Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, Makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes effects of development. While the proposed new residential home increases the overall footprint by approximately 76 square feet (present square footage footprint of 2,820 to a proposed 2,896 square feet ), by utilizing the already excavated basement area forward of the 100 foot trustee line, it removes 579 square feet of coverage of the 2-story section of the existing residence from the sensitive trustee area. In addition, by utilizing the existing excavated foundation area, it will then only require approximately an additional 81 cubic yards removed for the new foundation but this will be on the front side of the home well forward to the 100- foot line trustee buffer. This will minimize the impact on the overall site disturbance. Policy 2 Protect and preserve historic and archaeological resources of the Town of Southold. This is not applicable to this project. There are no archaeological or history features or resources on this property. Policy 3 Enhance vlsuality quality and protect scenic resources throughout the Town of Southold. The construction of the new residence is in keeping in style and sizing of other residences within the community. The present structure on the property is starting to show signs of neglect and the proposed new structure will enhance the property. Policy 4 Minimize loss of life , structures, and natural resources due to flooding and erosion. All rainwater from the new residence and site improvements will be retained with the use of new drywells as indicated on the plan. Policy 5 Protect and improve water quality and supply in the Town of Supply. Rainwater runoff from the new residence and site improvements will be contained in new drywells as indicated on surveys. In addition, the new septic system will be moved forward of present system on the street side of the residence and be a minimum of 150 forward of the existing the bulkhead. Policy 6 Protect and restore the quality and function of the Town of Southold ecosystems including significant Coastal Fish and wildlife Habitats and wetlands. No construction will take place in protected or natural indigenous environmental areas. Policy 7 Protect and improve air quality in the Town of Southold. The development will not add pollutants to the air. All construction equipment will comply with current federal standards. The new HVAC systems in the new residence will comply with the new are more stringent environment regulations. Policy 8 Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and waste. The construction and use of the residence will make use of the towns waste disposal and recycling center. Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and public resources of the Town of Southold. There is no public land is involved with the planned construction: Policy 10 Promote Southold's water-dependent uses and promote siting of new water dependent uses in suitable locations. There are no public or commercial activities conducted on the site. The property is zoned for residential use and shall remain that way. Policy 11 Promote sustainable use of living marine resources in the Long Island Sound, the Peconic Estuary and town waters. The project will help preserve and protect the living.marine resources by capturing rainwater discharge and runoff by containing it in the new proposed drywells on the site as indicated on survey. Policy 12 Protect agricultural lands in the Town of Southold. There are no agricultural lands on the site. Policy 13 Promote appropriate use and development of energy and mineral resources. The new residence will feature all energy-star equipment and the structure itself will comply with the more modern and efficient energy as mandated by the NY Energy Conservation and Construction Code.
