Present were: Peter Young, Chairperson Carol Brown, Member John Chandler, Member Maggie Merrill, Member Lauren Standish, Secretary Absent: John Stein, Member Caroline Burghardt, Member Shannon Wright, Member James Dinizio, Jr., Town Board Liaison CALL TO ORDER Chairperson Peter Young called the meeting to order at 4:42PM. CHAIRMAN'S ANNOUCEMENTS Chairman Peter Young was not present at the June meeting and asked Carol Brown for a report. At the meeting held on June 9th, Carol introduced the new members, Maggie Merrill and Shannon Wright. She provided them with the LWRP, Ch. 275 Wetlands and Shoreline Code, and other helpful information, and she is currently working on a training manual. CLIMATE SMART COMMUNITIES PROGRAM John Stein met with Joyce Novak from the Peconic Estuary Partnership at a mutually agreed site in the Town of Huntington. They will be working in conjunction with her on 2 specific sites for Living Shorelines. She enthusiastically agreed to work with the CAC in Southold on the areas provided to her by John and he will follow-up with her fellow employees on site at the DEC Climate Smart Quadrants, Mission Statement, as discussed. John will continue to work on scheduling appointments with various department heads to discuss their CSC efforts. REPORTS John Chandler attended the Board of Trustees meeting held on Wed., June 16th. Due to the lack of a quorum at the June CAC meeting, no formal recommendation were made, however, John said it was a great learning experience. APPROVAL OF MINUTES Moved by Carol Brown, seconded by John Chandler, to Approve the Minutes of June 9, 2021. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Chandler, seconded by Carol Brown, it was RESOLVED to NOT SUPPORT the application of CHRISTOPHER T. ASTLEY & AMY ASTLEY to merge two (2) single-family residential properties, demolition of 900 sf. of an existing single-family residence 11' from top of bluff, 200 sf. of attached decking 3' from the top of bluff, and stone retaining walls and an,existing driveway adjacent to top of bluff on the easterly lot. Abandonment/removal of existing sanitary system on easterly lot 15' from top of bluff, renovation/conversion of 600 sf. of existing residence on the easterly lot to a new pool house (the portion of the existing basement garage that is beneath the proposed pool house will remain for storage) 11' from the top of bluff (within the footprint of the existing residence), the construction of 420 sf. deck over the footprint of the existing residence on the easterly lot 10' from the top of bluff, the construction of a 770 sf. swimming pool with paver patio and retaining walls all landward of the CEHA and 55' from top of bluff. Installation of a new propane tank landward of the CEHA and 75' from top of bluff, and sanitary system upgrades all landward of the CEHA and 50' form top of bluff. A permeable patio, some low-profile retaining walls, stepping stone walkway and gravel parking are proposed around the existing resident on the westerly lot. SCTM#13-1-5.2&6 Inspected by: John Chandler The CAC does Not Support the application because there was not enough information to make a determination, such as proximity to the bluff and an erosion mitigation plan. Vote of Council: Ayes: All 3 Motion Carried Moved by John Chandler, seconded by Maggie Merrill, it was RESOLVED to SUPPORT,the application of FELICITY WOHLTMAN/FELICITY WOHLTMAN TRUST to construct a single-family dwelling, rear steps, side deck, front deck, Bilco door, and install stone pavers and a proposed gravel driveway. Install a rock wall or wood fence and 4' wide path to the water. Located: 705 Bay Shore Rd., Greenport. Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of PORT OF EGYPT ENTERPRISE INC. to remove and legally dispose (2) 2,000 gallon and one (1) 1,000 gallon above ground single wall storage tanks. Install one (1) 8,000 and one (1) 5,000 double wall above ground gas and diesel tank. New double wall piping to existing dispensers. New high-level alarm, leak detection alarms and sensors. SCTM#56-6-4&6.1 Inspected by: John Chandler Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Peter Young, it was RESOLVED to SUPPORT the application of FRANK & ANTIONETTE NOTARO to install a 20'X 40' in-ground swimming pool, 188 If. of chain link fence around the pool and rear of the house with