Application fee: $150.00 per application — up to six (6) multiple events of the same type may be permitted on one (1) application for a fee of $150.00. However, specific details of each event must be included with this application. All applications must be submitted at least 60 business days before the event. Applicants are encouraged to submit applications as early as possible. Any completed application that is not submitted 60 or more business days prior to the scheduled event may be rejected or subject to a late processing fee of$250.00 by the Office of the Town Cleric, unless a waiver is obtained. Requesting an expedited review must be submitted in writing to the Town Clerk. The Town Clerk will forward all applications to the Special Events Committee for processing. The Committee will obtain comments on all applications from relevant Town, County and/or State agencies and will forward completed applications to the Town Board with a recommendation as to whether to grant or deny the application. The Town reserves the right to request additional information from an applicant to address issues related to the health, safety, and welfare of the community. When is a Permit Required? All Special Events, per Southold Town Code-Article I, Section 205-2 (Definitions)must obtain a permit. Occasional events on private residential properties hosted by the owner thereof that are by invitation such as family gatherings, weddings, graduations, parties or not-for-profit fundraisers do not require permits. Any use of residential property for profit, such as a venue for weddings or other events is prohibited. (11) A description of emergency access and facilities related to the event. (12) Provisions to dispose of any garbage, trash, rubbish or other refuse. (13) Location and description of any additional lighting to be utilized in conjunction with the event. (14) Location of sanitary facilities on site. Traffic Control Plan Events for three hundred(300) or more people also require submission and approval of a traffic control plan, acceptable to the Town of Southold, AND a qualified traffic controller must be provided. By acceptance of this permit, applicant agrees to adequately supervise and direct all parking to be on the premises or at another site, and to provide parking assistants and any additional traffic controls necessary for this event. Each additional day will require a separate permit application, fee, and related documents for review, etc. at least 60 business days prior to the scheduled event. 7. Adequate temporary sanitary facilities must be provided by applicant for this event and applicant agrees to remove the temporary facilities from the premises within 48 hours after the day of the event. 8. On-site food preparation is NOT permitted, although food may be catered subject to all Suffolk County Department of Health regulations. 9. NO activities associated with this event, including but not limited to parking ingress/egress/access tent(s) or temporary structure(s), or temporary sanitary facilities, shall be conducted on Town of Southold Purchase of Development Rights land. 10. With regards to this application, I checked on his last special event at this location and 1 felt that the application was misleading.The application led you to believe that there was his food being served outside with some live music.What I observed was the entire parking lot for the business fenced in with a DJ pumping loud music,two security/bouncers manning an opening in the fence, appx. 8-10 vendors under tents set up around the property in the parking lot and his entire parking lot(as well as the parking lot of his co-tenant)consumed by the event.This left no room for anyone arriving with a vehicle to park for the event, so they were using adjoining properties and crossing Rt. 25. This application looks the same. I would like to see a schematic of the layout of the event and where he is making accommodations for parking as well before I sign off on. The first application from Mattitaco came in April, 2021,when all restaurants were in a very fragile state due to Covid.(see attached first application and the new one) For the first one,we went ahead and approved three events: 5/5/21 6/12/21 9/7/21 Their first application did not have the number of people or cars listed. If my memory serves me right,we were willing to approve these outdoor events for this venue without complete information about how it would work because back in April Covid was still a huge problem for restaurants. I know for myself, I assumed they just needed this special event permit because they wanted to park their food truck there to attract more customers, and it would just be a bit busier than usual. Their first application did not mention music. Also, as the chief mentions,they didn't state that other vendors would be there,we assumed (as their application indicated), that it would just be the Mattitaco Food Trucks (plural?Do they have more than one?). So they still have that 9/7/21 event that was approved in the first application. I wonder if it was approved with any conditions about parking and such or conditions that had the future ones hinging on the safety and success of the earlier ones. Can we see a copy of that approval resolution for the one done in the spring?Probably the May 4`' Town Board meeting. This new application states that they will let up to 250 people attend at any one time, and they provide no estimate of the number of cars. We know that the average amount of people per car is 2 to 3 (or 2.5 for calculations).At 2.5 per car, that is 100 card!!!!!!! They have 13 parking spaces on the property for this restaurant,and if they are fencing them off to add space for the event, then they have zero parking spaces. The property is fairly small and they share it with another restaurant that is larger and also has only 13 parking spaces. Crossing Rt. 25 from the shopping center is not a safe option—no crosswalk. The nearest signal or crosswalk is much too far away to be useful—pedestrians would be crossing three lanes of traffic with cars going in either direction in the middle lane to make a variety of turns. I agree with the chief that we need a lot more detail about not only this event, but the one already approved on September 7`''.Both need some serious review to understand how they will be held safely. If they can't provide safe parking,we need to consider whether or not to recommend the Town Board rescind the event approval for September 7 and deny this one.
