Box 1179 Southold,New York 11971 Re: Change of Zone Application for Highpoint Pines Dear Town Board, Enclosed please find an application for a Change of Zone to Hamlet Density(HD) for the proposed apartment complex project. The property is located within the Hamlet of Southold just north of Founders Village. The property currently contains 23.5 acres with the original farmhouse and barns. The homestead will remain on three acres leaving 20.5 acres. The parcel has two road frontages, one on Youngs Avenue and the other on Horton's Lane. The parcel is sided to the north by commercial properties along Route 48 and to the south by a condominium and private residences. The site is ideally located in the Hamlet of Southold and being adjacent to an existing high density housing complex known as Founders Landing. Highpoint Pines is designed to be a workforce housing rental apartment complex. The complex will contain 140 units of one and two bedroom apartments. The complex will also participate under the new guidelines of creating a portion of apartments for affordable rental housing. The concept of the rental housing is to create a housing stock which currently does not exist within our town. It will be a planned community of new housing which meets all current codes of building, energy, health and safety regulations. The project will provide a clean well maintained multi family environment within the hamlet. The one and two bedroom design is to attract one and two person occupancies. These occupancies should not have a great impact on our schools or services. The targeted occupants are the young people within our community who are trying to establish themselves prior to purchasing a home and seniors who have sold their homes and wish to remain in Southold Town. Highpoint Pines is an important step in helping Southold retain its local workforce and a year round community within our town. Most young people today, who are employed in Southold, either live outside our boundaries or within their parent's home. The current housing stock is void of the alternative of a rental apartment complex. Most apartments within our town are either illegal or sub standard. This project would allow our working class not only to work in our town but by living here,they will spend their salaries within our town economy and not in the neighboring towns. Most are trapped within their homes which are becoming a burden due to rising costs and upkeep. Their choices are limited to selling their homes and leaving town. Our community is suffering because both our young and old people are disappearing. Our volunteer and community social groups are struggling to maintain status quo. The property is currently zoned R-80 residential. In order to create the project the zoning needs to be changed to Hamlet Density. The property has the availability of public water. The developer will consider creating a private sewer plant or use of health department credits to achieve the necessary health department flows. The property is centrally located and meets all the guidelines of the proposed Halo zone. All of our Hamlet studies over the past 20 years have focused on creating smaller housing stock within our hamlets and have told us of the need for apartments to exist. The size of this project should meet the needs of our community for many years to come. The proposed project cannot be built without a zone change because it is currently zone R-80. In the early 80's, all unimproved farmland was up zoned to R80 or AC. This parcel was zoned residential at that time because of its proximity to the hamlet versus AC which indicated an agricultural core property. The current farm owners have not farmed the property in many years. The project will create much needed rental housing within the hamlet, increase our tax base and help our local year round community and economy by allowing our working class to remain within our town. DBM CO. is a local development company which has help the town in the past solve its housing needs. Highpoint Meadows is a prime example of an affordable housing project created by the private sector without the use of public funds or grants. Its principles have participated on many committees and forums on our town's housing needs and have participated in many planning discussions on our town's future.
