LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, July 6, 2021 at 7:00 p.m.

This Regular Meeting was held in the Annex Executive Board Room, located on the 2 floor at Southold Town
Hall Annex, 54375 Route 25 (Main Road), Southold, New York. Masks are still required for those not fully
vaccinated.
The public had access to view and listen to the meeting as it was happening via Zoom. If you do not have access
to a computer or smartphone, there is an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

All “Attendees” will be dismissed from this meeting upon the Committee’s Motion to enter into Executive
Session.
The meeting began at 7:16 p.m. with five LPC members present.

Inquiries for Uses or Structures on Preserved Property
WIDOW’S HOLE PRESERVE (SCTM #1001-7.-5-19)
Peconic Land Trust’s request for letter of support for Phase 2 Shoreline Upland and Dredge
Project Environmental Protection Fund Grants Program for Parks, Preservation and Heritage
Peconic Land Trust is applying through the CFA for funding from the Environmental Protection Fund
Grants Program for Parks, Preservation and Heritage, specifically the Parks Program. If awarded, the
grant will help fund the continued restoration of Widow’s Hole Preserve. PLT requested a letter of
support for the project to present with the application.
Melissa presented the information PLT submitted describing the Phase 2-Upland Restoration, Continued
Shoreline Restoration, and Dredging of Widow’s Hole. The LPC reviewed the template letter of support
presented by PLT and directed Melissa to complete and send to PLT to include in the application.

EXECUTIVE SESSION
MOTION made by Sam McCullough, seconded by Doris McGreevy, to enter into EXECUTIVE SESSION
– Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value
Thereof

The LPC members entered in EXECUTIVE SESSION at 7:30 p.m.
Land Preservation Coordinator Melissa Spiro gave updates on inquiries, new applications,
appraisals and current applications.
MOTION made by Eric Keil, seconded by John Simicich, to end Executive Session.
Motion carried: 5/0
EXECUTIVE SESSION ENDED at 8:56 p.m.
MOTION made by Doris McGreevy, seconded by Eric Keil, to recommend that the Town extend a
proposed purchase offer to the landowner, as discussed while in Executive Session, for a development
rights easement acquisition on a certain parcel of land as designed as part of a conservation subdivision
having received Conditional Sketch Plan Approval from the Planning Board at a price supported by the
Town’s authorized appraisal. The proposed offer is a recommendation to the Town Board and subject to
the Town Board’s direction to proceed. The offer letter to the landowner will be valid for 30 days. The
contract will be valid for 18 months. (Motion No. 2021-3)
