See LWRP Section III - Policies; Pages 22 through 32 for evaluation criteria. ® Yes ❑ No ❑ Not Applicable f ABBY TANNENBAUM 435 NARROW RIVER ROAD ORIENT,NY SCTM#1000-26-3-10 LWRP Policies 5 & 6 As a result of careful and forward thinking project design and associated mitigation measures, the proposed project, which seeks to replace an aging dwelling with a new, energy-efficient, flood- compliant dwelling, will have a net beneficial impact on the surrounding wetland ecosystems, including potential improvements to groundwater and surface water quality. For example, compared to the existing dwelling, the proposed dwelling will be situated a minimum of 13 feet or 42 percent farther from the freshwater wetland area situated on the adjacent vacant land to the west. And although not required in a FEMA-designated AE-6 flood zone, the new dwelling will be constructed on a piling foundation with a first floor elevation more than 6 feet higher than the required base flood elevation, making the structure substantially safer and more highly protected from potential flood damage than the existing dwelling. As significant mitigation, the existing nonconforming septic system, which consists of a single leaching pool located approximately 78 feet from the adjacent freshwater wetland area, will be removed and replaced with a low-nitrogen, innovative/alternative sanitary system (UA OWTS), whose leaching field will be located at least 110 feet from wetlands. Unlike conventional septic systems, the UA OWTS is designed to significantly reduce nitrogen loading into the groundwater table and ultimately surface waters. And as unusual and substantial environmental mitigation, the entirety of the property not covered with structural/developed surfaces (i.e., proposed dwelling, steps, decks, and driveway), will be maintained as an approximately 12,488 sf non-turf buffer, wherein only native plant species will be used for landscape materials. Thus maintaining nearly 70 percent of the property in a naturalized condition not only reduces the potential for outgoing fertilizers, pesticides, and other chemicals that can infiltrate groundwater and ultimately the surrounding wetlands and tidal waters, it enables the property to act as a more effective sink for potential incoming contaminants contained in stormwater runoff. Moreover, the combined effect of elevating the dwelling on a raised piling foundation and maintaining the majority of the property in a naturalized state maximizes the property's flood tolerance both from potential tidal flood waters and nontidal flood events induced by heavy rain events. As additional mitigation measures, a stormwater drainage system consisting of drainage chambers installed beneath the proposed deck will be installed to collect and recharge runoff, the proposed driveway will consist of a pervious crushed shell surface; and a project limiting fence will be installed to contain site disturbance and potential surface runoff during construction. Thus, consistent with the permitting standards of Chapter 275 and LWRP Policies 5 & 6, these project design and mitigation measures will further the goals of protecting and improving water quality and protecting the quality and function of the surrounding wetland ecosystems.
