Love Lane Roundabout Design
• Michael Collins said the SDOT does not agree with the smaller roundabout size because
they said the largest legally allowed vehicle cannot safely negotiate that turn. Michael will
send the Auto-cad or similar drawing from AKRF. Michael will send any info he might be able
to get from the SDOT. Michael said the SDOT cannot do anything further on this because
this was done as a courtesy from them. The larger roundabout will cause a significant taking
— and the smaller one isn't going to be accepted by the SDOT. So there is an impasse over
the design.
• Motion of the Commission: To make a request that the Town Board reach out to the
Regional Director of the DOT to get them to look at it and talk to the Town about possible
options at Love Lane. Motion passed.
Soundview/County Route #48:
Bill Hillman, Alexander Prego, Dan Dresch of Suffolk County DPW each spoke
• Emergency Services: Bill Hillman said the County did coordinate with emergency services.
Mary Bess Phillips said Village of Greenport FD is the emergency responder. Their Board of
Wardens met last night and strongly request that DPW meet with the Greenport FD chiefs.
DPW said they would do that. Problems —first responders going through the single lanes
can't pull over for emergency vehicles. Mary Bess will forward the contacts to SC DPW. SC
FRES is supposed to be the clearinghouse for this. Doesn't always work as well as it should.
• 50 mph speed limit: They said they will review reducing the approach speed to the
unmarked crosswalks from the 50mph speed limit to a reasonable speed for a length that
would allow reaction time and stopping distance. It requires a Town Board vote. Speed limit
change then goes to County DPW. It goes to Albany. SC DPW will complete the TE-9 or the
Town will. It is a cooperative effort between the Town and County DPW. Alexander Prego's
office does the study first–they will figure that out.
• Lighting: They staid this is controlled by the town. They stated that the Town installs street
lights at regular intervals and the middle crosswalk did not fall into the Town's pattern. SC
DPW did not consider street lights as part of their capital improvements and that the Town
can add street lights or require the business that benefits from the project provide crosswalk
lighting as part of the Town's approval process.
• Safety Devices for the crosswalks: They emphasized that the property owner is the
exclusive generator of pedestrian traffic on the three crosswalks. They should be responsible
for the mitigation of trips they are generating. Therefore the Town can hold them responsible
for making safety improvements. Heather mentioned using the signage plan application to
leverage the owner to install some warning signs such as the legal requirement to,stop for
pedestrians in the crosswalks, street lights and appropriate treatments—many were
discussed such as a single flashing amber light hanging over each crosswalk in keeping with
the rural character. The owner could also be asked to provide additional lighting for the
crosswalks. SC DPW want to review any plans from the Owner. They'in turn will recommend
safety,devices the developer can install that can be included in the Town's requirements and
confer with Town Planning on these. DPW would issue them a highway work permit to install
the improvements. DPW would not permit in-pavement lighting because it fails very easily in
cold climates with snow plows. Pedestrian activated operations were a concern because they
can embolden pedestrians to anticipate drivers will stop. They would like to see hotel parking
further west as the eastern hotel room occupants tend to cross in the wrong place. They
explained that if they added right- or left- turn bays, pedestrians would have to cross further
and one lane could be speeding at a high speed so it was done for safety and traffic calming.
• Jurisdiction: AC DPW just worked with the developer to set curb cuts for driveways and
crosswalks. They took away 500+ feet of open head-in angled parking access and provided
a much safety median for pedestrian crossings. They worked with the Owner on pedestrian
guidance with the crosswalks, sidewalks. They were assured by the Owner/Developer that
there would be free Valet parking so that only employees would cross #48, who would be
expected to understand the dangers of crossing the road. They did not expect customers
leaving a restaurant/bar after drinking alcohol would be crossing. They also noticed hotel
guest cut through breaks in the berms crossing outside the crosswalks. When they brought it
to the owners attention the fee of$8 for valet parking was removed but they were not doing
valet at all times and SC DPW would like to see it,available for free always.
• They explained how the project progressed. SC DPW did not have oversight over the hotel's
parking relocation to the other side of the #48 nor of the landscape plan. They assumed the
Town was reviewing. SCDPW did ask for berms to be lowered where needed for better sight
lines. This means the Developer has not submitted a proper plan submission to the
Town nor has there been any Public Hearing. Should this happen?
• The developer still has work to do and awaits approval of their sign plan.
Pedal Share: The company will make a presentation at the Town Board Work Session 9am.
November 16.
Bicycle Listening Session: It was thought the Recreation Center would be good as more
room. Guest Charlie Peck,will help.
• Map of all roads for people to mark up, Heather can provide.
• Saturday or weekday evening (7pm) was determined to get best turn-out.
• (After meeting Randy reserved the Rec Center for Weds., Nov. 10 at 7 PM.)
Other Town Board decisions:
Mill Rd N end & Sunset Lane — both approved by Town Board, Public Hearings 10/19
Peconic Bay Boulevard: Capital request for solar digital speed boards. Trying to work on 4 for
this year's budget for Peconic Bay. The rest would be in 2022. Twenty were requested in the
budget by both Vinny and Sarah.
Eastern Shores request for Town Beach Permits: No town beach there so not feasible.
How to respond to constituents —Town Transportation Commission Co-Chairs can draft
responses, then send to Town Supervisor and Board, for review. As Co-Chairs cannot use their
personal email for official correspondence because of FOIL, they will forward after review to a
secretary to transmit to the constituent.
Area.Speed Limit: Proposal to change the patchwork of 30 MPH and 35 MPH area speed
limits so the entire Town has 30 mph except the through roads #25 and #48. Motion to
recommend to the Town Board that they change the speed limit to 30 mph as recommended in
State DOT guidance was tables to the next meeting for more discussion.
Speed Limit on SR 25 & CR 48: Postponed to next month.
Birch Lane and Duck Pond Rd, Cutchogue: Stop sign request to be discussed next month.
Soundview Ave & Chablis Path, Southold: Vinny will be improving sight-lines and adding a
dead-end street sign. Request for stop sign on Soundview not feasible. Chief Flatly will send
officers and add to his list for flashing speed limit sign.

