RESOLUTION:
WHEREAS, 20 Vincent Street, Orient,NY is on the Town of Southold Registry of Historic
Landmarks, and
WHEREAS, as set forth in Section 56-7(b)of the Town Law(Landmarks Preservation Code)
of the Town of Southold, all proposals for material change/alteration must be
reviewed and granted a Certificate of Appropriateness by the Southold Town
Historic Preservation Commission prior to the issuance of a Building Permit,
and,
WHEREAS, the applicants architect submitted a proposal to build a front and rear yard fence
to an existing single family dwelling as applied for,and,
WHEREAS, the commissioners agreed that the fence can be designed in one of the two
following options.
Option 1: a fence that will be constructed in two different fence styles. The first
style fence will be a 4 feet high natural cedar fence that will be used along
sections A,B,H and the-street front half of G, as labeled on the survey as applied
for. The second style fence is 1 x 1 black mesh with a top rail and will run along
sides C,D,E,F and half of G.
Option 2: a natural cedar fence that will be placed in all front,side, and rear
yards according to town code fence height as applied for, and,
WHEREAS, the applicant presented commissioners with an outline of the project during a pre-
submission conference on April 15, 2021, and,
WHEREAS, a public hearing was held on May 20, 2021,where the applicant submitted final
drawings of the scope of work and outlined the project for the commission, and,
NOW THEREFORE BE IT RESOLVED,that the Southold Town Historic Preservation
Commission determines that the proposed work detailed in the above referenced application
meets the criteria for approval under Section 170-8 (A)of the Southold Town Code and,
BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of
Appropriateness.

Dear Commissioners,
I am writing concerning the petition of Jeffrey Shayne to replace the metal roof on the former
Gessell house at the junction of Willow Street and Vincent Street with an asphalt roof.
The metal roof in question has been in place for some decades, and is consistent with other
historic properties nearby, which also have metal roofs. This should be the case in this instance
as well. Such roofs a part and parcel of the historic character of much of this Historic District
neighborhood.
This should not prove a hardship, as, In fact, a metal roof was recently installed, per Historic
Preservation Commission requirements, on an old garage directly down Willow Street from the
property in question.
It is my hope that the roof, should it need to be replaced for some less than apparent reason,
be replaced with a metal roof, consistent with others nearby.

Regulare Meeting Called to Order: 4:20pm
Attendees: Chairman Webb, Vice Chairman Surchin, Robert Harper, James Grathwohl, Joe
McCarthy and Donald Feiler.
Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer.

Approval of Minutes: Approval of August 20, 2019 meeting minutes.

Comments from Chairman Webb
• Chairman shared appreciation of all the hard work dedicated to the completion of the
Historic Preservation Commission brochure .A distribution plan was agreed to
amongst the commissioners.
• He was in communicatioin with the Local Realtor Association and agreed to do a
presentation about the HPC on October 28, 2019 @ A Touch of Vinice in Cutchogue,
NY(time to be determined). Chairman requested that some of the commissioners
participate.
• Chairman has scheduled a presentation to discuss the HPCs role in supporting the
Save Plumb Island Lighthouse Coallition on September 26th, 2019 in Melville,NY.
• Chairman and several Commissioners have registered to attend a continuing
education program held by the National Alliance of Preservation Commissioins:
Camp Training, scheduled for October 21, 2019 in Old Westbury.
• Maintained communication with all Commissioners and Administrative Assistant on
numerous topics.
