Work Session: 3:00 pm
Pre submission Conferences:
(30 minutes allotted to each presentation)
1. Harris @ 330 Village Lane, Orient NY, represented by architect Frank Uellendahl

Proposed additions and alterations to an existing single-family dwelling.
-Commissioners determined that the proposed rear dormer can be seen by Village Lane.
-A site inspection will be scheduled before the proposal goes to a public hearing.
-Public hearing will be on April 15, 2021.
2. Brownstein Family Rev Trt @ 1050 King Street, Orient, NY.

Proposed residential addition and alteration.
-Commissioners determined that this proposal was not under the jurisdiction of the Historic
Preservation Commission due to the fact that the work proposed was outside of the 100 ft.
distance of the Orient Historic District boundary.
3. Bertault @ 95 Navy Street, Orient, NY, represented by attorney Eric Bressler and
Architect Gary O’ Conner

Proposed additions and alterations to an existing single-family dwelling.
-Commissioners and applicant discussed the possibility of proposing an amended application
to the design that was denied in Resolution#10.22.20.2.
-A pre-submission hearing is set for April 15, 2021 to see the new proposal.

Regular Meeting Called to Order: 4:00 pm
Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Webb, Commissioner
Harper, Commissioner McCarthy, and Commissioner Santana.
Also present: Town Attorney John Burke and Administrative Assistant Tracey Dwyer

Motion to approve January 27, 2021 meeting minutes, by, Commissioner McCarthy, 2 by,
Commissioner Webb, AYES: Ostroski, Surchin, Webb, Harper, McCarthy, and Santana.

Proposed amendment for additions and alterations to an approved Certificate of Occupancy for 675
Skippers Lane, Orient, NY.
Scope of work included the construction of a porch addition with bilco door and
raised shingled terrace with trim board, top rail, and land edge casings as applied for.

Additional work to be done included to revert back to three double hung windows on
the west elevation, lowering the position of one window on the north elevation, the
location of a generator, the relocation of mechanical hvac condensers and the
relocation of the electric meter as applied for.
Proposal was open to public comment.
Motion to issue a Certificate of Appropriateness for the addition and alteration
amendment at 675 Skippers Lane, Orient, NY, as applied for, by Commissioner Webb,

Old Business:
1. HPC Community Zoom Program was held on February 16, 2021 @ 7:00 pm and is
now available for viewing @

2. Commissioners Webb and Harper will be working on a preservation program
focused on The Oysterponds Association and Orient Historic Society.
3. Glenwood recognition award will be presented at the March 23, 2021 Town Board
Meeting.
4. The Town Board will be voting on a proposal to modification the Ethics Code to
allow Commissioners of the Historic Preservation Commission to represent
applicants to all other boards excluding the Historic Preservation Commission at the
March 23, 2021 Town Board Meeting.
5. Presentation of an award to the Asch property will be postponed until May 2021 due
to COVID.
6. Updating of the Historic Preservation Commission link on the town website is in
progress.
7. Landmarked homeowner who are interested in purchasing a brass landmark plaque
con contact Tracey Dwyer @ www.southoldhpc@southoldtownny.gov.
New Business:
1. Judith Woodard window and door application @ 1945 Village Lane, Orient, NY,
SCTM# 1000-25.-3-11, will be scheduled for a pre-submission hearing on March 25,
2021.
2. The Historic Preservation Commission will limit the number of applicants to host at
an individual meeting to four (4) applicants.
3. Discussed the possibility of obtaining Landmarking incentives through the
Community Preservation Fund. /Harper
