Re: Site Plan for First Universalist Church of Southold
SCTM# 1000-63.-6-6.1 &6.2
This proposed Site Plan is for the construction of a one story 6,816 sq.ft.place of worship and 32 parking
stalls.There is an existing parish house and single family dwelling to remain, all on 1.2 acres in the
Residential Office(RO)Zoning District.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program(LWRP)Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this department,
the proposed action is CONSISTENT with the LWRP provided the following is considered:
Policy]. Foster a pattern of development in the Town of Southold that enhances community
character,preserves open space,makes efficient use of infrastructure,makes beneficial use of a
coastal location, and minimizes adverse effects of development.
The proposed action enhances community character of the area.
Traffic/Pedestrian Safety/Quality of Life
The parcel is located to the east of NYS Route 25 (S.R.25) opposite Tuckers Lane and Budds Park
Memorial on a curve. The speed limit in this section of the road is 30 MPH. The line of sight from the
proposed access is limited for southbound travelers. There is not a delineated left hand turn lane for
traffic entering the parcel.
Historically,vehicles park on the shoulder of S.R. 25 to access the Parsonage building east of a"No
Stopping"sign. The signage continues along the front of the property around the radius of the curve for
the entire width of the property. The New York State Department of Transportation will be contacted to
determine if additional safety improvements are necessary.
Pedestrian access via a existing sidewalk to the commercial center is adequate.
Construction Traffic Management and Logistics Plan
It is recommended that to minimize impacts to community character including quality of life and safety; a
Construction Traffic Management Plan is required. The plan should include the following:
a. A notice provided to all contractors and subcontractors accessing the site about the following:
i. Area speed limits;
ii. School safety zones;
iii. Residential neighborhoods.
b. Days/hours of proposed construction activity
c. Construction Vehicle Route Designation.
Construction Schedule
The action will comply with Chapter 180 Prevention of Noise of the Town Code. The following
additional requirements are recommended during construction periods to protect the quality of life of the
surrounding properties that could be impacted from site activities.
a. Construction activities shall only occur from 7:00 a.m. to 6:00 p.m. on weekdays and
Saturdays.
b. No construction activities are permitted on Sundays,year-round, or the following holidays:
■ New Year's Day
■ Memorial Day
■ Independence Day(July 4h)
■ Labor Day
■ Thanksgiving
■ Christmas Day
Storm water controls are proposed.
Policy 2. Preserve historic resources of the Town of Southold.
The parcel is located within the National Register of Historic Places Southold Historic District. The
original SPLIA listed church building burned down in March of 2015 and the SPLIA listed Parsonage
building remained. The architecture of the proposed new church building supports the historic character
of the area. A barn and small outbuilding located behind the Parsonage building are proposed to be
removed.
Due to site disturbance and structure fire,the likelihood of encountering cultural resources on-site is low.
Nevertheless, it is recommended that the NYS Historic Preservation Office is contacted to determine the
presence or absence of significant historical or cultural resources.
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold
Many of the important scenic components in the Town of Southold can be viewed from local roads. The
Town of Southold promotes the protection of the scenic components associated with SR 25, a New York
State Scenic Byway through the Comprehensive Plan.The site is directly visible from SR 25. The new
construction proposed would increase the percent lot coverage to 17.1 percent of the permissible 20
percent. The building includes architectural features indicative of a church including a"bell"tower with
a top elevation of 52'. The new and existing structures reflect the historic and scenic character of the
streetscape in the area and supports the National Historic District purpose; supporting this policy.
E. Preserve existing vegetation and establish new indigenous vegetation to
enhance scenic quality.
It is recommended that the large, deciduous trees in good health scattered
throughout the site and along the fence lines be retained to the greatest extent
practicable.
One street tree(red maple)is proposed to be planted. Utility lines are located
in this area and an alternative,wire friendly tree species is recommended.
The Planting Plan(L-3)provides a sufficient amount of native vegetation. Although the
landscaped areas are small,the following best management practices are recommended to
further Policies 5 and 6.
a. Require the use of native, drought-tolerant plants in landscaping.
b. Limit irrigation to 15 percent of the total parcel area.
c. Require only the use of organic fertilizers where the water-soluble nitrogen is
no more than 20%of the total nitrogen in the mixture.
d. Require a maximum of 1 lb. of nitrogen per 1,000 square feet in any one
application,with a cumulative application of no more than 21bs.per 1,000
square feet per year.
e. Prohibit the application of fertilizer products containing nitrogen,
phosphorus, or potassium between November 1st and April 1st.
Policy 13.1 Conserve energy resources.
B. Plan and construct sites using energy efficient design.
1.Promote use of energy efficient design through local building codes and site plan review.
Construction of all buildings shall comply with New York State Energy Conservation
Construction Code.
The Lighting Plan will comply with the provisions set forth in Chapter 172 of the Town Code.
Pursuant to Chapter 268,the Board shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.
