A meeting of the Southold Town Conservation Advisory Council was held Wed., June 9,
2021 via the Zoom Online Platform.

CALL TO ORDER
Acting-Chairperson Carol Brown called the meeting to order at'4:37PM.
CHAIRMAN'S ANNOUCEMENTS
Acting-Chairperson Carol Brown introduced Maggie Merrill and Shannon Wright as the
new members to the CAC. She directed them to the CAC's website to review the mission
statement and wetland codes and other useful information.
CLIMATE SMART COMMUNITIES PROGRAM
Carol explained the CSC program to the new members and directed them to the website
for details of the program, including the pledge, categories of actions, and points. John
Stein, as the new CSC coordinator, and Carol Brown recently met with the Board of
Trustees. He asked the Board to consider issuing violations to homeowners and the

contractors for as-built construction. He will continue the discussion with the town attorney
at a later date.
REPORTS
Carol attended the Board of Trustees meeting held on May 19th. The meeting was
business as usual and with some conditional approvals.
APPROVAL OF MINUTES

May 12, 2021.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Stein, seconded by John Chandler, it was .
RESOLVED to SUPPORT the application of TIMOTHY C. QUINN, JR. to construct 195'
ton of 1.5 to 3 ton rock and coir log revetment. Reconstruct existing lower stair platform
and stairway to beach, in-place. Install jute matting and terracing boards in eroded areas
down bluff, as needed. Place fill behind terracing boards. Revegetate slope with native
plantings.

clean out non-wetland vegetation to open areas along driveway and septic and add
additional native plant species around walkway/deck and area between and around pool.

RESOLVED to SUPPORT the application of NEOFITOS STEFANIDES/LEFKARA
HOLDINGS LLC to remove invasive vegetation, restore with no mow fescue sod,
70'X62'X 70' with gates and 30' vegetated buffer and landscape plan; and install a
propane take 90' from the top of bluff.

not be installed due to the concern with the area being mowed and maintained. The area
should be vegetated using only native vegetation or spartina.

RESOLVED to SUPPORT the application of 1420 TRUMANS PATH LLC to demolish
existing one-story, 768 sf. single-family dwelling, and construct farther from the wetlands
with a new two-story, 648 sf. single-family dwelling with 12 sf. front porch and steps, 302
sf. attached deck, and basement entry; remove existing nonconforming septic system,
and install new I/A sanitary system outside Ch-. 275 jurisdiction; install drainage system of
drywells to collect and recharge roof run-off; and maintain a 50' non-disturbance buffer
adjacent to the freshwater wetland boundary.

Guyton, Manager to construct a 1,712 sf. two-story dwelling, 680 sf. in-ground swimming
pool with a surrounding 680 sf. terrace; and to resurface an approx. 1,668 sf. asphalt
driveway, as well as to establish a 10' wide non-turf buffer area landward of the top of the
existing bluff.

RESOLVED to SUPPORT the application of GOLDSMITH'S BOAT SHOP, INC. to
restore, enhance, and stabilize 57' X 394' portion of naturalized breakwater at mouth of
commercial marina basin, incorporating living shoreline methodology as follows: 1) raise
elevation of breakwater by up to 4' using approx. 1,800 cy. of clean sandy fill from an
upland source, to be planted with approx. 11,000 sf. of salt tolerant native vegetation; 2)
stabilize south/windward face of raised breakwater with 450 If. of 1-4 ton stone armor
(1,095) on filter cloth; 3) stabilize north/leeward face of raised breakwater with 394 If. of
150 to 500 Ib. stone rip-rap (approx. 150 cy.); 4) stabilize north, west and east sides of
raised breakwater with 497 If. of low-sill vinyl bulkhead; and 5) establish approx. 5,200 sf.
of vegetated tidal marsh on north side of raised breakwater by dredging +12" below
MHW); and 5) establish approx. 5,200 sf. of vegetated tidal marsh on north side of raised
breakwater by dredging 12' wide, approx. 4,800 sf. area north of low-sill bulkhead to a
max. depth of-2'MLW, using approx. 240 cy. sand/silt spoil to backfill approx. 13' wide,
5,200 sf. area south of low-sill bulkhead (partially over rip-rap), and planting backfill area
with approx. 5,200 sf. of vegetated tidal marsh, including Spartina alterniflora, between
low-sill bulkhead and MHW, and Spartina patens, between MHW and SHW.