two (2) self-latching gates, 800 sf. of slate pool surround on grade, and a catch basin for pool backwash. Located: 625 Calves Neck Rd., Southold. SCTM_#63-7-30.1' J ._ Inspected by: John Chandler Vote Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of 335 HILL LLC for the construction of a proposed 13.5'X 32' in-ground swimming pool and associated brick paver patio located; 4 104' landward of the existing tidal wetlands line, and construction of a 4' pool code compliant estate fence surrounding the pool and rear yard area. Located: 335 Hill Rd., Southold. SCTM#78-2-41 Inspected by: John Chandler Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Chandler, it was RESOLVED to NOT SUPPORT the application of JOSEPH & MARY ELLEN LOGIUDICE to construct a 4'X 40' ramp onto a 4'X110' fixed dock with a 4'X 40' "L" section at end. Construct a 4'X 40' lower platform with a 5'X 4' access platform and a 4'X 16' ramp. Install three 2-pile dolphins. Provide for water and electric service. Located: 10995 North Bayview Rd., Southold. SCTM#79-5-20.14 Inspected by: John Chandler The CAC does Not Support the application because there is a concern with public lateral access, the proximity to the adjacent shellfishery, and a concern with the overall size of the docking facility and bottom coverage. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of DARCY GAZZA to remove existing catwalk and replace with new 4'X 138' catwalk, 3'X 14' ramp and 6'X 20' floating dock. Vote of Council: Ayes: All Motion Carried 5 Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of JERRY & CHRISTINE IOVINO for the removal of existing 6'X 22' long fixed dock and associated piles, construct new 4' X 18' fixed dock with thru-flow decking (supported with 4 — 10" dia. CCA piles), 30"X 14' aluminum ramp and 6'X 20' floating dock. All decking on floating dock to be untreated. Located: 1320 Little Peconic Bay Rd., Cutchogue. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of MICHAEL MONTEFORTE to construct a two-story, five (5) bedroom, single-family dwelling with a.1,996 sf. footprint and steps, with a 146 sf. covered patio and steps, a 530 sf. grade-level pervious gravel patio, a 376 sf. raised masonry patio and steps, and a 12'X 28' saltwater swimming pool; install pool equipment and A/C units; install 4' pool enclosure fence; install pervious gravel driveway and walkways; install stormwater drainage system; install I/A sanitary system (using approx. 50 cy. of ratable soil in-place of existing subsoils) more than 100' from wetlands; and maintain 50' wide non-disturbance buffer adjacent to the tidal wetlands boundary, and a 4' wide path to be cleared and maintained. SCTM#122-4-26.2 Inspected by: Maggie Merrill, Peter Young, Carol Brown 6 The CAC Supports the application, however, there is a concern with the placement of a dwelling and pool within a flood zone, and asks the applicant to elaborate on the tree removal plan. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of STEPHEN & KAREN CUBELLS to demolish existing one-story primary dwelling and construct a new two-story single-family dwelling in its place, renovate and expand a one-story cottage (from 34.5'X 10.5' to 34.5'X 22.1'), construct a 16'X 36' in-ground swimming pool with a 48'X 59.8' patio, and adjustments to grades using approx. 431 cy. of clean fill over 11,653.6 sf. area. Revegetate approx. 1,314 sf. of cleared area adjacent to tidal wetlands area. Located: 2475 Bay Avenue, Mattituck. SCTM#144-4-5 Inspected by: Maggie Merrill, Peter Young, Carol Brown The CAC Supports the application with an I/A septic system and thru-flow decking on the existing dock when it's repaired in the future. The CAC questions the need for a variance for the proposed project. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of THE NORTH FORK PROJECT, LLC to remove and replace (in-place) approx. 56 If. of existing timber bulkhead with vinyl bulkhead, and backfill with approx. 25 cy. of clean sandy fill to be trucked in'from an approved upland source; temporarily remove and reset approx. 16 If. of existing stone armor adjacent to bulkhead during bulkhead replacement; and replace existing wood tie planter wall landward of bulkhead if/as needed. The next meeting of the Conservation Advisory Council will be, held on Mon., August 9, 2021 at 4:30PM in the Conference Room.
