The project also proposes to regrade the entire property and remove approximately 30 mature trees. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action of regrading the entire property, and removing as many as 30 mature trees is INCONSISTENT with the LWRP. The proposed action of moving the house location landward, and replacing the cesspools with an I/A OWTS is CONSISTENT with the LWRP. It is recommended that the regrading be restricted to the area immediately necessary for the construction of the new house and that as many trees as possible be required to be protected and preserved, particularly in the area of the front yard where no construction is proposed, and also along the property line. ._ ___Also note that th_e_proposed construction footprint appears to be greater than the maximum allowed lot coverage in the Town zoning code. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes", then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LAW policy standards and conditions. An OWTS subsurface sanitary system is to be be plac, on a previously developed site. All water runoff generated from the house will be contained using a subsurface drainage system. This project will not effect any wetlands area Project Description This project is located at 3915 Stillwater Avenue in Cutchogue adjacent to the East Creek. Currently the property is being used as a single family residence consisting of a single family home and detached garage. Both the residence and detached garage are to be demolished and removed from the site. Any excavation required for the removal/demolition will be backfilled and compacted with clean fill. Existing water services and sanitary systems are to be disconnected and abandoned in place as per SCWA& SCDHS Standards. The proposed project is to construct a 2,600 SF two story residence with basement, 576 SF detached garage, 2,800 SF stone driveway, 2,030 SF paver patio, 390 SF covered porch and a 720 SF inground pool. The proposed two story residence will be connected to the existing SCWA main on Stillwater Avenue and an underground electric service. Sanitary waste will be handled by installing an SCDHS approved I/A septic system. There is no expected fill to be needed for this project due to how much material will need to be excavated for construction. The total excavated material is estimated at 850 CY. Any unused material will be removed from the site to a suitable facility. The overall disturbance for this project will be 30,500 SF (0.70 Ac).
