The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold TOwn) 3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. It will allow SYC to make beneficial use of its coastal location. The temporary ramp will be used for regional regattas hosted by Southold Yacht Club. These regattas are open to the public. The ramp will provide public access to, and recreational use of, Southold Bay. • Approximately 75ft of the Yacht club's current concrete ramp is unusable. The concrete has been cracked by age and buried under 10ft+ depth of sand. It has been buried from significant storms as well as recent dredging of sand from the bay that was dumped on the beach. • We have members ranging in age from 6yrs old to 85yrs old that haul their sailboats from the Yacht club boat yard to the bay and currently struggle with a dolly to push/pull their sailboats through the sand to access the bay. SYC TemporaryRamp Boat — The Solution • Our Yacht club met with Southold Town Trustees on March 10th during field inspections. It was decided during that meeting that the Club was best off purchasing a temporary boat ramp. Ramp could be rolled out at the beginning of the season(June) and rolled back up in December. • We have researched several temporary boat ramp providers and have decided on Dechamps Mob-Mat Boat ramp solution. We plan on purchasing a 6.5W x 75'L ramp. • Mobi-Mat° Boat-Ram pTM is a roll out polyester mat, designed for creating boat launches and accommodating light and medium vehicle traffic on supporting but unstable grounds like sand and gravel on the shoreline or lakes. • Mobi-Mat° Beach Access MatTM is a 100% recycled polyester roll and its production contributes to the environment by utilizing recycled plastics and is also recyclable. • Boat-RampTM can easily be installed on the ground surface with minimal ground preparation. Boat-Ra mpTM weighs 0.34 lbs/sgft. Only 2 people and 15 minutes time are required to install a 75' long roll. Boat-RampT"' is attached to the ground with stakes inserted through eyelets. Boat-RampTm requires little or no maintenance under normal conditions. The product can be swept with a b,room or leaf blower. SYC Temporary Boat Ramp — The Plan • The ramp would be rolled out by members in early June and rolled back up in late September. The ramp will be rolled out on Southold Yacht Club property. • 10 Cu Yards of clean sand would be purchased with the purpose of filling in the trench at the start of the ramp pictured below. • The ramp would be secured with ground stakes and staples every year. The start of the ramp would be secured to the concrete and run 75ft north/east to Southold Bay. The ramp would end 20 ft before the High tide mark.
