The Southold Town Board of Appeals issued a variance'(7290) allowing for a 20' rear yard
property line and conditioned the installation of a I/A OWTS.
Isaac Clay Coffey, R.A. on behalf of HC NOFO, LLC, c/o TODD FEUERSTEIN, MANAGING
PARTNER requests a Wetland Permit to demolish existing dwelling and construct new
1,800sq.ft. footprint dwelling with a 1,175sq.ft. second story for a total square footage of new
two-story dwelling to be 2,975sq.ft.; construct a wrap-around ground floor terrace on the north,
west and east sides of the dwelling totaling 1,008sq.ft. as well as a new 250sq.ft.'second`floor
deck; install a 62sq.ft. built-in planter to run adjacent to the north-side ground floor terrace;
install a new innovative/alternative wastewater treatment system; construct a 440sq.ft. two-car
detached accessory garage and install a 1,435sq.ft. gravel driveway using the existing
driveway's entrance from Skunk Lane; install 8" diameter by 2' deep dry wells with gutters, and
leaders for roof runoff; and to establish and perpetually maintain a 10' wide non-turf buffer along
the landward edge of wetlands composed of native vegetation. Located: 6370 Skunk Lane,

The proposed action has beeri•reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the action is INCONSISTENT with the Policy Standards 4 and therefore is INCONSISTENT
with the LWRP. This determination is based upon the following:
4.1 Minimize losses of human life and structures from flooding and erosion hazards.
1. Move existing development and structures as far away from flooding and erosion
hazards as practical. Maintaining existing development and structures in hazard
areas may be warranted for.-
a. structures which functionally require a location on the coast or in coastal
waters.
The single-family residence does not require a location on the coast. The
terrace proposed to be located 13.3' to the wetland is not supported by this
policy. The minimum setback to any and all operations from a residence
within the jurisdiction of the Board of Trustees from a wetland is 100 feet
(unless lot circumstances dictate otherwise).
According to the Suffolk County Hazard Mitigation Tool the parcel is
susceptible to flooding and storm damage. Increasing structure within these
vulnerable areas is also not supported.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list,policies and explanations of each policy contained in the Town of Southold Local

beneficial and adverse effects upon the coastal area(which includes all of Southold Town).

include an addition of a new 440 sq ft two car accessory garage and proposed 1,435 sq ft gravel driveway to
use the existing driveway's entrance from Skunk Lane. The existing building is 883 sq ft and the newly proposed
ground floor will increase to 1,800 sq ft and add a proposed second floor that is 1,175 sq ft. Total square
footage of the new two story dwelling will be 2,975 sq ft. This project also includes a wrap around groundfloor
terrace on the north, west and east sides of the house totaling to 1,008 sq ft as well as a new 250 sq ft second
floor deck. There is one proposed 62 sq ft built-in planter to run adjacent to the northside groundfloor terrace.
This project will include the installation of an innovative alternative wastewater treatment system that will
prevent nitrogen and other harmful substances from leaching into the wetlands in addition to the creation of a
non-turf barrier l Oft upland of the wetlands composed of native vegetation to further protect wetlands. The new
structures will protect and improve water runoff conditions on the site by implementing 8"dia x 2'deep dry
