Opening Comments
Deputy Supervisor/Councilwoman Jill M. Doherty
COUNCILWOMAN DOHERTY: Please rise for the Pledge. Thank you. Please remain
standing, I would like to have a moment of silence for Craig Richter. He was a Town Board
member at one point and a beloved member of the community. So we are going to skip to
resolution 389. Congratulations.
CHIEF FLATLEY: So on behalf of our Police Department, I want to thank the Deputy
Supervisor and the rest of the Town Board members for letting us interject into the beginning of
your meeting. It is a very important occasion, with Covid 19, the way things are taking place,
ceremonies like this are a little smaller but nevertheless, I think it's important to recognize the
achievements of the members of our department and one of the biggest achievements you can
have in your career is being elevated to another rank. So that is what we are here to do for Steven
Harned tonight. Steven started off as a patrolman back in October of 1997 and five years later
promoted to detective in January of 2002, where he has performed admirably for the past 19
years, so it is only fitting for me tonight to promote Steven to the rank of Sergeant. So I would
ask his wife to pin on his badge. Congratulations.
SERGEANT HARNED: Thank you very much. Thank you all for this opportunity. I am going
to work hard to make you proud of this decision.
CHIEF FLATLEY: Thank you to the Board for your cooperation with this whole process.
COUNCILWOMAN DOHERTY: Before we continue on the agenda, is there anyone that would
like to speak on any of the items on the agenda?
George de Menil, F.I. Community Board
Southold Town Board Regular Meeting
May 18, 2021 page 3
GEORGE DE MENIL: My name is George de Menil, I am one of the elected representatives on
the Fishers Island Community Board and I know that there is going to be a motion to consider
the crosswalks at the end of what is the almost completed rec path on rec path extension on
Fishers Island. I just wanted to say that the entire community is very gratified that this rec path
is nearing completion, it is nearing a state where it could be used and there is concern that when
the strollers and cyclists reach the end of the rec path, that is the western end of the rec path,
there are stop signs indicating that the traffic is supposed to stop but there are no crosswalks and
so there is an eagerness really to make the, to see that those crosswalks can be put in place as
soon as possible and there is concern that without crosswalks the strollers and cyclists on the rec
path coming to that intersection will be crossing (inaudible) without the benefit of crosswalks to
guide and protect. I also want to add that the community is very appreciative of the support of
the town for bringing this rec path extension to the state that it is now. Thank you. That was all
I wanted to add.
COUNCILWOMAN DOHERTY: Thank you George. I just wanted to let you know that we
have to make it a town code to make that enforceable, so we are setting the public hearing for
June 1 and if all goes well, we can approve it that night so by mid June the crosswalks can be put
in place. Louisa did go over everything at work session today and I think we are all in agreement
that they are necessary there as well.
MR. DE MENIL: Well, I understand that and of course appreciate the importance of legal and
enforceable conditions and mid June is still before the largest volume of summer traffic starts
circulating on the road, so thank you.
Councilwoman Doherty
COUNCILWOMAN DOHERTY: Thank you. Would anyone else like to address the Town
Board? (No response)

the grievance complaints filed each year; and
WHEREAS, the filing period for such petitions is imminent and the adoption of an E-Filing

Filing system provides Complainants with the same protections they currently enjoy; and
WHEREAS, the adoption of a uniform E-Filing system is not intended to replace a Petitioner's
ability to file a SCAR petition in accordance with the current statutory and regulatory framework
but rather it is to be an alternative thereto; and
WHEREAS, the Procedures and Protocols will be located at:

to be in compliance with the provisions of real property tax law and all other applicable laws,

COUNCILMAN GHOSIO: I think we discussed this during the work session when we decided
to do this, it is supported very much by the folks on Peconic Bay Boulevard.
Councilwoman Sarah Nappa
COUNCILWOMAN NAPPA: I agree. I think this is one step in the right direction to helping
out the people that are living on Peconic Bay Boulevard, to get some relief from the traffic and
one step in the right direction and hopefully we can come up with some other solutions as well.
Councilwoman Doherty
COUNCILWOMAN DOHERTY: Anyone else? Hearing no other comments, I will make a
motion to close the hearing.
Closing Statements
Councilwoman Doherty
COUNCILWOMAN DOHERTY: That concludes the agenda. Is there any member of the
public that would like to comment on any issue?
Robert Dunn, Peconic
ROBERT DUNN: I sent Scott an email today and we should bring Bob up to date. Bob, are you
aware that we have an issue with somebody down here who doesn't think codes or property lines
are for them?
COUNCILMAN GHOSIO: I know that there was a presentation at the last meeting, I did see it
while I was down in Texas.
MR. DUNN: Okay, well, that's continuing and what happened? He got a some kind of
postponement or continuance. I didn't know that a postponement or continuance was that he
could solidify his encroachment on town property or continue with the non-conforming action
Southold Town Board Regular Meeting
May 18, 2021 page 49
that he has been doing all along. So I wrote Scott a memo today along with some pictures and I
copied Mr. Duffy. This is just continuing, it is not going to go away, I am not going to go away.
And...
COUNCILMAN GHOSIO: Can you forward that to me as well?
JUSTICE EVANS: To all the Town Board?
MR. DUNN: Sure. But what, I don't know if anybody reacted to my memo today but he seemed
to know that I communicated with the Town and his reaction to that was to go ballistic in front of
my house and then install another chime under my bedroom window which I am sure you can all
hear. Jill, anybody?
COUNCILWOMAN DOHERTY: Yes, I can hear that. I didn't receive a memo from you today.
Did you send it to all of us?
MR. DUNN: No, I sent it to Scott and Mr. Duffy.
COUNCILWOMAN DOHERTY: Okay.
MR. DUNN: But I just want you to know what the deal is here and if we don't take care of it as
a town, we are going to fail. Will Scott be in tomorrow?
COUNCILWOMAN DOHERTY: I believe so.
MR. DUNN: Okay, I am going to try him because there's some things I just don't think I should
be discussing on an open mic. It's inappropriate.
COUNCILWOMAN DOHERTY: Yes, he had a personal issue today.
MR. DUNN: No, that's fine. We've all got a life.
COUNCILWOMAN DOHERTY: He should be in tomorrow.
MR. DUNN: I will give hien a call and discuss those other issues. But I just want you all to
know that this is about as bad an example as we can have about disregarding code, disregarding
boundaries without any respect at all to the town. And I will continue to let you know that when
appropriate. Thank you.
Councilwoman Doherty
COUNCILWOMAN DOHERTY: Thank you. Would anyone else care to comment? No