2. Love Lane design: Update from Michael Collins, prior to meeting Michael
requested more time to work with the Albany NYSDOT Roundabout lead
3. Soundview #48 update : John Stype, Assembly Member Krupski's office, offered
to invite Bill Hillman, the Chief Engineer for County DPW to explain the plan and
how they are improving safety. Mary Bess mentioned the concerns of the fire
department wardens regarding distance from where a truck could respond to the
buildings with the wider landscaping. They were not aware of the fire departments
being consulted on the design prior.
4. Prioritization & Strategy for Town Board's Consideration - Informal
conversation on the following. Mary Bess noted to reference the goals of the
Master Plan.
1. Speed Limits Study: The goal would be to develop a rational town-wide
recommendation for State DOT, which has the authority. Jim found State
guidance that "areawide speeds should be 30 MPH" while we have areas of 35
and 30 MPH without apparent rational. Vinny and"others thought a uniform
approach might save on sign costs and make it easier-for PD enforcement.
Randy will reach out to the Town attorney, Chief Flatley and contact SDOT who
can help us understand the process. John Stype will find the SDOT contact. To
be discussed in October.
2. Pedal Share: In order to have equipment fabricated by Spring for the '22
season, a Town Board decision would need to be made soonish. Sarah will
seek approval from the Town Board to invite Pedal Share to make a
presentation to them.
3. Developing Priority List for Capital Improvements: Tabled. This had formerly
been High Crash Locations. With potential infrastructure funding coming, what
locations should be recommended for federal and state funding beyond what is
currently in the queue (Main St/#48 Greenport & Love Lane Roundabouts,
Fishers Island sidewalks)? Are there important sidewalk projects to add?
4. Listening Session: Charlie mentioned comments bicycling folks had made and
agreed it would be useful to invite the bicycling community to educate us to
their needs and preferences. Any other issues that would benefit form input?
There seemed to be consensus that this would be useful. Sarah will seek Town
Board approval.
5. Harbes Issue: Chief Flatley will discuss next month.

1. Mill Rd N End, Mattituck, Stop sign at N end park. lot, Sarah Nappa, 7/29/21 -
TC supports request. Sarah will bring to the Board.
2. Sigsbee & PBB, Mattituck, Larger Stop sign request, Jim Underwood,
iund635@mac.com 8111121 - Vinny will install a red reflective strip on the pole to
improve visibility.
3. Sunset Lane, Greenport, Parking By Permit sign, Bill Speleotes

east side of Sunset Lane.
4. Naugles Drive and Breakwater Rd, M, Beach Parking by Permit, Frank

information for next meeting.
5. Peconic Bay Boulevard: Vinny has put solar digital speed boards as a Capital
Request for$80,000 for 3 each on Peconic Bay Blvd, Main Bayview and New
Suffolk Ave plus extras.
6. Oregon Road add speed limit signs, Vinny has his staff checking and adding
more as needed.
7. New Suffolk Road Replace oversized speed limit signs removed during
construction. Vinny has on back-order.

Southold Transportation Commission
Proposed:
In order to support the Master Planning goals of reducing congestion and increasing
bicycle use, the Transportation Commission requests that the Southold Town Board
consider inviting Pedal Share to provide their fee-based bicycles for short-trips
throughout the town and at no cost to the Town. The contract would be negotiated to
require liability insurance from the vendor. The town would collaborate with the
company to provide land on which to locate bike stations. Suffolk County holds a
contract with Pedal Share to operate bike share in Suffolk County, and local
municipalities may avail themselves of this service under the municipal shared services
model.
As a first step, the Commission requests that the Town Board invite the vendor to
present at the next scheduled meeting to better understand the equipment, operations
and so that questions may be asked. They operate May 1 to November 1st. The next
deployment will be Spring 2022. In order to have Southold prioritized, negotiations
must start ASAP. Once a contract has been signed equipment must be manufactured
in Florida.
Current pricing is $4 an hour, $35 a day and $59 annually.

History: Suffolk County approved Zagster but they disappeared during Covid. Their
equipment was bought by the smaller, local Pedal Share. They are already in: Babylon,
Lindenhurst, Huntington, Calverton, Riverhead, Hampton Bays, Southampton,
Bridgehampton. & Spring Sag Harbor
