LLC 1470 JACKSON STREET NEW SUFFOLK, NY SCTM #1000-117-10-11 Policies 5 & 6 The proposed project seeks to replace an existing dwelling with attached decks and conventional septic system located within Chapter 275 jurisdiction (less than 100 feet from the top of bank), with a new, modernized, energy-efficient dwelling and UA sanitary system located outside Chapter 275 jurisdiction (more than 100 feet from the top of bank) and a raised swimming pool and surrounding deck located partially within Chapter 275 jurisdiction. As designed, the project will exceed the required wetland setbacks set forth in Section 275-3; will meet all of the construction and operation standards set forth in Section 275-11; and will have a net beneficial impact on the surrounding shoreline, tidal waters, and tidal wetland ecosystem, including potential improvements to groundwater and surface water quality, as a result of the below described design elements and mitigation measures. 1) The structural footprint of the proposed dwelling, deck, and pool will in its entirety be located more than 100 feet from the tidal waters/wetlands associated with Great Peconic Bay; and only the proposed swimming pool and surrounding deck will be located within 100 feet of the top of bank. Therefore, only a small percentage of the project is actually located within Chapter 275 jurisdiction. 2) The existing traditional septic system, which was installed on the waterside of the existing dwelling and less than 100 feet from the top of bank pursuant to Town Wetlands Permit 7906A, will be removed and replaced with a low-nitrogen, innovative/alternative sanitary system (UA OWTS) located on the landward side of the new dwelling, well outside Chapter 275 jurisdiction. Unlike conventional septic systems, the VA OWTS is designed to significantly reduce nitrogen loading into the groundwater table and ultimately the adjacent surface waters. 3) The proposed swimming pool is to be designed with a saltwater pool/no-chlorine treatment system rather than a conventional,high chlorine-treatment pool. 4) A drainage system consisting of leaders, gutters, and drywells will be installed to collect and recharge roof runoff,pool backwash, and site runoff. 5) The existing grade slope between the dwelling and the proposed non-turf buffer will be re-graded to modestly reduce (from average of approximately 10 to 5 percent) the downward slope toward the bank, thus further potentially reducing the volume of stormwater runoff reaching the adjacent bank and bay. 6) A 10 to 15-foot wide, approximately 1,174 sf non-turf buffer will be established adjacent to the top of bank, thus resulting in an increased setback between the adjacent surface waters and potentially treated lawn areas and a reduction in runoff of potential fertilizers,pesticides, and insecticides. 7) A project limiting fence will be installed to contain site disturbance and potential surface runoff during construction. Consistent with LW" Policies 5 & 6, these project design and mitigation measures will further the goals of protecting and improving water quality and protecting the quality and function of the surrounding Great Peconic Bay shoreline and tidal wetland ecosystems.
