I was incorrect about the southern berm. That is not part of the plan according to Stacey.
Isn't lighting on the road a County decision? We can have lighting in the landscaped areas. We are happy to discuss any
suggestions the PB has for lighting but 1 think the County has to be involved in that.

Dear Mr. Naples:
In reviewing the site plan application for the signs at the site referenced above, the
Planning Board finds that the issue of safety requires a more in-depth review than the
proposed signage. While signage may help, there is more that must be done to improve
the safety for pedestrians.
To facilitate this discussion, the Planning Board is requiring a traffic and pedestrian flow
and safety plan to be submitted at your earliest convenience. This plan is being required
in accordance with Town Code §280-128, which references the need for development
to proceed with due regard to the public interest, including the construction and location
of parking areas, whether or not accompanied by new building construction. In addition,
Town Code §280-129 requires the Planning Board to take public health, safety and
welfare into consideration with respect to traffic and pedestrian access to roadways and
interior circulation. The change in the parking area location for the hotel is a matter of
public interest and public safety.
In a meeting with the Planning and Building Departments in the past, when the idea of
moving the parking for the hotel to the other side of the road was introduced, it was
represented to us that all the parking would be valet and no guests would have to cross
this busy street. In practice we have seen that many, if not all hotel guests are parking
their own cars and crossing the street. We have witnessed guests climbing the berm
and crossing at random locations (not in the crosswalks). We have received phone calls
from the public with concerns about pedestrian safety here. Finally, the Town
Transportation Commission and the Suffolk County Department of Public Works traffic

engineers have expressed concerns about pedestrian safety here, and the need for
additional measures to be taken.
The plan being required by the Planning Board should include the site as it exists today,
on both sides of the road, and must include a description of how valet parking will
function. Identify where cars will be stacked, and how multiple cars arriving at the same
time will be handled. Arrows indicating traffic flow, existing crosswalks, pedestrian paths
and flow must also be included, as well as any proposed or existing exterior lighting
intended to facilitate safety. Please feel free to call with any questions. We look forward
to working with you to find ways to improve the safety of your guests.

Given that parking next to the businesses on the north side of #48 was relocated by the
owner to their lot on the south side which was not required by nor part of the County road
project, and that new landscaping was added in place of parking; would site plan review be
necessary? Should their parking and delivery plan be reviewed? Should a lighting plan be
reviewed to consider the darker areas the new landscaping created? Should a pedestrian
circulation plan be reviewed to see how people are guided to the crosswalks? The County
project managers were assured that the Halyard would supply free-valet parking at all times
the business is open so that only their employees crossed #48. Should this be reenforced by
the Town?

This Department has reviewed the exterior signage plan for the above-referenced project and offers the following comments:
A permit from this Department will be required pursuant to Section 136 of the Highway Law for any construction within the
Country right-of-way.
To improve pedestrian safety,please revise plan to include:
• Additional pavement markings and signage at the vehicular entrances and exits for the one-way operation.
• On-site signage to both the north and south properties directing patrons to the three marked and signed crosswalks
from the restaurant,hotel,banks,and parking lot.
• In the south parking lot, an on-site feature such as a vegetation or fencing to funnel pedestrians to one of the signed
and marked crosswalks.
• R1-6(florescent yellow"State Law Yield to Pedestrian in Crosswalk") signs, ground mounted in the medians at all
three crosswalks.
• Free valet parking for all days and times the restaurant is open to customers to reduce pedestrian crossings.

Hello Planning Board-thank you for visiting the site last week and it was a pleasure meeting everyone. Attached is the
updated signage plan based on our review of the mock-ups. Each change is also noted below.
Main Hotel ID
- Distance from the curb decreased from 15' to 10'.
Secondary Hotel ID
- Distance from the driveway increased from 15'to 80'
Parking ID *Note, we kept the sign vertical(as opposed to flipping horizontally)but increased the structure size slightly.
- Overall size of the sign increased from T-6"x 6'-6" to 4'-0"x T-0"
- Location of the sign moved from the west to the east side of the lot entrance due to telephone pole obstructing the
view.
- Distance from the driveway decreased from 15' to 10'
- Cap height for"Parking" increased from 5"to 6"
- Arrow increased from 6" to 6-1/4"tall.
- Sound View brand increased in size from 13-1/2" to 16"tall.
- The Halyard brand increased in size from 2-1/2" to 3-1/4"tall.
- Seafood & Bar was removed from The Halyard brand lock-up.

The lighting brightness was also modified to conform to planning's requirement. You will see this noted throughout.
Please let us know if there is any feedback at this stage. We will go back to the Building department later this week given
the Main and Parking ID notice of disapprovals will need modified.

Hi Jessica-any word on whether the Planning Committee can inspect Mock-Ups the week of 11/8? If so, please let us
know which day.
Separately,we received our notice of disapprovals for the 3 signs from the building department. I thought they were
waiting on your feedback but they went ahead and issued them recently. We also received permits from the Trustees
who approved the plan and no longer need to be involved in the signage program.Thus,from our understanding,we
were going to show Planning Mock-Ups then submit applications to the ZBA for the outcome.

Hi Brian and Planning Team-we are dropping off the application packets this week to your mailbox. It will include the
check and updated plans. Attached are digital versions. Since your review at the 6/7 work session,we made a few
changes to the plans as follows.. We shrunk the Parking ID on 44.-4-5.1 to confirm to code. Further, for the Main Hotel
ID on 44.-2-22 we extended the distance from driveway to sign to conform to that distance code. Lastly,for the
Secondary Hotel ID on 44.-2-23 we also extended the distance from the driveway to sign to conform to that distance
code.The updated plans are being shared with Building and Trustees this week. It has been confirmed that the County
will not be involved in this project and that note is on file with the Bldg Dpt. Please review and advise of next steps.
And to follow up on your request that we provide mock-ups, I attached a proposal from our Fabricator,who would be
fabricating the Permanent Signage. It is detailed out on the attached Estimate. Please let us know if this approach will
work and we will work on getting the mock-ups fabricated and see when we can have them ready for a viewing. If you

Hi Heather-we are phasing the submittals as different lots/signs take different approaches.
Attached is a package for traffic and ADA signs we would like to have fabricated asap.The Building Department informed

Dear Mr. Naples,
The road construction looks like it is finally coming together and the parking situation is greatly improved.
As you probably know, we didn't require a site plan amendment for those changes because those were all
worked out directly with the SC DPW. We just did an informal review with Planning staff and the Building
Dept.
For the sign, the Planning Board is going to do a very abbreviated review.
We will need just a Site Plan Application Form and a $250 fee for an Amended Site Plan review. And four sets
of the plans on paper would also be helpful.
We plan to recommend the hearing be waived, as well as all the other forms typically required with an amended
site plan review.
If you can submit the form, the fee (and ideally the copies of the plan) by early next week, we can schedule this
for our June 7 meeting to begin discussion. Have you decided whether you plan to go to ZBA for a larger sign
than allowed by code?
Please talk to Brian Cummings about the lighting for the sign. We are now accepting the color temperature for
LED lighting at 2700K or less. You propose 3000K which is too "cool" and causes more skyglow than the
2700K. Changing that now would expedite matters.
