SCTM# 1000-51-4-11 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the ;•3 Town of Southold,Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the actions (except the proposed 6'x16' lower platform) are CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided the following is clarified. 1. It is recommended that the Board clarify the owner of the rocks to be "reset". Rocks -- — -- — -- --naturally-occurring-in the-environment-should-not be-used-in the-structure.-- The 6'x16' lower platform is not permissible pursuant to Chapter 275. Wetlands and Shoreline -Article II. Permits §_275-11. Construction and operation standards and is INCONSISTENT with Policy 4. Structures located within the FEMA VE 16' EL flood zone (velocity hazard) should be minimized due to potential for frequent damage and loss. f6 Platforms. [Amended 10-11-2005 by L.L. No. ,17-2005; 10-9-2012 by L.L. No. 12-2012] Platforms may not exceed 200 square feet and must be landward of the top of bluff. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. '❑Yes ® No ❑ Not Applicable The focus of our proposal is to reconstruct the existing bluff staircase which provides access to the water and maintain the integrity of the bluff face by revegetating void areas. Protect and preserve historic and archaeological resources of the Town of Southold. The bulkhead and rock armoring is consistent with structures protecting adjacent properties. The majority of the shoreline is protected by bulkheads, many with the added support of rock armoring. The rock armoring will help disperse the reflective wave energy. After re-evaluating the scope of the proposed work, enclosed you will find four copies of revised plans. We have reduced the overall tonnage of rock armoring being proposed. We have also reduced the originally proposed 8'x10' mid-bluff deck to a 4'x6' mid-bluff platform. The following is the updated project description: Install an additional 150"-ton of 1-to-3-ton rock as armoring at base of eastern section of bulkhead.Reset any existing dispersed rock at the western section bulkhead. (Rock armoring not to exceed 2.5 ton per linear foot.) Remove existing 3' stairway down bluff and 6'x10' existing lower platform on top of bulkhead.
