Present were: John Stein, Acting-Chairperson Carol Brown, Member Caroline Burghardt, Member John Chandler, Member Maggie Merrill, Member Shannon Wright, Member Lauren Standish, Secretary Absent: Peter Young, Chairperson James Dinizio, Jr., Town Board Liaison CALL TO ORDER Acting-Chairperson John Stein called the meeting to order at 4:55PM. CHAIRMAN'S ANNOUCEMENTS Acting-Chairperson John Stein announced that Gov. Hochul recently signed legislation extending virtual access to public meetings under the NYS Open Meetings Law. Meetings can now be held remotely and/or in-person. CLIMATE SMART COMMUNITIES PROGRAM As a follow-up from last month's report on the CSC program, due to staffing issues in Stony Brook, John anticipates having the GIS working plan for the living shoreline project completed within the next 6-8 months. 2 REPORTS John Stein attended the Board of Trustees meeting held on Wed., August 18th. Carol Brown mentioned that there have been a number of applications for as-built projects and questioned the review process for these particular projects. John will address the as-built projects with the Board of Trustees and the Town Attorney. The application made on behalf of Vitale/Strong was Disapproved w/Prejudice by the Board of Trustees and the property owner is required to apply for a new permit. The application made on behalf of Orlofsky was approved by the Board of Trustees even though the adjoining property owner objected. They stated their property suffered severe damage due to the work on the applicant's property. John will draft a letter to the Town Attorney. The application made on behalf of Clous was approved by the Board of Trustees with the requirement of an I/A septic system. NEW BUSINESS In an effort to allow each member of the Conservation Advisory Council the opportunity to serve as chairperson, it was unanimously agreed upon by all members that were present, to rotate the position every two (2) years according to seniority, commencing January 2022. The current chairperson shall be replaced in January of 2022 with the next senior member. Moved by John Stein, seconded by Carol Brown, it was RESOLVED, that a new chairperson of the Conservation Advisory Council shall be appointed every two (2) years, according to seniority, commencing January 2022. APPROVAL OF MINUTES Moved by Carol Brown, seconded by Caroline Burghardt, to Approve the Minutes of August 9, 2021. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Maggie Merrill, it was RESOLVED to NOT SUPPORT the application of ANDRES ZOITAS for a proposed swimming pool 20'X 50', pervious patio 3,228 sf., and a proposed outdoor kitchen. 3 Located: 1470 Grandview Dr., Orient. SCTM#14-2-3.15 Inspected by: John Stein, Caroline Burghardt, Shannon Wright The CAC does Not Support the application based on the following: • the proposed swimming pool should be no larger than 20'X 40'; • the rear setback should be 100'; and • the ZBA decision for the variance was not included in the application. Proposed elevation to be 6" higher than the existing. Dredge the area 10' seaward to restore 4' depth of-4 ALW with all resultant spoils to remain on site and be used as backfill. Existing 8'X.,10' platform seaward of bulkhead to be removed and replaced with 4'X 6' platform. Located: 520 Snug Harbor Rd., Greenport. Install an I/A OWTS septic system with pressurized geomat leaching field on replaced soils. Located: 6710 Soundview Ave., Southold. Construct 200 If. of block retaining wall system to an elevation of 7'; removal/replacement of concrete rip- rap with stone; construction of a 33 If. navy style bulkhead with an 8' return to an elevation of 7'; construction of a 233 If. navy style bulkhead to an elevation of 7'; construction of a 237 If. low-sill bulkhead to an elevation of .33'; removal of 954 cy. of dredged material from the inlet and boat basin to be placed between the double wall southerly block wall and the north and west bulkheads; removal and in-place replacement of 320 If. of steel bulkhead around the westerly peninsula with new vinyl navy style bulkhead; remove 255 cy. dredged material from inlet dredging portion to be placed on western peninsula to 5 match the elevation of the new bulkhead; and relocate osprey pole to the westerly peninsula. A proposed 10' wide non-turf buffer will be installed landward of the proposed bulkhead and consist of beach sand or mulch or pea gravel. A total of 45 cy. of clean sand fill will be placed landward of the proposed bulkhead and utilized as fill. A 4' X 48' fixed pier constructed utilizing thru-flow decking over wetlands'and non-treated timber decking on remainder leading to a 30"X 14' aluminum ramp and 6'X 20' floating dock with untreated decking supported with 2-10" dia. CCA piles. A 35'X 24' dredging area surrounding the proposed floating dock will be dredged to a depth of 36" below mean low water removing a total of 65 cy. of spoils, which will be removed from the site to an approved upland location.