RESOLVED to SUPPORT the application of PECONIC RIVER LLC to demolish existing
two-story, FEMA-noncompliant, single-family dwelling with 460 sf. attached deck and 761
sf. detached garage, and construct at least +17' farther landward a new 1 to 2-story, 3,200
sf. FEMA compliant, single-family dwelling with 106 sf. entry porch, 945 sf. attached deck,
850 sf. attached garage, 850 sf. swimming pool, 580 sf. structurally detached deck,'and
7X 46' uncovered basement egress; remove existing nonconforming septic system and
install new I/A sanitary system outside Ch. 275 jurisdiction; install drainage system of
drywells to collect and recharge roof run-off and pool backwash; install new pervious
gravel driveway and parking areas; remove specified trees; and establish a 27' to 39'
wide, approx. 5,959 sf. buffer area adjacent to bulkhead, including existing 4,259 sf.
naturally vegetated embankment and additional 1,700 sf. non-turf buffer to be established
in place of existing lawn along top of bank.

The CAC Supports the application, however, there is a concern with lot coverage. The
proposed dwelling is too close to the bluff and should be moved further landward, and
there should be at least a 10'-15' non-turf buffer planted with native vegetation.

RESOLVED to SUPPORT the application of TIMOTHY J. & GINAMARIE STUMP to
construct a 315 If. low-sill bulkhead and backfill with approx. 100 cy. of course clean sand
just below lowered sheathings. Maintain approx. 2.5 to 1 slope from top of sloughed bank
and then flat to bulkhead. Install approx. 3,200 sf. of filter fabric over disturbed area and
fasten with 8" galv. pins. Plant spartina alterniflora to HWM and then spartina patens to
undisturbed line 1' on center.

(72 sf.) connected to a 4'X24' fixed dock with thru-flow decking (96 sf.) 168 sf. total. Install
14 8" dia. pilings as shown on site plan.

install removable wood or aluminum staircase to shoreline; 3'X7' new bulkhead height to
match adjoining bulkheads; and restore disturbed non-turf buffer.

along the edge of wetlands. The CAC questions the location of the sanitary system and

RESOLVED to SUPPORT the application of RJJ PROPERTIES LLC to remove and
replace 100' existing creosote bulkhead, with a new vinyl bulkhead in place at an
elevation 6" higher to match neighboring walls. Lift existing permitted 14'X 44' deck and
support at higher elevation. Change decking to IPE, install seasonal 3' wide steps to
beach. Install 40 cy. clean sand along new bulkhead. Area to remain non-turf behind
bulkhead.

tidal wetlands thereon.

disturbed plantings in the wetland area.

ELIZABETH W. FURSE for an existing two-story wing of the original house that was built
in the 1980's. Demolish wing as soon as possible and replace with a one-story wing of
roughly the same shape as the existing. New addition will be smaller in area, volume and
height,, and with no increase of non-conformity in setbacks. Setback to the coastline will
be slightly increased over the existing.

The CAC did not make an inspection, therefore no recommendation was made.
JAMES H. CARNEY to add a second-floor addition over an existing one-story wing;
remove a small portion of the existing roof to make an inset dormer; construct a new
covered porch at the rear of the property 286 sf.; and construct a new one-story addition
at rear corner of the house.

The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND YACHT CLUB to remove 90 If. of line mooring including associated
piles, install eight new 24'X 4' wide finger floats with associated restraint piles and tie-
off/fender piles, four each at existing tee floats waterward of the apparent high water line.

The CAC did not make an inspection, therefore no recommendation was made.

THOMAS SHILLO to remove existing ramp, float and piling, as necessary, and install 4'X
16' ramp, 10 new piles and two 8'X 20' floats.
Located: 520 Sterling St., Fishers Island. SCTM#10-9-6.1
The CAC did not make an inspection, therefore no recommendation was made.
John Chandler will participate in the next Board of Trustees meeting scheduled for Wed.,
June 16, 2021 via the Zoom Online Platform.
The next meeting of the Conservation Advisory Council will be held on Wed., July 7, 2021
at 4:30PM in the Conference Room and via the Zoom Online Platform.
