This Site Plan is for the proposed conversion of an existing 5,564 sf 1-story building(formerly SCWA
office)with a 2,333sf basement for storage, to a professional office (medical) and 16 parking spaces on
1.15 acres in the Light Industrial (LI) Zoning District.
The proposed action has been reviewed to Chapter 268,Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this
department,the proposed action is CONSISTENT with the LWRP, provided that the below
recommendations are considered/required in the site plan approval.
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location,
and minimizes adverse effects of development.
The property is located in an area zoned Limited Business (LI). The area is located outside of the hamlet
center business locale. However, it is in close proximity to the Hamlet Center. The purpose of the LI
zoning district is:
The purpose of the Light Industrial (LI) District is to provide an opportunity for business and
industrial uses on smaller lots than would be appropriate for the LIO Light Industrial
Park/Planned Office Park District.
Light Industrial zoned properties occur to the west, Residential — 40 (R-40) to the west, Residential 80
(R-80) to the north and Hamlet Business to the south of the parcel. The use does not conflict with the
zoning district or the existing uses surrounding the parcel, is expected to be lower in intensity than a
traditional industrial use and not discordant with the area.
Policy 2.2. Protect and preserve archaeological resources
The parcel is not included within the archeo-sensitive area mapped area (MAPINFO GIS-Archeo-sensitive
layer)and is improved. Cultural impacts are not expected.
Policy 3, Enhance visual quality and protect scenic resources throughout the Town of Southold.
E. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic
quality:
1. Restore or add indigenous vegetative cover that presents a natural appearance.
The application meets this policy through the preservation of existing vegetation
(street trees) and establishment of a transition buffer. It is recommended that the
vegetation that is to be planted is identified.
The best management practices outlined below are recommended to further Policy 5. Protect and
improve water quality and supply in the Town of Southold.
Recognizing the significant impact that nitrogen has on our groundwater and surface waters; Suffolk
County has developed and is implementing a plan to reduce the impacts of fertilizer on ground and
surface water. The Suffolk County Legislature established a goal of reducing fertilization in residential
areas by 10 to 25 percent, regardless of lot size and landscaped area, and passed Local Law 41-2007 in
2007 to reduce nitrogen pollution by reducing the use of fertilizer throughout the County(SCDHS).
The following is recommended:
a. Require the use of native,drought-tolerant plants in landscaping.
b. Require only the use of organic fertilizers where the water-soluble nitrogen is no more than
20%of the total nitrogen in the mixture.
c. Require a maximum of 1 Ib. of nitrogen per 1000 square feet in any one application, with a
cumulative application of no more than 2 lbs. per 1,000 square feet per year.
d. Prohibit the application of fertilizer products containing nitrogen, phosphorus, or potassium
between November 1St and April 1St.
e. Prohibit the use of phosphorous containing lawn fertilizer unless establishing a new lawn or
soil test shows that the lawn does not have enough phosphorus. Fertilizer labels have three
bold numbers. The number in the middle is the percentage of phosphorus in the product,
e.g. 22-0-15. Use of products with 0.67 in the middle or lower is not restricted. Products
with a number higher than 0.67 may only be used if a new lawn is being established or a soil
test indicates it is necessary.
Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.
