Thank you. I would invite anyone that would like to comment on any of the specific agenda items to please feel free? Robert Dunn ROBERT DUNN: Robert Dunn, Peconic. I don't want to necessarily want every individual place but if we are going to make every weekend a special event at the wineries, then let's change the riles for wineries and make them (inaudible) because this has gotten ridiculous. Who is watching out for the town? I mean, everybody agrees, we have too much traffic here, it's crazy. Week after week after week, two dozen special events (inaudible) enoughs enough. And do what you have got to do with these people because it's not fair (inaudible), I don't want to single anyone out. But either the Board has to say we are letting everything go and it's a free for all or it's not. Let's be straight with the taxpayers. Thank you. SUPERVISOR RUSSELL: Just so you know where I am coming from, I agree 100 percent. I just noticed those on the agenda, I raised the issue before the meeting, that what happens when you have the same repetitive events with the same checks at the same places, weekend after weekend, it's not a special event. MR. DUNN: It's not. And every place is doing it, so I think it would be unfair to go against these people if your mind was set to give it to them but at some point we have got to decide... COUNCILMAN GHOSIO: I don't think anybody's mind was set, it just showed up on the agenda. Southold Town Regular Board Meeting August 24, 2021 page 3 SUPERVISOR RUSSELL: I have asked the Town Attorney's assistant to make sure the entire Town Board gets notifications, a copy of every application, right now there is a special events review permit that's been (inaudible) I have to be honest, if I have been getting copies of those applications, then I overlooked them because I don't recall getting them. MR. DUNN: And I am going to go further on that, this morning we spoke about a winter event. as far as I am concerned Labor Day is Christmas, I live across the street from the beach and I am sure a lot of people feel the same way about Halloween, if they live near a pumpkin place and to now introduce something in February when we are trying to get a breather, really, really. Jill you made a point that you know, how Southampton does it. We don't want to be like the south shore. I think that is unanimous, we just don't want to be there and if there are businesses here that want the kind of business like the south shore, let them go over there and pay three times the rent. They came over here, they knew what they were getting into. Now you want to turn around, I am not saying you, but now you are going to turn around and make February like August? That's suicidal. COUNCILWOMAN NAPPA: I just want to comment though, the special events that are in here, aren't they doing construction at the facility and that's why they are applying for the special events permits? So this is a reason that they...... SUPERVISOR RUSSELL: Inaudible. MR. DUNN: I don't doubt any individual one may be fully validated and it should have been but week after week after week after week, one of these is in here with 6 or 12 days, so everybody is not doing construction. That's why I say I don't care (inaudible) I don't care and if you were going to give it to him, give it to him but at some point the Board has got to decide what special events are and every weekend, they are not special events. SUPERVISOR RUSSELL: I agree. And also there's a component in here that, actually unrelated to construction and that is for food and wine pairing event.... MR. DUNN: That's got nothing to do with construction. SUPERVISOR RUSSELL: Inaudible. The rest I can understand the point raised by the councilwoman because (inaudible) because of construction but with regard to the repetitive nature of these, I agree 100 percent. MR. DUNN: Maybe consideration should be given to it, and those guys have some kind of food which I don't agree with, if you are consuming alcohol products.... SUPERVISOR RUSSELL: Then get rid of special events legislations, either or. MR. DUNN: Sorry? SUPERVISOR RUSSELL: I said then we need to get rid of special events legislation, either or. I think every week this summer, it is not a special event. Again, you have mentioned it before, it's just doing business and this is a way of trying to get around what we have said we don't want as a Board and as a community to this point. And whether or not we want to make a change on that and eliminate you know, this redundant skirting around the code and calling every weekend a special event at the wineries that's a whole other issue. But you are giving them permission throughout the summer and it comes a point where you just have to say this doesn't fit the definition of a special event. That's the reason I am voting no. COUNCILMAN DINIZIO: Can I just comment? I think we should get the people that do these special events in here to find out exactly the reason why because I have a sneaking feeling that the construction has to do with the building itself and they are being turned down for anything because (inaudible). The tent is what we have a special permit for, so we can send someone out there and make sure that it has exits, fire prevention, I have a sneaking feeling that this particular winery has (inaudible), I don't know that. I know that we have a committee that is supposed to be looking at these and they may be able to explain. SUPERVISOR RUSSELL: I am just going to expand on Bob's comment. I like the caterer, I know him very well, I have worked well with him in the past. I like the owner of the winery, I've met with him, I think he has a wonderful vision for the winery but the reality is, we have been getting application after application, meeting after meeting, for several weeks now. I voted no (inaudible) about two meetings ago, I voted yes, and then no, I voted yes again because I think that, I understand the need for events but if we are going to continually vote support for these applications, then stop referring to them as special events and get it over with, start calling it regular events because that's all it has become. _1 vote no. 2021-671 CATEGORY.