As demonstrated by all of the previous Waterfront's site work we have diligently followed all of Southold Town's codes and filed for all permits when needed. However, due to the pandemic we volunteers weren't able to meet in person as a team, and somehow, we got off track and have missed several items that should have been added to that Amendment. We apologize for that and will work to rectify any issues the Trustees feel that we need to address. We have also become aware that our contractor was not in possession of a Coastal contractor license. We were unaware that it was a requirement and take full responsibility. We are currently in the process of rectifying that. Since this is our responsibility, we would ask that it be a Waterfront representative that makes any appearances before the Constable and the judge and will pay any fines that are incurred.
