COMPUTATION OF PERMIT FEES: TOTAL FEES DUE: $ 50.00 BY: Glenn Goldsmith, President Board of Trustees Cantrell, Elizabeth From: Roger Todebush <rtodebush@pequash.com> Sent: Monday, December 13, 2021 4:08 PM To: Cantrell, Elizabeth Subject: [SPAM] - Comments on Wetland application - Todebush, 1130 West Creek Ave. Hello Elizabeth, The Trustees should have received the updated site plan for construction on my property from Robert Anderson. Per the Trustees' comments from their site visit prior to the the 11/17/21 meeting, and the comments from my neighbors at that meeting, the patio towards the water has been eliminated, there is now a 15' buffer of native plantings along the water, and privacy screening of native plantings between my house and both of my immediate neighbors. Additionally, as requested, the dimensions of the chimney, basement egress window, outdoor shower, basement Bilco door, and north-and south-facing stoops are noted on the site plan. Many thanks to Mark Schwartz,Joe Fischetti, Dave Cichanowicz, and Robert Anderson for their work on my behalf, ensuring a beautiful and appropriate house is built on my property. At the11/17/21 Trustees' meeting, my neighbor Mrs. Groocock said that my house would be out of character with the neighborhood, and would negatively affect the quality of life and property values. My neighbors have enjoyed their views of my vacant property since they purchased their homes, so I understand that they could be against my construction, but my house will be well within the town's guidelines, covering less than 15%of the property and set back similarly to the neighbors' houses. I don't see how the waterfront will be changed, since I've already got a permitted deck and dock in place (Wetland permit#1161), and my house will be set back farther from the water than the neighbors'. I'm well aware of, and invested, in the character, quality of life, and property values of the neighborhood. My grandparents, who built their house across the street almost 70 years ago, bought this lot in 1975, before the Groocock's bought their house to the north in 1977 and the Wickham's to the south in 1980. My mother lives in my grandparents' house, which will one day belong to my sister and her family, and I'll be living in the new house. We are all committed to maintaining a beautiful neighborhood. Thank you for considering my comments. Roger Todebush (773) 230-7862 t Suffolk Environmental Consulting, Inc. TODEBUSH SCTM# 1000-103-13-9 Suffolk Environmental Consulting, Inc. on behalf of ROGER D. TODEBUSH requests a Wetland Permit to construct a two-story, single family dwelling (1,180sq.ft. footprint)with attached 192.Osq.ft. seaward screened in porch; construct an outdoor shower; install a 240.0sq.ft. at grade seaward patio; install an IA/OWTS septic system; and install a pervious gravel driveway. Located: 1130 West Creek Avenue, Cutchogue. SCTM# 1000-103-13-9 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the LWRP policies and therefore INCONSISTENT with the LWRP. 6.1 Protect and restore ecological quality throughout the Town of Southold. 8. Protect and restore ecological quality by adhering to the following measures. 1. Maintain values associated with natural ecological communities. Each natural ecological community has associated values which contribute to the ecological quality of the Town of Southold. These values should be assessed on a case-by-case basis. The trimming of vegetation to 3' height that functions as important habitat (including cover) adjacent to the tidal marsh is unsupported and would result in the functional loss of ecological components. Fringe habitat serve vital function and values to wetland systems. The proposed action would make the buffer less effective. A Wetlands Permit(9830A) issued to a parcel to the south (SCTM#1000-27- 4-9.6) required that the applicant not disturb the Eastern Red Cedar, Northern Bayberry, Marsh Elder and Groundsel Bush. The decision persevered the function of a wetland buffer. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. TODEBUSH to construct a single-family dwelling with attached seaward screened-in porch, pervious gravel driveway, outdoor shower, at-grade level patio, and install an IA/OWTS septic system. Located: 1130 West Creek Ave., Cutchogue. SCTM#103-13-9 Inspected by: Maggie Merrill, Caroline Burghardt, John Stein The CAC was unable to make a fair assessment, therefore no recommendation at this time. The location of the I/A system was not on the site plan and the CAC questions the masonry patio and double decks 50' from the wetlands.
