In accordance with the discussions that we had at our last work session meeting, we have "flipped"the layout, as you had suggested,to provide for the entrance to the western side of the property and to stay away from some of the hardwood trees that were of concern by the original entrance. We have updated our NYS DOT submission and are supplying additional information per their request for additional detail regarding our submission for approval. As to the discussion about the location of our 3 parking spots and the possibility of moving those to the rear of the property—we have looked at and considered the change of layout and find that it is not optimal in this case and does not appear to achieve an overall goal of aesthetic integration or reasonable use of the property when balance certain considerations. The reasoning behind this conclusion is reached in part with the following facts being accepted: 1. The current plan as proposed has the building location sitting more than 80 feet back from the edge of the roadway. 2. The edge of the parking lot as proposed is 55 feet back from the edge of the roadway. 3. The side yards as proposed are 25 feet and 42 feet from neighboring properties. 4. The rear of the building is more than 41 feet from edge of the property which has a chain link fence and abuts the town highway department parking lot where damaged service vehicles, wrecks" and "parts cars" for the police department are stored and in constant view. 5. The Brewery plans to move a significant amount dry storage components and weather sensitive equipment from their location on Peconic Lane (presently contained in trailers on site)to this warehouse when completed. 6. A significant component of the brewery operation and a normal brewery business is the use of kegs for draft beer. These are the typical containers that are stored on pallets, can occupy large amounts of space and are not weather dependent. At present they are located on and about the brewery property within view of Peconic Lane. Therefore, balancing the concerns that I understand the Planning Department may have with the goals ofinsuring avxeU-inte0nyted, aesthetically pleasing and sound development, vve believe the best opportunity toachieve a successful result iy1m accept the revised plan layout with our small 3 spot parking area remaining at the front ufthe building. This conclusion considers the facts previously stated, sought after goals of sound development and the resulting impacts as follows: A. |fvve were to move the parking tV the rear of the property that change would require having to move the footprint of the building closer to the roadway by at least 5O feet tosafely accommodate parked cars and deliveries to the rear of the building.This puts little more than 30 feet of the fagadeof the building from the edge mf the roadway. This would seem to undermine the goal of trying to keep the visual of the building more remote and naturally shielded from the roadway as presently proposed. B. With the development ofthis dry storage warehouse, we are trying tominimize the visual impact of the need that our kegs are stored outside toaminimum. The storage mf empty kegs are typically and normally kept outside. VVe intended 10 move those empty kegs tu the rear ofthe warehouse property where they would be shielded by the building from the roadway and the visual impact minimized. The rear ofthe property abuts the town highway work lot and that specific area is used by the town and police department tostore damaged and wrecked vehicles and there isno residential use or negative impact with this proposed location. In other words—the view is not at risk in any capacity from this vantage point for either ofus. C. Changing manufacturing trends now requires can orders to be no less than 5 tractor trailer loads mt a time from the can manufacturer and our on-site interior storage requirements just increased fivefold making the interior space even more critical for us for these sensitive components. D. It is not economically feasible for us to store kegs inside the building as doing so is not the typical protocol and practice. E. it would not be economically feasible to stone our kegs inside as this would then occupy a majority of our interior space and prevent the use of this much needed interior space to relocate the other weather sensitive components and equipment presently stored in trailers on the brewery site. F. It is not economically or visually feasible to create large walls or fencing to block the view ofthese kegs ina location atthe southern side mf the building (which ia the fagade facing the roadway) if the parking was required in the rear or northerly side of the building. I have submitted the documents and plans requested under the standard application process. However, I am asking for the following consideration and waiver on one issue. The current site plan does not detail the precise locations of nearby curb cuts on NYS Route 25. We are in the process of seeking approval from NYSDOT for our proposed curb cut and have submitted an application to their department. I am respectfully requesting that we be allowed to forgo the additional requirement of submitting a scaled drawing with the location of other curb cuts in proximity to our location as our intended use of this property will be extremely limited to infrequent access for our intended purposes of dry storage. We do not expect to access this property more than 2-3 times a week and therefore the frequency of vehicular traffic into the proposed location would be minimal at best.
