VEROSTEK,I TRUSTEE requests a Wetland Permit to construct a single-family dwelling and deck (approximate�footprint 740sq.ft.); 20'x35' gravel driveway; install septic system; and install gutters to leaders to drywells. Located: 65 Grove Road, Southold. SCTM# 1000-135-3-23 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review'of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with the Policy Standards and'itherefore is INCONSISTENT with the LWRP based upon: i Policy 6. Protect and restore the quality and function of the Town of Southold ecosystem 6.3 Protect and restore tidal and freshwater wetlads. A. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for allAndros Patent and other lands under their jurisdiction l The structure setback to the wetland is proposed at 35' where 100' is required to prevent the degradation of functions and values of the ecosystem. The Suffolk County GIS System indicates that a NYSDEC freshwater wetland may be on site. The sanitary wastewater leaching pool is proposed at 75' where 100' is required. Would the development of the property effect CR 48 drainage? 3. Determine the function of the dry-well shown on the parcel. 4. Verify if the driveway will be pervious. Survey shows "proposed driveway". Landscape plan shows "gravel driveway". 5. Verify if freshwater wetlands occur on the parcel and the wetland line. 6. Relocate the structure to achieve a greater setback to the wetland to meet the purpose of the setback and the preservation of the functions and values of the wetland. This would require a reduced front yard setback. 7. Establish a non-disturbance buffer equal to the distance of the setback. 8. Require that a limit of disturbance be shown on the survey. The survey says "project limiting wood fence". Limit clearing of native vegetation. 9. Require the installation of a A/I OWTS. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
