Statement of the effect, if any, on the wetlands and tidal waters of the`town that may result by reason of such proposed operations (use attachments if appropriate): The proposed project seeks to replace an existing timber bulkhead with vinyl bulkheading in the same location to maintain the property's historical method of protection against erosion and flooding. Approximately 36 linear feet of the existing bulkhead is located on the subject property, and approximately 20 linear feet extends beyond the property into West Mill Road, landward of the stone armor that stabilizes the dead end of the road where the old turnstile bridge was removed in the 1950's. There is extensive Trustee permitting history for the bulkheading at the Old Mill Inn property across West Mill Road but none for the subject property. Nonetheless, given the property has been stabilized and protected from flooding and erosion by the existing bulkheading and adjacent stone armor for more than 50 years, there is no viable non-structural alternative means of maintaining and protecting the property in its current location. And without replacement and maintenance of the bulkhead, the subject property and structures located thereon would be exposed to flood and erosion damage,as would West Mill Road,a public Town roadway. The project will thus effectively maintain the historically existing conditions without any change in or significant adverse impact on the adjacent tidal waters of Mattituck Creek; and it will provide the ecological benefit associated with replacing a treated timber bulkhead with untreated vinyl sheathing. 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses, become part of the application for approval or funding, are subject to public review, and may be subject to further verification.