• Budget Modification DEPARTMENT. Would anyone like to address the Town Board on any item of mutual interest? Steve M. STEVE M.: Thank you very much, I live in Southold and I want to thank you for letting me speak tonight. My last conversation and this is in reference to New Suffolk Beach, I am sure we have many meetings, many conversations and many issues involving the beach itself, the overcrowding. We have a resolution, the board has come up with the resolution to check peoples', when they come on the beach to check their residency and to my knowledge, this is not being done and for whatever reason, these people that attend the beach say that their supervisor had instructed them to stand down and not check for residency. And I don't understand when the board was trying to fix the problem and somewhere along the pipeline there's not been issued. Can someone speak to that issue, why they were told to stand down and not follow the directive of the Board? SUPERVISOR RUSSELL: Actually last year it was designated as a residents only beach under a declaration of the state... STEVE M.: I am sorry, I can't see who's talking because he is masked. SUPERVISOR RUSSELL: Okay, it's Scott talking. We talked on the phone. Last year we designated the beach as a residents only beach because that was under a state of emergency and we were given the authority to set aside some of the town code under those circumstances, this year we are no longer in a state of emergency and we were advised from out assistant town attorney recently that it's not an enforceable component to require that you be a resident to use the town beach since the town code doesn't restrict use of that beach to just residents. There's going to be a comprehensive beach management overhaul over the winter and we'll be evaluating use of all of the beaches in Southold Town, including a new format for a beach permit. STEVE M: So will that include changing the bylaws or rules of our town to accommodate us being able to do that? SUPERVISOR RUSSELL: Any changes we make (inaudible) we have to make as part of an amendment to the Southold town code, permit requirements and all those things you were enumerating in the town code and I, over the next several months, now that we are soon past the season, we are going to have to be taking a comprehensive review of beach management of all the beaches in Southold Town. It does not necessarily mean that New Suffolk is going to be designated as a resident only beach. But it is certainly going to undertake the uses of all the beaches as well as securing the beaches. If we are going to require people carry identification with them onto the beach, we are going to have to make sure we have enforcement in place to make that effective. STEVE M.: Okay, because now we have different variants coming out of COVID, and I know we are out of the trouble zone but we still have new variants coming on so overcrowding is kind of an issue and I know moving forward it has to be addressed in some fashion. May I make a suggestion to the Board for review, perhaps if up by Cases and Legends you have town parking Southold Town Regular Board Meeting August 24, 2021 page 23 only and then have a meter that they get a piece of paper and you are limited to two hours, they can put it-in their window and have traffic control come down ever hour and check who's parking there. If you have a pass, you can park for free and if you have the meter then you are able to stay there till the time is up. And I think that is a deterrent enough for people just coming down to use the beach,just to get off the beach every two hours to get a new pass, it's kind of annoying and I mean if nothing else can be done, to actually stop people at the entrance to the beach, perhaps this is a more passive'way (inaudible). SUPERVISOR RUSSELL: Thank you. COUNCILWOMAN DOHERTY: That is kind of a larger point that we have been talking about and we haven't come to a conclusion about that yet but I hope that (inaubible). Steve, you also mentioned some social media that's been out there. Can you talk about that? STEVE M: There are several sites that actually tell you, tell you where to park and how to usurp the whole system you have in place which is really not a system because the people are asked to stand down, so the people that are in the booth, you not only have one but two people that just stand there and watch people come on the beach. So we are paying two people to watch people come on the beach because they are basically not stopping people asking for proof of residency, they are not checking for permits or passes. They can't stop anybody, they can't give tickets out so basically what are they doing? We are paying them to stand there and watch (inaudible) come in and out. That's what it boils down to. SUPERVISOR RUSSELL: We are paying them to make sure.... STEVE M.: You have social media actually instructing people how to do this, I mean, people find a way. It's like water, they always find a way of the path of least resistance, it seems to be pull right up to the beach and drop people off. SUPERVISOR RUSSELL: And like I said, we are going to undertake a complete beach management review over the course of winter and put in whatever provisions in place we can to make sure that doesn't happen in the future.
