Present were: Peter Young, Chairperson Carol Brown, Member John Stein, Member John Chandler, Member Maggie Merrill, Member Lauren Standish, Secretary Absent: Caroline Burghardt, Member Shannon Wright, Member James Dinizio, Jr., Town Board Liaison CALL TO ORDER Chairperson Peter Young called the meeting to order at 4:42PM. CHAIRMAN'S ANNOUCEMENTS Chairman Young is unable to attend the next meeting scheduled for Wed., September 8th John Stein will Chair the meeting in his absence. CLIMATE SMART COMMUNITIES PROGRAM John Stein met with Joyce Novak, PEP at a mutually agreed upon location. She provided John with contact information for the wetlands permit administration department in Stony Brook as he's preparing to work on the GIS working plan for the living shorelines project. John anticipates having this project completed within the next 3-4 months with a goal of an approval at the bronze level-120 points. z i i 2 5 John Stein and Carol Brown have met with various departments, including the highway department and the,LWRP coordinator. He asked Peter Young to contact Chief Flatley and schedule a meeting. Peter and John will meet with Chief Flatley. REPORTS Carol Brown and Maggie Merrill attended the Board of Trustees meeting on July 14tH Carol suggested the CAC invite the Trustee candidates to the next monthly meeting. Peter Young stated that it wasn't the role of the CAC, as an advisory board, to prepare them for their role of Trustee, however, he will think about it. APPROVAL OF MINUTES Moved by Carol Brown, seconded by John Chandler, to Approve the Minutes of July 7, 2021. RECOMMENDATIONS -WETLAND PERMIT & COASTAL_EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by John Chandler, it was RESOLVED to SUPPORT the application of JAMES CLOUS to demolish existing dwelling and foundation and backfill with 400 cy. of fill; construct new foundation and dwelling landward of VE zone; construct proposed front porch, south landing, and north landing; install a Bilco door to basement; and install OWTS system and stormwater management system. Located: 3805 Bayshore Rd., Greenport. SCTM#53-6-18 Inspected by: John Stein, John Chandler Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by John Stein, it was - RESOLVED to SUPPORT the application of JAMES LUBIN to remove existing deck and replace with new deck and screened room, approx. 536 sf.; add new outdoor shower on north side and remove existing front porch and replace with new expanded porch. Second floor construction includes addition of a laundry, bonus room and second floor balcony. Located: 2765 Wells Rd., Peconic. Post construction soil remediation to a depth of 3-6" in previous established lawn area; lay sod/grass seed in pre-existing established lawn area; plant evergreen deciduous mix of plantings around home, deck and path; install irrigation for lawn and plantings; and remove invasive plants from bank between established lawn area and tidal wetland boundary, and revegetate with approved native plants. Located: 3245 Wells Rd., Peconic. SCTM#86-2-7 Inspected by: John Stein, John Chandler Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by John Stein, it was RESOLVED to SUPPORT the application of VINCENT FISCHETTI for the existing raised slate patio, reconfigured/expanded slate patio, slate steps, spa, northeasterly slate patio, northeasterly slate in sand walkway, slate wall, white picket fence, and for the construction of a garage addition 660 sf.. Located: 650 Spring Lane, Peconic. SCTM#86-5-6 Inspected by: John Stein, John Chandler The CAC Support the construction of a garage addition, however, the setbacks of the as- built structures may not be in compliance with the town code. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED SUPPORT the application of JOHN MILTAKIS, TRUSTEE to dredge to depth of 4' below MLW with clamshell bucket, total of 40 cy. of spoils surrounding existing floating dock, to be placed in sealed containers and removed from site to an approved upland landfill. Existing bulkhead to remain undisturbed and existing fixed pier and floating dock to remain. Located: 1460 Strohson Rd., Cutchogue. SCTM#103-10-29.1 Inspected by: Peter Young, Carol Brown, Maggie Merrill The CAC Supports the application, however,,question the installation of the existing walkway and lack of proper grading and drainage. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was t 4 RESOLVED to SUPPORT the application of NEW SUFFOLK PROPERTIES LLC AND NEW SUFFOLK MARINA LLC to replace in-place failing bulkheads and associated returns; replace east travel lift bulkheads; remove old retaining walls; and dredge travel lift pit to 6' and use material to backfill behind new bulkheads on site. Located: 6775 New Suffolk Rd., New Suffolk. SCTM#117-5-29.1 Inspected by: Peter Young, Carol Brown, Maggie Merrill The CAC Supports the application with a non-turf vegetated buffer to remain in-place and with an increase in width, if possible. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPPORT the application of MARC ALBERICI for the installation of a 16'X 26' gunite swimming pool and raised patio approx. 270 sf. Located: 115 East Side Ave., Mattituck. SCTM#99-3-19 Inspected by: Peter Young, Carol Brown, Maggie Merrill The CAC Supports the application with the location of the drainage for the pool and required pool fencing shown on the site plan. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to NOT SUPPORT the application of KEVIN KEYSER to install a 20'X 30' pervious brick patio on grade, 12'X 50' in-ground swimming pool with patio, 4' X 12.6' path to water, and 6' fence enclosure with gates. Located: 1356 Grand "Ave., Mattituck. SCTM4107-3-11.5 Inspected by: Peter Young, Carol Brown, Maggie Merrill The CAC does Not Support the application, as submitted. The pool should be relocated further landward. Vote of Council: Ayes: Carol Brown, Maggie Merrill, John Chandler Nay: Peter Young Motion Carried Moved by Maggie Merrill, seconded by Carol Brown, it was RESOVLED to SUPPORT the application of NEIL T. McGOLDRICK & AMY McGOLDRICK to remove existing 162' bulkhead and replace in=place with vinyl seawalls, i 5 with 10' area seaward of bulkhead to be restored to -4 ALW following bulkhead completion, and existing 68' jetty to be replaced in-place with pile supported vinyl jetty. Located: 1671 Meadow Beach Lane, Mattituck. SCTM#116-4-16.4 Inspected by: Peter Young, Carol Brown, Maggie Merrill The CAC Supports the application, however, asks the applicant to consider rip-rap in place of a bulkhead. Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS-AMENDMENT TO WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by John Chandler, it was RESOVLED to NOT SUPPORT the application of SAM ORLOFSKY to Amend Wetland Permit#9638 and Coastal Erosion Permit#9638C for the restoration and revegetation of 12'X 80' area on bluff due to work on bluff; plant disturbed area with Cape American Beach grass with additional 65 cy. of clean fill; proposed coir logs with 20 cy. of clean fill at top of bluff and plant with native vegetation and graded landward of existing bluff to direct all drainage to proposed drywells; existing staircase will be cutback to new grade and 4' platform from end of stairs to grade level, as needed; proposed drywell to capture roof run-off and surface run-off; restore hedgerow; construct egress basement window; and reconstruct existing raised patio to original dimensions. Located: 18575 Soundview Ave., Southold. SCTM#51-1-12 Inspected by: John Stein, John Chandler The CAC does Not Support the application because the damage has already been done. The restoration requires more terracing and backfill. The coir logs will not hold the existing damage to the bluff. The CAC requests more history on what occurred with the previous agent. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by John Chandler, it was RESOLVED to SUPPORT the application of ROBERT & JOAN VITALE STRONG to Amend Wetland Permit#9805 for the construction of a patio, in-ground swimming pool and drywell (Plan A). Located: 750 Lupton Point Rd., Mattituck. The next meeting of the Conservation Advisory Council will be held on Wed., September 8, 2021 at 4:30PM in the Conference Room.
